Medical Genetic Services in Developing Countries: The Ethical, Legal and Social Implications of Genetic Testing and Screening
(to be published in September 2006)
This publication considers the primary ethical, legal, and social issues associated with the establishment of medical genetic services in developing countries, in particular genetic testing and screening. The goal of this report is to expand and enrich the discussion of some of the major ELSI specific to medical genetic services in developing countries, and to suggest principles of effective management of the ELSI of genetic testing and screening in these contexts. The report will focus on seven major ethical, social, and legal issues that apply to the introduction of medical genetic services. These are: distributive justice; the social context in developing countries as it specifically relates to testing and screening, including consanguineous and endogamous marriage, religion, views on gender, and views and policies on abortion; stigmatization and discrimination; protection of privacy and confidentiality; the provision of genetic counselling; genetics education; and ensuring patient safety.

The human locus and allele nomenclature outlined by Shows et al. (1987) will be adopted. Thus, present standard nomenclature will be converted to the new nomenclature and the new nomenclature used for naming any new identified genes. The new terminology will be much more adaptable for use in computer databases, and will appear as entered on non-graphics screens, except for italics. The Somes nomenclature should be directly convertible to the new nomenclature in many cases by the Resource Panel appointed by the Nomenclature Committee. All new names should be reviewed for duplication and standard nomenclature.

This paper provides an overview of Genetics from an engineering perspective as well as discussions of these questions. As a computer engineer, I became interested in genetics because of the striking similarities between genetics processes and computer science. There is a digital genetic code. There is digital logic with and functions and logic matrices. There is even error correcting in digital copying of genetic code.
Genetics
All living organisms have a genetic code generally represented by the sequence of nucleotides in their DNA. Since there are four possible bases used in construction of the code (denoted A, G, C, and T), each letter in the code carries two bits of information. The DNA is normally in the form of a double strand (the famous double helix) where the second strand is complementary to the first strand. That is, in the second strand a sequence such as AGCTTT is replaced by TCGAAA which carries the same information. So the terminology base pair refers to one letter of genetic code represented by the base and its complement and equivalent to two bits of information in computer parlance.

Hot weather can have a severe impact on poultry performance. Production efficiency can be affected long before the temperature reaches a level at which survival becomes a concern. Table 1 is a general guide to the reaction of adult poultry to various temperatures. Heat stress begins when the ambient temperature climbs above 80oF and is readily apparent above 85oF. When a bird begins to pant, physiological changes have already started within its body to dissipate excess heat.
