POPULATIONS THAT ARE UNUSUALLY SUSCEPTIBLE
Existing data indicate that subsets of the population may be unusually susceptible to the toxic effects of fluoride and its compounds. These populations include the elderly, people with deficiencies of calcium, magnesium, and/or vitamin C, and people with cardiovascular and kidney problems. Some people with cardiovascular problems may be at increased risk of fluoride toxicity. Fluoride inhibits glycolysis by inhibiting enolase (Guminska and Sterkowicz 1975; Peters et al. 1964). It also inhibits energy metabolism through the tricarboxylic acid cycle by blocking the entry of pyruvate and fatty acids and by inhibiting succinic dehydrogenase (Slater and Bonner 1952). There is evidence that daily doses of 34 mg fluoride (0.48 mg/kg/day) increases the risk of nonvertebral fractures in women with postmenopausal osteoporosis (Riggs et al. 1990). Postmenopausal women (Danielson et al. 1992; Sowers et al. 1991) and elderly men (Danielson et al. 1992) in fluoridated communities may also be at increased risk of fractures.

Fluoride compounds which are put in water (fluoridation), toothpaste and supplement tablets (including some vitamins) were never tested for safety before approval. Recent independent research by scientists not associated with dental trade organizations has shown the following:
  • Neurotoxic and Lowers IQ
    In 1995, neurotoxicologist and former Director of toxicology at Forsyth Dental Center in Boston, Dr. Phyllis Mullenix published research showing that fluoride built up in the brains of animals when exposed to moderate levels. Damage to the brain occured and the behavior patterns of the animals was adversely effected. Offspring of pregnant animals receiving relatively low doses of fluoride showed permanent effects to the brain which were seen as hyperactivity (ADD-like symptoms). Young animals and adult animals given fluoride experienced the opposite effect hypoactivity or sluggishness. The toxic effects of fluoride on the central nervous system was subsequently confirmed by previously-classified government research . Two new epidemiological studies which tend to confirm fluoride's neurotoxic effects on the brain have shown that children exposed to higher levels of fluoride had lower IQs.

    "Why EPA Headquarters' Union of Scientists Opposes Fluoridation."
    The following documents why our union, formerly National Federation of Federal Employees Local 2050 and since April 1998 Chapter 280 of the National Treasury Employees Union, took the stand it did opposing fluoridation of drinking water supplies. Our union is comprised of and represents the approximately 1500 scientists, lawyers, engineers and other professional employees at EPA Headquarters here in Washington, D.C. The union first became interested in this issue rather by accident. Like most Americans, including many physicians and dentists, most of our members had thought that fluoride's only effects were beneficial - reductions in tooth decay, etc. We too believed assurances of safety and effectiveness of water fluoridation. Then, as EPA was engaged in revising its drinking water standard for fluoride in 1985, an employee came to the union with a complaint: he said he was being forced to write into the regulation a statement to the effect that EPA thought it was alright for children to have "funky" teeth. It was OK, EPA said, because it considered that condition to be only a

    Fluoride is a mineral that occurs naturally in most water supplies. Fluoridation is the adjustment of the natural fluoride concentration to about one part of fluoride to one million parts of water. Although fluoridation is safe and effective in preventing tooth decay, the scare tactics of misguided poisonmongers have deprived many communities of its benefits. The history of fluoridation in the United States underlines its unique standing as a public health measure copied from a natural phenomenon. In the early 1900s, Dr. Frederick S. McKay began an almost 30-year search for the cause of the staining of teeth that was prevalent in Colorado, where he practiced dentistry. In his investigation, McKay found the condition common in other states, including Texas, where it was known as "Texas teeth." In 1928, he concluded that such teeth, although stained, showed "a singular absence of decay," and that both the staining and the decay resistance were caused by something in the water. In 1931, the "something" was identified as fluoride. The Public Health Service then took over to determine precisely what amount of fluoride in the water would prevent decay without causing staining. Years of "shoeleather epidemiology" by Dr. H. Trendley Dean traced the dental status of 7,000 children who drank naturally fluoridated water in 21 cities in four states. In 1943, he reported that the ideal amount of fluoride was one part per million parts of water. This concentration was demonstrated to result in healthy, attractive teeth that had one-third as many cavities as might otherwise be expected—and no staining.

    Why is this medication prescribed?
    Fluoride is used to prevent tooth decay. It is taken up by teeth and helps to strengthen teeth, resist acid, and block the cavity-forming action of bacteria. Fluoride usually is prescribed for children and adults whose homes have water that is not fluoridated (already has fluoride added). This medication is sometimes prescribed for other uses; ask your doctor or pharmacist for more information.
    How should this medicine be used?
    Fluoride comes as a liquid, tablet, and chewable tablet to take by mouth. It usually is taken once daily. Follow the directions on your prescription label carefully, and ask your doctor or pharmacist to explain any part you do not understand. Take fluoride exactly as directed. Do not take more or less of it or take it more often than prescribed by your doctor. The fluoride liquid may be taken straight from the bottle or mixed with cereal, fruit juice, or other foods.     Sodium fluoride makes teeth more resistant to decay and bacteria that cause cavities. This medication is used to prevent cavities.
    Missed Dose
    If you miss a dose, apply it as soon as remembered; do not use it if it is near the time for the next dose, instead, skip the missed dose and resume your usual dosing schedule. Do not "double-up" the dose to catch up.
    How To Use
    This is best used once daily just before bedtime instead of your regular toothpaste or as directed by your healthcare professional. Apply a thin ribbon of medicine to a toothbrush and brush thoroughly for 2 minutes or as directed. Adults: after use, spit out the excess. Do not swallow the toothpaste. For best results, do not eat, drink or rinse for 30 minutes after using this fluoride treatment. Children (ages 6 to 16): after use, spit out the excess and rinse mouth thoroughly. Some dentists and pediatricians wrongly prescribe fluoride supplements to children who live in fluoridated communities. Further, the Center for Disease Control (CDC) teaches dentists that fluoride supplements and fluoride treatments by dentists are only advisable for those with a high risk for tooth decay (3), although doctors usually prescribe supplements based on water fluoridation status, age and fluoride treatments based on insurance carriers’ willingness to pay. The only scientifically-valid predictor of future cavities is present tooth decay. Fluoride treatments may be a money-maker for dentists, but there’s no proof it benefits children at low risk for tooth decay. (4)

In the National Medical Library, over 40 articles can be found on the toxicity of fluoride. Half of the articles said fluoride promotes cancer (mutagenic). It should be noted that Proctor and Gamble paid for some of the "negative-concluding" research. The toxicity of fluoride has caused many countries to rethink allowing fluoride to be added to water. Those banning fluoride are Sweden Norway Denmark West Germany Italy Belgium Austria France , and The Netherlands. Despite these retractions of fluoride, the US still presses on with the goal to fluoridate (poison) every community water supply in the United States . However, many cities in the United States (including Santa Barbara Escondido Santa Cruz ) have stopped adding fluoride to the water supplies based on the concern about fluoride's toxicity. All dentists are very familiar with the American Dental Association (ADA) and other "authoritative" positions on fluoride. These groups rarely mention its toxic potential or the few studies revealing increased tooth decay after fluoride use. You may wonder why the
