A frequent question is "how much would a specified amount of money at a certain period of time be worth today?" The sources listed below are useful in attempting to answer this question. Comparisons of purchasing power are only reliable over short periods. A typical computer today is a very different machine from its counterpart of 5 years ago. Indices of inflation fail to take proper account of improvements in quality. Even in the essentials of life there are significant changes over the years. A typical diet in most advanced countries will be rather different today from what it would have been before the refrigerator became a common household item. Furthermore it has been argued that anthropometric measures of well-being , e.g. people's height, are a far better measure of a nation's standard of living than such conventional indicators as gross national product or per capita income. Therefore over long time spans, changes in prices give only the very roughest and most approximate idea of changes in the value of money.

Many people have often wondered what it would be like to create a nation based solely on their political and economic beliefs. Imagine: no opposition, no political rivals, no compromise of morals. Only a "benevolent dictator," if you will, setting up society according to your ideals.
The Chicago School of Economics got that chance for 16 years in Chile, under near-laboratory conditions. Between 1973 and 1989, a government team of economists trained at the University of Chicago dismantled or decentralized the Chilean state as far as was humanly possible. Their program included privatizing welfare and social programs, deregulating the market, liberalizing trade, rolling back trade unions, and rewriting its constitution and laws. And they did all this in the absence of the far-right's most hated institution: democracy.
The results were exactly what liberals predicted. Chile's economy became more unstable than any other in Latin America, alternately experiencing deep plunges and soaring growth. Once all this erratic behavior was averaged out, however, Chile's growth during this 16-year period was one of the slowest of any Latin American country. Worse, income inequality grew severe. After taking power in a 1973 coup, General Augusto Pinochet ruled Chile for 17 years. As of earlier this year, he had every reason to believe he would never be prosecuted for the atrocities committed by his regime. The Chilean military had granted itself a blanket amnesty, and Pinochet himself enjoyed immunity as a senator.
Last spring, however, Spanish judge Baltasar Garzon brought charges of torture and genocide against him, and Pinochet was arrested during a trip to London. He remains there under house arrest, and it now seems as though death may be the only way he'll escape judgment for his crimes. These include the more than 3,000 Chileans who were "disappeared"-murdered in state custody, their fates kept secret-during his years in power.
During Pinochet's dictatorship, he and his cohorts not only terrorized their country's citizens; they also methodically dismantled the popular political institutions Chile had known before the coup, and tried to erase from the minds of Chileans the memory of their democratic traditions. Part and parcel of this violent restructuring was adoption of a neoliberal, "free market" economic model, espoused by a group of economists trained in the school of Milton Friedman.
Today, as Pinochet awaits possible trial, Chile still hasn't recovered from his years in power. In fact, the civilian governments that have run Chile since 1990, even coalitions including socialist members, have continued to carry out his economic policies. Of all the dark shadows cast from those days, one of the longest is that of Chile's so-called "economic miracle."

The new theoretical background
In the Nineties, important theorists proclaimed to stop the common thinking in antagonisms like " laissez-faire versus dirigisme " or " structuralism versus monetarism ". (Rosenthal 1996: 8) Adjustment and stabilisation had been approached at extremely high social costs. It then partly was the East Asian experience which taught to include the pursuit of macroeconomic stability, recognition for greater investment in human resources, acknowledgement of the need to increase domestic financial saving and adoption of greater export orientation. As a result, market-based policies have yet been put under revisionism. It can be stated a shift from the emphasis of short-term macroeconomic engagement to medium-term engagement.
The new CEPAL approach: Neostructuralism In 1991, the CEPAL presented a new concept called " Transformacin productiva con equidad " which deals with the transformation of production patterns with social equity. Social aspects constitute a substantial part of the approach itself.
The elements that had to be considered and to be put together were macroeconomic stability growth democracy and equity . The CEPAL thinkers saw the necessity of a transformation obtaining efficiency, democratic structures, equity and technological progress at the same time. So an important element of this thesis is the orientation towards a model of development conducive to social cohesion and the strengthening of democratic political processes. (Faletto 1993: 203.)

Belize Table of Contents Culturally and economically Belize is more closely linked to the Caribbean than to its Central American neighbors. However, Belize's participation in Caribbean economic integration has not come about easily. During the 1950s, British Honduras rejected repeated attempts by Britain to incorporate the colony into the proposed West Indies Federation. There were several reasons behind this resistance. One was the fear of being locked into a Caribbean arrangement at the expense of ties with the rest of Central America. Moreover, because wages in British Honduras were higher than in most other British Caribbean territories, the British Hondurans feared that participation in the West Indies Federation might trigger an influx of immigrants from other member states. Indeed, Britain was planning on such on influx. In 1968, British Honduras began to see the merits of integration with the British Caribbean when the country's ongoing territorial dispute with Guatemala led to rejection of its application to join the Central American Common Market. In 1971 British Honduras joined the Caribbean Free Trade Association (Carifta), which in 1973 became the Caribbean Community and Common Market (Caricomsee Appendix C). During the 1960s and 1970s, the colony's economy grew rapidly, thanks in large part to the extraordinary success of the sugar sector. During the 1970s, sugar accounted for almost 70 percent of all export revenues. As a result of this high level of dependency, the Belizean economy, although prosperous, entered the 1980s insufficiently diversified and highly susceptible to external shocks.
