International Affairs (CG-DCO-I)
The Coast Guard helps to provide other countries with equipment for their maritime missions through the Foreign Military Sales (FMS) portion of the Security Assistance program. As the Coast Guard replaces its ship and boat inventory, it releases assets for sale/transfer to other countries. International Affairs i s responsible for FMS policy issues, and the International Acquisitions Office is responsible for the transfer of Coast Guard excess defense articles. The Coast Guard Foreign Military Sales program helps many nations strengthen their maritime services by providing equipment and support services. The Coast Guard provides both excess and new-construction vessels to clients selected by the United States government. In addition to cutters and boats, the Coast Guard provides clients with access to the most modern Search and Rescue planning tools and equipment. The Coast Guard provides industrial overhaul of aircraft and shipboard components. The Coast Guard receives full reimbursement for these articles and services.     FOREIGN MILITARY ASSISTANCE FOREIGN MILITARY ASSISTANCE Foreign military assistance is an integral part of the United States peacetime engagement strategy and directly contributes to American national security and foreign policy objectives. The principal components of the program are Foreign Military Sales (FMS), Foreign Military Financing (FMF), International Military Education and Training (IMET), and transfers of Excess Defense Articles (EDA). Drawdowns of defense assets, directed by the President in response to urgent requirements, are also administered under the auspices of the foreign military assistance program. All components of the foreign military assistance program enable friends and allies to acquire U.S. equipment, services, and training for legitimate self–defense and for participation in multinational security efforts. Foreign military assistance, particularly the IMET program, helps to promote the principles of democracy, respect for human rights, and the rule of law. In addition to making the world a safer place, the spread of democratic principles contributes to a political environment more conducive to the global economic development so critical to the nation’s well–being. Thus, there is a genuine linkage between foreign military assistance programs and the day–to–day lives of Americans. FOREIGN MILITARY SALES The FMS program is the government–to–government method for selling U.S. defense equipment, services, and training. Sales in FY 1999 were approximately $12.2 billion. Responsible arms sales further national security and foreign policy objectives by strengthening bilateral defense relations, supporting coalition building, and enhancing interoperability between U.S. forces and militaries of friends and allies. These sales also contribute to American prosperity by improving the U.S. balance of trade position, sustaining highly skilled jobs in the defense industrial base, and extending production lines and lowering unit costs for such key weapon systems as the M1A2 tank, F–16 aircraft, AH–64 helicopter, and F/A–18 aircraft.

    Except for a production line for small caliber ammunition, Sudan has never had an arms industry. Consequently, foreign sources for weapons, equipment, ammunition, and technical training have been indispensable. After independence British advisers helped train the Sudanese army and air force, and British equipment predominated in the ground forces. Relations between the government in Khartoum and London were periodically strained, however, and after the June 1967 Arab-Israeli War, diplomatic and military ties were severed. Military links with the United States and the Federal Republic of Germany (West Germany) were also broken for a time. The breach with the Western nations was followed by a period of close military cooperation with the Soviet Union between 1968 and 1971. Sudan benefited from the Soviet Union's first significant military assistance program in a sub-Saharan Africa country. By 1970 it was estimated that there were 2,000 Soviet and East European technical advisers in the country. About 350 Sudanese received training in the Soviet Union and other communist countries. Soviet assistance corresponded with a dramatic growth in the Sudanese armed forces from 18,000 in 1966 to nearly 50,000 by 1972. The bulk of the equipment used by the ground and air forces throughout the 1970s and until the early 1980s was of Soviet origin, including tanks, artillery, and MiG combat aircraft. Vulnerabilities resulting from overreliance on one arms supplier became obvious when relations with the Soviet Union cooled considerably following the coup attempt against Nimeiri in 1971. Soviet and East European military advisers were expelled from Sudan for a year. After relations were repaired, previously arranged deliveries of tanks were completed and a new purchase of combat aircraft was negotiated. Military agreements with the Soviet Union remained in force until 1977, but Sudan began to pursue a policy of diversifying its arms sources. When Moscow promised extensive military aid to the revolutionary regime in neighboring Ethiopia, the Sudanese government expelled all ninety Soviet military advisers and ordered the military section of the Soviet embassy in Khartoum closed.

    Foreign Military Sales
    The Eagle has been chosen by three foreign military customers to modernize their air forces. Japan has purchased and produces an air-to-air F-15 known as the F-15J. Israel has bought F-15A, B, and D aircraft from USAF inventories and is currently obtaining an air-to-ground version called the F-15I. Similarly, Saudi Arabia has purchased F-15C and D aircraft and acquired the air-to-ground F-15S.

    Japan has purchased and produced a total of 223 air-to-air F-15 known as the F-15J, assembled in Japan from largely indigenously manufactured sub-assemblies and equipment. The Mitsubishi F-15J/DJ Eagle is the principal air superiority fighter operated by the JASDF. These differ from the F-15C/D with the deletion of sensitive ECM, radar warning, and nuclear delivery equipment. The AN/ALQ-135 is replaced by indigenous J/ALQ-8 and the AN/ALR-56 RHAWS is replaced by J/APR-4.

    Boeing has offered the Republic of Korea an F-15E derivative - the F-15K - for the FX fighter competition. In October 2000 the Republic of Korea Air Force (ROKAF) and The Boeing Company began flight evaluations of the F-15E Strike Eagle. The F-15K is a further enhancement of the F-15E. The K model will incorporate many improvements including the world's newest operational fighter radar, the APG-63 (v) 1, which expands the capabilities of the earlier APG-70 radar. The F-15K also incorporates the latest technology in cockpit displays, navigation, and early warning and other systems. The F-15K can carry an array of air-to-ground weapons, including the Joint Direct Attack Munition and the AGM-130, as well as air-to-air weapons.
