Residents fear the worst is still to come
Flood waters in the Czech capital, Prague, are surging towards new peak levels, with fears that river defences will be overwhelmed and the old city completely inundated. Parts of the city's historic Mala Strana district are already submerged and many people fear the worst is still to come as water levels from the Vltava River rise further. Thousands of people have already left the capital - Prime Minister Vladimir Spidla had authorised rescue teams to use reasonable force to remove those refusing to leave their homes. Freak weather has caused havoc across Europe - from Romania to Russia. More than 70 people are known to have died. Prague's treasures Water has engulfed Prague's Kampa island close to the Old Town, flooding historic palaces and villas. The city is now bracing itself for a second flood tide, threatening to overwhelm the historic Charles Bridge, one of this country's biggest tourist symbols.

A dam has burst in south-eastern Germany as flood waters sweep northwards from the Czech Republic, spreading chaos in Europe's worst floods for more than a century. The dam at Bitterfeld collapsed around midday, sending the Mulde River cascading towards the town, whose 16,000 inhabitants are being urgently evacuated. A large chemical plant at Bitterfeld is unlikely to be flooded, the authorities say, but there are fears of environmental damage after a chlorine gas leak from a Czech plant near the German border. Authorities in the Russian Black Sea port of Novorossiysk have declared a state of emergency after torrential rain and floodwaters struck. At least two people are known to have died and six are missing but the Emergencies Ministry in Moscow has denied initial reports that scores of people were swept out to sea. Rescuers have been sent down from Moscow
The head of the ministry's press service, Marina Rykhlina, confirmed the deaths but said no holidaymakers were hurt when a wall of water swept through camp sites. The authorities have evacuated 440 people from around the port, whose hinterland is a popular destination for Russian tourists. Roads have been destroyed in the region and all rail links into the city have been diverted inland to Krasnodar. Heavy rain had caused the mountain lake of Abrau Durso, just above Novorossiysk, to burst its banks, sending floodwater cascading down the slopes.

The Vltava (Moldau) is down by four meters, compared with its level when the flood crested on Wednesday. Workers are beginning to dismantle the "aluminum Lego" walls which protected much of the Old Town from the worst of the flooding. More soldiers are being mobilised to help to deal with the aftermath of the flooding, and Prague Town Hall is calling for people to donate blood in the coming days. Minister of the Interior Stanislav Gross late Friday said that everyone who participated in emergency rescue and cleanup efforts will be rewarded next week with a Heptatitis A vaccination.

Floods
Flooding is the world’s most expensive type of natural disaster. The cost of global flood damage between 1991 and 1995 was put at €170 billion (euro). European floods in 2002 caused more than €7 billion (euro) of damage. Floods can occur in coastal areas or close to rivers. When huge sheets of water cover low-lying areas, they can cause immense damage to property and threaten lives.
European space technology is a key weapon in the fight against floods. The first line of defence is provided by the Meteosat weather satellites. These show developing storm systems and allow accurate forecasts of wind and rain. Ordinary cameras can show flooding in daylight, when skies are clear. But floods usually occur beneath a blanket of cloud. ESA’s Envisat and ERS spacecraft carry radar instruments that can see through the cloud, day or night. These provide accurate land use maps of the flooded areas, showing whether the water has covered fields, woodland or built-up areas.
Radar data can even indicate how much water has soaked into the soil and whether the “sponge” is full. By using satellite data of past events, it is also possible to plan for future floods.

Flood
Floods are one of the most common hazards in the United States. Flood effects can be local, impacting a neighborhood or community, or very large, affecting entire river basins and multiple states. However, all floods are not alike. Some floods develop slowly, sometimes over a period of days. But flash floods can develop quickly, sometimes in just a few minutes and without any visible signs of rain. Flash floods often have a dangerous wall of roaring water that carries rocks, mud, and other debris and can sweep away most things in its path. Overland flooding occurs outside a defined river or stream, such as when a levee is breached, but still can be destructive. Flooding can also occur when a dam breaks, producing effects similar to flash floods. Be aware of flood hazards no matter where you live, but especially if you live in a low-lying area, near water or downstream from a dam. Even very small streams, gullies, creeks, culverts, dry streambeds, or low-lying ground that appear harmless in dry weather can flood. Every state is at risk from this hazard.
