  • The current brain scanning technology isn't sufficiently developed to make this idea practical and probably won't be for at least 5 to 10 years If you want to improve airport security, the best way to do that is to reduce the number of terrorists. To do that, you have to understand why tens of thousands of people want to kill us. Then, we simply modify our behavior so that we can all get along. This won't eliminate all terrorism, but it will eliminate most of it. The single most effective decision to reduce terrorism that President Bush can make would be to resign. The second most effective decision to reduce terrorism is to withdraw from Iraq. You simply cannot continue to do things that piss off lots of people and expect that nothing bad will happen. Even our friends (other nations) think we're nuts; that's why they didn't join us in invading and occupying Iraq. The more we act like a bully, the worst terrorism will get. And Bush's "stay the course" policy is insane; you can't expect to keep doing the same thing over and over and expect a different result.
Our goal is to eliminate terrorism, but what's the best strategy? One approach would be to try to secure every individual asset. Unfortunately, this is a hopeless battle. We can't even secure a single asset. For example, despite years of effort, there isn't an airport in the country that cannot be easily penetrated, as the FAA's "Red team" recently discovered.

We have discussed elsewhere the proposed evidential use of brain fingerprinting, and as specifically applied to the Terry Harrington case. See, "Brain Fingerprinting" - Is It A Reliable Tool? , and "Brain Fingerprinting" - Is It A Reliable Tool? Addendum Harrington, 41, is currently serving a life sentence in Iowa for the 1977 Council Bluffs, Iowa, murder of a retired police captain. At the 1978 trial, the prosecution maintained that the captain was killed while moonlighting as a security guard at an automobile dealership and that the crime occurred during a car theft that involved Harrington and two other teens. In a post-conviction proceeding, Harrington's lawyer had sought a new trial on the ground of newly discovered evidence. That evidence included information that witnesses had recanted their testimony, that police had failed to disclose to the defense evidence there had been another suspect, and the testimony by Dr. Lawrence Farwell to the effect that Harrington, when tested by the brain fingerprinting technology, had no memories of the car theft or the slaying of the police captain, and that his brain would have contained relevant information if he had been guilty. The case and its brain fingerprinting aspect which allegedly exonerated Harrington, has received national publicity in a story on "60 Minutes" and by being the subject of a Discovery Channel program. The key witness in the prosecution's case in 1978 was a 16-year-old who claimed to have been riding with Harrington when they went to steal a car. The witness, who is now 39, has since recanted that testimony stating that he only incriminated Harrington because he was told that, if he failed to testify against the accused, he would be charged with the murder himself.

Updated July 2, 2000 Assumption: A person who has committed a crime has the details of that crime stored in his memory. What if there were to be discovered a method whereby the details stored in the brain could be retrieved....But can this be done?
Dr. Lawrence A. Farwell, along with several other researchers, founded a human brain research laboratory after Dr. Farwell postulated that, indeed, information stored in the brain can be revealed "with extremely high accuracy" by Farwell's brain-wave response measurement using a multifaceted electroencephalographic response. If we find the "guilty knowledge" stored in a person's brain, what do we have? Is this an Orwellian crime fighting tool? Perhaps all we have to do is drag suspects in, put them on the EEG machine and read their memory? Dr. Farwell suggests use of the term "Orwellian" is misplaced since Orwell's 1984 described a society in which innocent people were constantly in fear of an extremely controlling government that did not value the truth. His "brain fingerprinting" helps to eliminate this kind of fear and oppression, he suggests. Also, one cannot "drag suspects in" to test them because it is physically impossible to test someone who resists the test. According to Dr. Farwell, brain-wave data can be obtained only if a person sits reasonably still and looks at the computer screen. Is it "science"? Is this just another polygraph? Fingerprinting Fingerprinting is done by the Cleveland State University Police Department each Friday from 1:00 pm until 3:00 pm. If it is not possible to be at the CSU Police Station during those hours, a limited number of appointments may be arranged at other times by contacting the University Police Dispatch office at 687-2020. Appointments will be based on availability. Please make every effort to have your fingerprinting done on Fridays. THERE IS A $7.00 FEE FOR FINGERPRINTING PER CARD. THE POLICE DEPARTMENT DOES NOT ACCEPT CASH!!! Have your check made out payable to Cleveland State University. If you need to pay by cash, prior to requesting fingerprinting, you must go to the Bursars office in University Center 460. Tell the cashier that you need to make your payment for fingerprinting. Give the cashier the cash. The cashier will give you the receipt. Bring the deposit receipt to the Police Department. Bring the fingerprint cards provided to you by your college or employer. The day after Fairfield resident Larry Farwell gave a public lecture on his new "Brain Fingerprinting" technology, he found out he was wanted by the CIA. Dr. Farwell, Chief Scientist and President of the Human Brain Research Laboratory, had developed a unique computer technology that detects whether a person has committed a crime. Farwell calls it "a scientific method to identify criminals and clear the innocent with extremely high accuracy through measuring electrical brain signals." With this technology, Farwell says he could have solved the O.J. Simpson case in one day. Naturally, the CIA wanted to know more. On learning the full story about Farwell's device, the CIA was impressed enough to fund his research for several years. Farwell has also worked in an unofficial capacity for the FBI. The media has picked up on the significance of Farwell's research, too, and has featured his revolutionary Brain Fingerprinting technology on network and cable news shows, the Discovery Channel, and in U.S. News and World Report. To begin research and development for a government contract, Farwell founded the Human Brain Research Lab in Maryland in 1991. Three years later, he moved to Iowa, where he continues research and development, and has just begun marketing his invention for use in the field.

Scientists are scanning the brain for traces of guilty knowledge
By Nell Boyce Posted 1/7/01 On July 22, 1977, the body of retired police Captain John Schweer lay bleeding on a railroad track in Council Bluffs, Iowa. Blame for the murder fell on teenager Terry Harrington, who has spent over two decades in a state penitentiary protesting his innocence. Now Harrington says he finally has proof that exonerates him. A new technology called "brain fingerprinting" suggests that Harrington's brain doesn't contain memories of the crime scene, but it does recognize specific details about the concert he says he attended on that fateful night. Reading someone's memories through a helmet of electrodes sounds like science fiction. But surprisingly, scientists say they can do just that. The Harrington case is the first time lawyers have ever submitted such brain measurements to a U.S. court, and within days a judge will either reject them as "junk science" or accept them as evidence that could help reopen Harrington's case.
