From Wikipedia, the free encyclopedia Jump to: navigation search The U.S. Department of Defense 's Foreign Military Sales (FMS) program facilitates sales of U.S. arms, defense equipment, defense services, and military training to foreign governments. The purchaser does not deal directly with the defense contractor; instead, the Defense Security Cooperation Agency serves as an intermediary, usually handling procurement, logistics and delivery and often providing product support and training. FMS is based on countries being authorized to participate, cases as the mechanism to procure services, and a deposit in a US Trust Fund or appropriate credit and approval to fund services. USAF FMS programs are assigned two-word codenames beginning with the word PEACE, indicating oversight by USAF Headquarters . The second word in these codenames is often chosen to reflect some facet of the customer, such as MARBLE for Israel or ONYX for Turkey. Codenames appear in all capital letters. Foreign Military Sales (FMS)
The Foreign Military Sales (FMS) program is the government-to-government method for selling U.S. defense equipment, services, and training. Responsible arms sales further national security and foreign policy objectives by strengthening bilateral defense relations, supporting coalition building, and enhancing interoperability between U.S. forces and militaries of friends and allies. These sales also contribute to American prosperity by improving the U.S. balance of trade position, sustaining highly skilled jobs in the defense industrial base, and extending production lines and lowering unit costs for key weapon systems. The Department of Defense has launched a major effort to reform the current foreign military sales system and to ensure that this valuable program remains viable into the next millennium. This reform effort will focus on improving the FMS system’s performance and adopting better business practices wherever possible.

FMF funds purchases are made through the Foreign Military Sales (FMS) program, which manages government-to-government sales. On a much less frequent basis, FMF also funds purchases made through the Direct Commercial Sales (DCS) program, which oversees sales between foreign governments and private U.S. companies. FMF does not provide cash grants to other countries; it generally pays for sales of specific goods or services through FMS or DCS. The State Department's Bureau of Political-Military Affairs sets policy for the FMF program, while the Defense Security Cooperation Agency (DSCA), within the Defense Department , manages it on a day-to-day basis.

FOREIGN MILITARY FINANCING PROGRAM
The principal means of ensuring America’s security is through the deterrence of potential aggressors who would threaten the U.S. or its allies. Foreign Military Financing, the U.S. government program for financing through grants or loans the acquisition of U.S. military articles, services, and training, supports U.S. regional stability goals and enables friends and allies to improve their defense capabilities. Foreign Military Sales (FMS) is made available under the authority of the Arms Export Control Act (AECA). Congress appropriates FMF funds in the International Affairs Budget, the Department of State allocates the funds for eligible friends and allies; and the Department of Defense executes the program. FMF helps countries meet their legitimate defense needs, promotes U.S. national security interests by strengthening coalitions with friends and allies, cements cooperative bilateral military relationships, and enhances interoperability with U.S. forces.

USAID Greenbook Program Descriptions Listed below are several U.S. programs that provide foreign states with military and related assistance, directly and indirectly supporting U.S. arms transfers. Foreign Military Financing: Foreign Military Financing refers to congressionally appropriated grants given to foreign governments to finance the purchase of American-made weapons, services and training. Since 1950, the US government has provided over $91 billion in FMF to militaries around the world. The vast majority of these funds goes to Israel and Egypt to reward them for making a cold peace in 1979.
    Economic Support Fund Congress established the economic support fund (ESF) to promote economic and political stability in strategically important regions where the United States has special security interests. The funds are provided on a grant basis and are available for a variety of economic purposes, like infrastructure and development projects. Although not intended for military expenditure, these grants allow the recipient government to free up its own money for military programs. International Military Education and Training International Military Education and Training (IMET) grants are given to foreign governments to pay for professional education in military management and technical training on US weapons systems. Over 2,000 courses are offered, including some on human rights and civil-military relations. This program is said by its proponents to promote positive military-to-military contacts, thereby familiarizing foreign officers with "US values and democratic processes," though critics argue there is too much emphasis on military skills and not enough on human rights. The Expanded IMET program offered to certain states only focuses on the latter.

E-Mail This Article Published on Thursday, March 8, 2007 by Inter Press Service A World Without Foreign Military Bases by Kintto Lucas QUITO - An international network for the abolition of foreign military bases has been created at a conference attended by over 1,000 activists and experts from 30 countries, which opened in Ecuador's capital city on Monday. The No Bases Network will coordinate action strategies against the more than 1,000 military bases worldwide.
Lina Cahuasquí, an activist with the Ecuador No Bases Coalition, told IPS that the No Bases Network will be "a plural, democratic space, linked to the permanent struggles of social organisations for a military-free system that is based on respect, equity, justice and a culture of peace."
The first international conference of its kind will continue until Friday, and will analyse the impact of foreign military bases and local people's struggles against their existence.
Sessions on the first day were devoted to sharing experiences from each country. Joint strategies for action will also be planned, and on Thursday, International Women's Day, a "Women for Peace" caravan will travel from Quito to the western port of Manta, where the largest U.S. base in South America is located.

"The US Air Force has had in its arsenal since the 1960s a platform based on the RC-135 aircraft that is unique in its capabilities for collecting intelligence on strategic and operational-tactical ballistic missile flight tests. Its main purpose, according to the design of the American chain-of-command, is the receipt of objective video information about new missiles, and also the interception of telemetry data in the various phases of the test flight for the purpose of estimating their tactical-technical characteristics.
Initially, the electro-optical device, which was intended for the measurement and video recording of the ballistic characteristics of missiles during their flight testing, was installed on the "Boeing" aircraft JKC-135A, which came to be called the "Nancy Rae". Soon after its modification in 1963, it received the designation RC-135S and the name "Wanda Belle". In January 1967, after the installation of additional intelligence collection equipment, the aircraft was given the name "Rivet Ball". Along its starboard side were situated ten windows of increased diameter to which special optical sensor devices were fastened. With their help and that of a small scanning device mounted in the upper part of the fuselage, motion-picture and photographic intelligence collection was performed. The aircraft's main basing location was at Eielson Air Base in Alaska, and its forward basing location was an airbase on Shemya Island (the Aleutian Islands).
