On July 3, Citizens for Drug Policy Reform (CDPR) in Washington state submitted more than 242,000 signatures to the Secretary of State to have a drug policy reform measure placed on the November 1997 ballot (PRNewswire, "242,000 Signatures Submitted for Drug Policy Reform Initiative, July 3, 1997; Lynda V. Maples, "Initiative shifts drug laws," Spokesman-Review (Spokane) , August 12, 1997, p. A1). The measure, Initiative 685, would fund drug education for children; promote treatment, community service or parole for minor drug offenders; require violent drug offenders to serve their full sentence; and allow doctors with a concurring opinion from a second physician to recommend medical marijuana, and other Schedule I drugs, to seriously ill patients. The measure would also allow for the release of about 500 prisoners currently serving sentences for simple drug possession. Tim Killian at CDPR told NewsBriefs that the measure has qualified for the ballot. Known as the Drug Medicalization and Prevention Act of 1997, the measure "ensures that decisions about how to deal with serious illness are made by individuals and their doctors, not by politicians or bureaucrats," said Rob Killian, M.D., M.P.H., representing CDPR.

Not a single study has ever found DARE to be effective in reducing alcohol and drug use or abuse. Because of its clear ineffectiveness, the program was finally cut from federal funding. In the face of losing money from the government, the management of the DARE corporation asked Zili Sloboda and Richard Stevens of the University of Akron to develop the new curriculum for DARE. The curriculum developers were given a $13.7 Million grant from the Robert Wood Johnson Foundation to evaluate the effectiveness of their curriculum, called

      ADAPT (Alcohol Drug Abuse Prevention and Treatment)
      The primary objective of the ADAPT Program is to promote readiness, health and wellness through the prevention and treatment of substance abuse; to minimize the negative consequences of substance abuse to the individual, family and organization; to provide comprehensive education and treatment to individuals who experience problems attributed to substance abuse; return identified substance abusers to unrestricted duty status or to assist them in their transition to civilian life, as appropriate. Commander and First Sergeant's responsibilities are detailed in AFI 44-121. The ADAPT Program can also provide a program guide for key personnel upon request by calling 240-857-8950.
      Substance Abuse Awareness Seminar: Introduces substance abuse prevention and treatment by highlighting the stages of substance use, abuse and dependence. The dangers of excessive drinking, impairments to judgment while under the influence and the negative impact of substance use on all aspects of life to include work, school or family are emphasized. Additionally, the seminar will provide education on alcoholism as a disease and its devastating physiological effects on the human body.
      Substance Abuse Awareness Briefings: Offered to ensure that the Andrews AFB
      community is aware of substance abuse issues and the available treatment options in this area. Information includes the Air Force Instruction and State laws to heighten awareness of the potential legal consequences of substance abuse such as drinking while driving.

Building on Bridge End, next to Leeds Bridge Leeds , in which the Band of Hope was founded in 1847. It began as the Band of Hope in 1847 in Leeds , to teach and impress upon children the importance and principles of sobriety and teetotalism . In 1855, a national organisation was formed amidst an explosion of Band of Hope work. Meetings were held in churches throughout the UK and included Christian teaching. In 1847 at a meeting on these premises the "Band of Hope" Movement was formed. It's [sic] title being suggested by the Reverend Jabez Tunnicliffe , a prominent Leeds temperance worker.
