The security of your neighborhood depends on your active participation. The most important thing you can do to increase safety in your neighborhood is to get to know your neighbors. Neighbors can look out for one another by being each others eyes and ears. Getting to know the habits and routines of your neighbors will enable you to quickly recognize when something is unusual or peculiar and might require action by the police department. The purpose is to be alert and aware of the normal and usual routines and surroundings in your neighborhood so that prompt and appropriate action can be taken when necessary if something appears unusual or "out of place." Neighborhood Watch is a crime prevention program that enlists the active participation of citizens, in cooperation with law enforcement, to reduce crime in their communities. What does it involve? Neighborhood Watch involves:
  • Neighborhood getting to know each other and working together in a program of mutual assistance. Citizens being trained to recognize and report suspicious activities in their neighborhoods. Implementation of crime prevention techniques, such as, home security and Operation Identification.
You may hear it called Neighborhood Watch, Home Alert, Citizen Crime Watch or Block Watch. The names differ, but the idea is the same: Neighbors looking out for each other. How to get a neighborhood watch started Contact your neighbors to see if there is interest in starting a neighborhood watch program. If there is, the next step is to call 925-779-6980 and leave a message stating your name and phone number and possible dates you and your neighbors would be available for a first neighborhood watch meeting. You will be called back and a neighborhood watch meeting will be arranged. At this meeting the details of the neighborhood watch program will be discussed and information will be given to assist in setting up your neighborhood watch. Crime prevention takes on many forms including: police officers patroling your neighborhood, closing your garage door, and contacting the Police Department if you observe suspicious behavior. To be successful, crime prevention must be a partnership between the Police Department and the community. Watch Crime Prevention Tips
Neighborhood Watch is a good example of a crime prevention initiative that helps foster awareness and citizen involvement. In Oak Forest, Neighborhood Watch is coordinated by the police department and the Crime Prevention Commission.
    Crime Prevention Triangle
The Police Department uses the Crime Prevention Triangle, a concept that states that in order for a crime to occur, all three of the triangle's elements - desire, ability and opportunity - must exist. If we can eliminate any one of these elements, a crime has not occured. Let's take a quick look at each of these elements.
The desire of a criminal to commit a crime. We, as citizens, cannot effect or remove a criminals desire to commit a crime. If someone really wants to commit a crime he or she will.

The Neighborhood Watch program requires a minimum of three volunteers to oversee your Watch Group:

The best crime prevention device is a good neighborhood. The security steps you and your neighbors take as a group are just as important as the things you do individually. The Neighborhood Watch program operates on the concept that effective crime prevention requires cooperation with law enforcement. Neighborhood Watch is "neighbors looking out for the welfare of their neighbors." It is a coalition of citizens who are concerned about the neighborhood where they live and are willing to become involved in the betterment of their community. It is only by working together that we can truly be effective in our fight against crime. We in law enforcement can do a lot to prevent crime, both through intense patrol efforts and educational programs. however, all this can be ineffectual if you do not do your part to deny the criminal the opportunity to commit a crime.

Living on the West side of Bend I have grown to appreciate the power of the collective voice of average people. An exercise and physical therapy facility is under development north of Skyliners and West of Mt Washington. The developer is required to present the plans to the Neighborhood Association and offer an open meeting. Local residents voiced their recommendations to the developer who then added extensive landscaping to mitigate bright parking lot lights and improve the appearance. Bend Metro Parks and Recreation District (BMPRD) will be removing the skate area from Quail Park. The initial isolated complaints had little effect. With a bit of neighborhood organization to work together and express their concerns as one voice, they were heard and action was taken. SWNA@earthlink.net On 30 January the ballot will be distributed by e-mail for a vote at the February Board meeting or absentee e-mail. Thank you

Take a stand against crime: join a Neighborhood Watch
Why Neighborhood Watch?
  • It works. Throughout the country, dramatic decreases in burglary and related offenses are reported by law enforcement professionals in communities with active Watch programs. Neighborhood Watch also helps build pride and serves as a springboard for efforts that address other community concerns such as recreation for youth, childcare, and affordable housing.
How does a Neighborhood Watch start?
A motivated individual, a few concerned residents, a community organization, or a law enforcement agency can spearhead the efforts to establish a Watch. Together they can:
  • Organize a small planning committee of neighbors to discuss needs, the level of interest, and possible community problems.
