Both organic and inorganic compounds containing the element fluorine are sometimes called fluorides. Fluoride, like other halides , is a monovalent ion (−1 charge). Its compounds often have properties that are distinct relative to other halides. Structurally, and to some extent chemically, the fluoride ion resembles the hydroxide ion. Fluorine-containing compounds range from potent toxins such as sarin to life-saving pharmaceuticals such as efavirenz , and from inert materials such as calcium fluoride to the highly reactive sulfur tetrafluoride . The range of fluorine-containing compounds is considerable as fluorine is capable of forming compounds with all the elements except helium and neon. Compounds containing fluoride anions and in many cases those containing covalent bonds to fluorine are called fluorides.

Fluoride , 1996, 29:2, 57-58 (Editorial by AWB and JC) The August 1995 issue of this journal contained an abstract (pages 151-152) of an interesting paper by Dr Phyllis Mullenix and her collaborators.1 They recorded behavioral changes in rats after ingestion of fluoride, and found that the severity of the effect on behavior increased directly with plasma fluoride levels and fluoride concentration in specific brain regions. A reading of the full paper is well worthwhile. In their Introduction, after referring to the increase in dental fluorosis in humans after decades of water fluoridation, the authors comment: "One concern that has not been fully investigated is the link between fluoride and effects an the central nervous system (CNS).... Many years of ubiquitous fluoride exposure have not resulted in obvious CNS problems such as seizures, lethargy, salivation, tremors, paralysis, or sensory deficits. Still unexplored, however, is the possibility that fluoride exposure is linked with subtle brain dysfunction." The carefully designed animal experiment which they report revealed subtle but very real changes in behavior patterns following fluoride ingestion: hyperactivity after prenatal exposure, and cognitive deficits after weanling and adult exposure. Fluoride accumulation in important regions of the rat brain, especially the hippocampus, was found to increase as the drinking water fluoride levels increased. These effects, and the sex differences observed, corresponded to those observed in other studies of hippocampal brain damage.

UNITED FUTILITIES AND FLUORIDATION.
I can only sympathise with anyone who has tried to talk to United Utilities Water (it used to be called North West Water until it discovered the financial delights of going Global) If you visit their web site and try any contact numbers you will of course get a Call Centre. Its even worse than it sounds however, The call centre is completely obsessed with Accounts and Billing to the exclusion of practically all else. Even if i phoned in to warn them of a bomb alert, i would suggest they would still ask me for an account number. After I had finally managed to talk to a human, i found that other than being obsessed with Post or Zip Codes there was no access access whatsoever to any technical or scientific staff.
Its been heading in this direction for years and United utilities is by no means alone but in recent timess they have became totally inaccible. After eight days of trying to get a mildly technicl answer,having named the issue and the officer in charge I finally saw red and contacted the Consumer council for water and made an official complaint. This was my first effective decision. The consumer council were very good and within 48 hours both then and and a representative from UU had written to me. Sadly however it wsa soon back to normal. I am at the time of writing still waiting to hear from United Utilities to actually hear a technical response to me question.

Note added April 2010:  It is our impression that the tide is now turning on the question of fluoridation in the water.  The April 12th issue of Time Magazine included fluoride on a list of "The Hazards Lurking at Home."  As they point out, fluoride is "neurotoxic and potentially tumorigenic if swallowed; the American Dental Association advises that children under 2 not use fluoride toothpaste."  Of course that is far from the whole story, but it does seem that awareness of the serious risks of fluoridated water has built considerably.
The same issue of Time Magazine also has an article called "Flushed Away" about how many drugs are ending up in our water supply. 
But is may be some time yet before municipalities remove fluoride from your water supply.  This issue has been fought for decades now, and the those who do not want to remove fluoride still have the upper hand.

What is Fluoride?
What is Fluoride? Fluoride is a natural mineral found throughout the earth's crust and widely distributed in nature. Some foods and water supplies contain fluoride. Fluoride is often added to drinking water to help reduce tooth decay . In the 1930s, researchers found that people who grew up drinking naturally fluoridated water had up to two-thirds fewer cavities than people living in areas without fluoridated water. Studies since then have repeatedly shown that when fluoride is added to a community's water supply, tooth decay decreases. The American Dental Association, the World Health Organization and the American Medical Association, among many other organizations, have endorsed the use of fluoride in water supplies because of its effect on tooth decay. How Does Fluoride Work? Fluoride helps prevent cavities in two different ways:
  • Fluoride concentrates in the growing bones and developing teeth of children, helping to harden the enamel on baby and adult teeth before they emerge Fluoride helps to harden the enamel on adult teeth that have already emerged
Fluoride works during the demineralization and remineralization processes that naturally occur in your mouth.

In 1936 the Journal of the American Dental Association said that 1 ppm fluoride is as toxic as arsenic and lead.
In its September 18, 1943 issue, the Journal of the American Medical Association said that fluorides are general protoplasmic poisons, changing the permeability of the cell membrane by certain enzymes.
In spite of such warnings, communities began adding fluoride to drinking water in 1945.
Why?
Fluoride was the key chemical in atomic bomb production. Millions of tons of fluoride were essential for the manufacture of bomb-grade uranium and plutonium for nuclear weapons throughout the Cold War. National security and economic opportunity set events in motion.
In spite of clear and overwhelming evidence about the neurotoxicity of fluoride, it was introduced into drinking water and the food chain.
