What is the purpose of the King County Flood Warning Program?
To warn residents and agencies of impending floodwaters on major rivers so they can take action and prepare themselves before serious flooding occurs. In most locations, the warning system provides at least 2 hours lead time before floodwaters reach damaging levels. This program does not take the place of individuals and local groups making their own flood disaster plans.

As Germany's flood waters reach historic peaks, the country's authorities are scrambling to cope with the economic effects of the crisis. Germany's finance ministry announced that it was considering a range of tax breaks for flood victims - a move that would see current government aid commitments of 385m euros (£246m; $378m) multiplied many times over. At the same time, the labour ministry said it was drafting in some 5,000 of the country's 4 million unemployed to help in affected areas, so far mainly in the east and south of the country. But economists predict that the German economy, a sluggish performer so far this year, could in fact be modestly boosted by the reconstruction effort. There is also speculation that the European Union may allow the country some leeway in the budget deficit limits agreed for the eurozone.

Prague is on high alert as the swollen river Vltava threatens to break flood barriers and swamp the historic centre of the Czech capital. Water levels are still rising, but correspondents say the situation is extremely confused and the authorities no longer know what to predict.
The waters are seeping through the makeshift flood defences and bubbling up through the sewers
BBC Prague correspondent Ray Furlong The emergency services have reopened parts of the Old Town to tourists, suggesting that fears have subsided. But elsewhere in the city, an embankment was cleared of people as the river started to seep through flood barriers. Water has also been rising through the sewers, and the basement of the National Theatre has been flooded. Some of the animals in Prague Zoo have also fallen victim to the floods.

As the flood waters in the Czech capital of Prague recede some residents have been allowed to return home - to begin clearing up layers of thick mud. Others in evacuation areas have not been so lucky, as large parts of the city remain under water. The overflowing River Vltava assaulted Prague earlier this week, causing the worst flooding in 200 years, as rising waters brought damage and deaths to places across central Europe. The head of the European Commission, Romano Prodi, visited Prague to survey the billions of dollars worth of damage, and the EU has already pledged about $50m in aid. But that is expected to cover just a fraction of the cost of repairing homes and businesses across the Czech Republic, where the rising waters have forced 200,000 to flee their homes. The surge of water that inundated parts of Prague is now sweeping downstream to the River Elbe and adding to the flooding in the historic German city of Dresden, where about 14 people have been killed.

Published: June 21, 2009 The last time Bell was this close to the river, he was on a small boat, navigating the submerged streets of Kingston. Bell, of London, England, was an exchange student at Wyoming Seminary in 1972. On June 23, 1972, the Susquehanna River, swollen with rain from Hurricane Agnes, surged over its levees. Bell, still friends with several of his Wyoming Seminary classmates, visited Wilkes-Barre this week for a wedding. He spent Saturday afternoon at the River Common, enjoying its opening celebration and the nearby RiverFest. RiverFest 2009 began with a deluge of water. A rainstorm doused festival volunteers early Saturday morning. The rain stopped Saturday afternoon, leaving behind mud and puddles but bringing hundreds of people to the riverbank. Melissa Boub of Hudson brought her children, Kara, 7, and Ryan, 6, to the festival on Saturday.

As Prague prepared for the worst flood in a century, officials called for the evacuation of low-lying areas. BBC journalist Michal Ruzicka was among those who responded. The evacuation began at 3am and went on all night. Michal is hoping his library will not be ruined
Michal made the decision to leave his home in the Karlin area of the city after the evening television news reported that it could be inundated by a metre of water. He and his wife Marie put their three children to bed and stayed up all night moving as many valuable possessions as possible upstairs.

BBC correspondent in Bratislava This is a critical 24 hours for Bratislava. They are still building up defences, although the level of the river has gone down a few centimetres since it reached a peak overnight.
The city is being helped a great deal by the authorities of the Czech Republic
People are hoping that it does not rise further and inundate parts of the town. I am standing beside the River Danube, here in Bratislava, against a great wall of sandbags in front of us. Just to my left two policemen are just checking the water level, which at the moment is slightly less than a metre below the top of the sandbags. In front of me I can see cruise ships moored with strong steel cables to the shore.

November 28, 1998 I have been receiving reports from my friends in Transcarpathia about serious flooding that has destroyed more than 1300 homes (more than 50 in Khust where we work) on November 5-6th. Unceasing rains brought a wall of water into the normally beautiful Tissa Valley. More than a dozen people have been swept away. The biggest problem now is the homelessness. The photos in this report illustrate some of the flood damage. In January 1999, 24 of us are going to this part of Ukraine on a medical mission. You can read about this mission by clicking here . Also, we are sending a 20 ton container of life-sustaining humanitarian aid here. The bridge across the Tissa River has been swept away. Downstream in Chop, where we cross into Ukraine from Hungary, the water was more than 40 feet above flood stage. I also received a FAX dated November 10 through George August in Long Beach, California who has relatives in Western Ukraine who report as follows: "Nobody of the old people remember such a flood in Transcarpathia. The Yellow River
China has had a particularly long and terrible history of flooding. In the last 2000 years, the Yangtze River has flooded more than 1000 times. But it is the Hwang Ho or "Yellow River" that has been responsible for China's most catastrophic floods. Three thousand miles long, it begins high above sea level in the northern mountain province of Qinghai and ends at the Yellow Sea. Westerners have dubbed it "China's Sorrow," because over the centuries it has killed more people than any other river in the world. In 1887 flooding killed nearly two million people, in 1931 the death toll was almost four million, and in 1938 it was almost one million.
Attempts at controlling the Yellow River were begun as early as the third century B.C. An engineer named Yu came up with the idea of dredging the river to encourage the water to flow in its proper channel. Yu was made Emperor of China for his contribution, but managing the river's silt would continue to be an ongoing challenge.
Over the years, the Chinese have tried to control the Yellow River by building higher levees, digging channels and building dams. Dams have tended to be the most helpful in controlling floods, but the river's thick silt has clogged many of them. Currently, the Chinese are constructing a massive new dam called the Xiaolangdi Multipurpose Dam Project. Boasting 10 intake towers, nine flood and sediment tunnels, six power tunnels and an underground powerhouse, the structure may finally mitigate "China's Sorrow."
