GOVERNMENT Cuba is a totalitarian communist state headed by General Raul Castro and a cadre of party loyalists. Castro replaced his brother Fidel Castro as chief of state, president of Cuba, and commander-in-chief of the armed forces on February 24, 2008. Fidel Castro retains the position of First Secretary of the Cuban Communist Party (PCC). A pending Communist Party Congress, the first to have been held since 1997, has been indefinitely postponed. The Cuban Government seeks to control most aspects of Cuban life through the Communist Party and its affiliated mass organizations, the government bureaucracy, and the state security apparatus. The Ministry of Interior is the principal organ of state security and control.
According to the Soviet-style Cuban constitution of 1976, the National Assembly of People's Power, and its Council of State when the body is not in session, has supreme authority in the Cuban system. Since the National Assembly meets only twice a year for a few days each time, the 31-member Council of State wields power. The Council of Ministers, through its nine member executive committee, handles the administration of the economy, which is state-controlled except for a small private market sector. Raul Castro is President of the Council of State and Council of Ministers, and Jose Ramon Machado Ventura serves as First Vice President of both bodies. In total, there are five Vice Presidents in the Council of State and seven in the Council of Ministers.

    Cuba's Government
    Cuba is a totalitarian state controlled by President Fidel Castro, who is Chief of State, Head of Government, First Secretary of the Communist Party, and commander-in-chief of the armed forces. President Castro exercises control over all aspects of life through the Communist Party and its affiliated mass organizations, the government bureaucracy headed by the Council of State, and the state security apparatus. The Communist Party is the only legal political entity, and President Castro personally chooses the membership of the Politburo, the select group that heads the party. There are no contested elections for the 601-member National Assembly of People's Power (ANPP), which meets twice a year for a few days to rubber stamp decisions and policies previously decided by the governing Council of State. The Communist Party controls all government positions, including judicial offices. The judiciary is completely subordinate to the Government and to the Communist Party. According to the Soviet-style Cuban constitution of 1976, the National Assembly of People's Power, and its Council of State when the body is not in session, has supreme authority in the Cuban system. Since the National Assembly meets only twice a year for a few days each time, the 31-member Council of State wields power. The Council of Ministers, through its nine-member executive committee, handles the administration of the economy, which is entirely state-controlled. Fidel Castro is President of the Council of State and Council of Ministers and his brother Raul serves as First Vice President of both bodies as well as Minister of Defense.

    The purpose of this paper is to discuss human rights and the AIDS policy of the Cuban government. The first chapter of the study provides context to the discussion through a brief, introductory review of the biophysical nature of the disease, prevalence rates, and its physical, financial, social and psychoemotional consequences. The second chapter presents a delineation of Cuban policy regarding AIDS and its relation to Cuba's general health care system while the third chapter evaluates the policy within the context of human rights and human rights violations. A summary of the reviewed material and points made is provided in the final chapter of the paper. Acquired Immunodeficiency Syndrome (AIDS) is a disease characterized by the failure of the immune system to protect the body from diverse and life-threatening illnesses. The first cases of AIDS were observed in 1981 when researchers identified the human immunodeficiency virus (HIV) as having penetrated lymphocytes, macrophages, and cells of the nervous systems of a small sample of gay men, resulting in the development of rare cancers. The HIV virus is a retrovirus whose own genetic code is integrated with that of the host cell in such a way that when the host cell subdivides, the virus is itself reproduced. While the system develops antibodies to fight the invading virus, Francis and Chin (1987) have noted that:
