ICFA members represent countries harvesting more than 85% of the globe’s fish. The group was formed in 1988 to provide decision-makers a unified voice on global fish and seafood issues.     Law Nr. 8870 date 23/03/2002, On some amendments of Law Nr 7908, date 05/05/1995, On Fishery and Aquaculture Legally FMO are private subjects, established according to The Civil Code, in exercising their activity in the fishery sector. The FMO have their independent budget, based on membership fees, member and non-member contributions, service fees that fishing ports offer, donations, and any income that is result of its economic activity as stated by law. If the income exceeds the cost, it will not be shared among members but used for investments related with the FMO. Two important basic concepts are stated in these important fishery legal documents:

    Fisheries Associations Appeal to Quell Disputes Presidents of fishery associations of China, the Republic of Korea (South Korea) and Japan have signed a proposal to solve fishing disputes and marine emergencies peacefully. The signing took place in Beijing on Thursday at a ceremony to mark the 50th anniversary of the China Fisheries Association (CFA). Qi Jingfa, head of the China Fisheries Association, said the association had entered into agreements with South Korean and Japanese organizations to handle accidents and rifts through consultation and coordination. Nongovernmental organizations, rather than government departments, usually head efforts to end spats and skirmishes between the fleets that operate in the East China and Yellow seas, said Ma Weijun, an official with the Ministry of Agriculture's Fisheries Bureau. Over the past few years, the implementation of pacts between China and its neighbors, including South Korea, Japan and Vietnam, has prompted thousands of Chinese fishing boats to withdraw from traditional fishing grounds, according to the ministry.
