Civil Society Leaders Still Targeted for Anti-Mining Activities
November 5, 2010 Last week, Salvadoran environmentalists were kidnapped and robbed for a second time in Guatemala . The activists have been protesting the Cerro Blanco mine on the Guatemala-El Salvador border and the victims believe this to be the motive of the attack. On October 28, three Salvadoran environmentalists from the Center for Investigation of Investment and Commerce (CEICOM) and two Salvadoran journalists from Channel 10 were traveling on a Guatemalan Highway en route to the Capital when their vehicle was stopped by a group of armed men. Though the men were wearing civilian clothes, the victims report that some of their clothing identified them as Guatemalan police. The attackers took the environmentalists and reporters to a nearby farm where they were beaten, robbed of their video camera, laptops, cash, and mobile phones, and then abandoned. Members of the MESA meeting with Foreign Minister Hugo Martinez The CEICOM delegation was on its way to report on a hearing being held by the Guatemalan Legislative Assembly on the Cerro Blanco mine, and its impacts on El Salvador. The ministries of Foreign Relations, of the Environment, and Energy and Mines all testified. While the attackers first claimed that they suspected the delegation of smugglin g drugs, during the detention they referred to the activists going to the legislative hearing about the Cerro Blanco mine.

Government: Under 1983 Constitution, elected representative government separated into three branches. President, vice president, and Council of Ministers (cabinet) comprise administrator branch. President directly elected for five-year term and may not be reelected; also serves as constitutional commander in chief of armed forces. Unicameral, sixty-member Legislative Assembly constitutes legislative branch. Judicial branch headed by Supreme Court of Justice; below Supreme Court are chambers of second instance, courts of first instance, and justice of the peace courts. Magistrates appointed by Legislative Assembly to fixed terms. Governors of departments (states) appointed by president; mayors and municipal council members directly elected. Military exerts political determine, particularly on issues relating to national security, but active-duty military personnel constitutionally prohibited from seeking office. Politics: Long characterized by military rule supporting dominance of economic elite, in late 1980s political system still adapting to demands for free elections, representative democracy, and more open public discourse. Civil conflict between government forces and Marxist guerrillas greatly exacerbated political polarization rooted in historical dichotomy between wealthy elite and destroyed and excluded majority. In late 1980s, the two major political parties were the moderate, center-left Christian Democratic Party (Partido Democrata CristianoPDC) and the right-wing Nationalist Republican Alliance (Alianza Republicana NacionalistaArena). As of late 1988, PDC held presidency, but Arena had one-seat majority in Legislative Assembly.

Government officials had triumphantly released statistics reflecting a reduction of chronic poverty in this Central American country. The president is elected by universal suffrage by absolute majority vote and serves for a 5-year term. A second round runoff is required in the event that no candidate receives more than 50% of the first round vote. Members of the assembly are elected based on the number of votes that their parties obtain in each department (circumscriptive suffrage) and serve for 3-year terms. The country has an independent judiciary and Supreme Court. Legislative and municipal elections were held in January 2009, and presidential elections were held in March 2009. Political Landscape
Despite these constraints, ARENA made a strong showing in the March 2004 presidential election, which was marked by an unprecedented 67% voter turnout. ARENA candidate Elias Antonio "Tony" Saca handily defeated the FMLN candidate and party head Shafik Handal, garnering 57.7% of the votes cast. The defeat of the FMLN’s presidential candidate rekindled an internal FMLN struggle between hardliners and more moderate members who saw the party’s 2004 defeat as a call for reform.

Political Landscape
The successes of Alfredo Cristiani's 1989-94 administration in achieving a peace agreement to end the civil war and in improving the nation's economy helped ARENAled by former San Salvador mayor Armando Calderon Solkeep both the presidency and a working majority in the Legislative Assembly in the 1994 elections. ARENA's legislative position was weakened in the 1997 elections, but it recovered its strength, helped by divisions in the opposition, in time for another victory in the 1999 presidential race, bringing President Francisco Guillermo Flores Perez to office. Flores concentrated on modernizing the economy and strengthening bilateral relations with the United States. Under his presidency El Salvador committed itself to combating international terrorism, including sending troops to aid in the reconstruction of Iraq. El Salvador also played a key role in negotiations for the Central American Free Trade Agreement (CAFTA-DR).
