Prior to the establishment of the Todendorf Department, the parent command, Naval Advanced Base Bremerhaven maintained a SIGINT (Signals Intelligence) Van that would deploy to the U. S. Army Firing Range at Todendorf, and other locations along the East West German Border. 1 July 1945 - The Naval Advance Base (NAB) is established under the command of Captain Harold R. Holcomb for the purpose of providing security for former German fighting craft tenders and merchant marine vessles tied up in Bremerhaven dock area. The NAB also will operate the Weser River Patrol and provide minesweeping training. 29 June 1951 - The Naval Security Group Begins its first operations in Germany with the arrival of five Communications Technicians at Herzog, Germany base. Later in the Fall, the team moves to Bremerhaven and is attached to the 23rd Detachment of the 2nd Radio Squadron Mobile (RSM). 9 February 1953 - The Naval Security Group Detachment, Naval Forces Eastern Atlantic and Mediterranean (NSGDNELM) is established at Bremerhaven, under an officer in charge. The detachment is composed of seven officers and 107 enlisted men, and is administratively and logisticall subordinated to the Naval Advanced Base. The station is designated Navy Communications Unit Thirty Two Dog (NCU-32D)

Fascism's rise and defeat The postwar Weimar Republic (1919-33) was an attempt to establish a peaceful liberal democratic regime in Germany. This government was severely handicapped and eventually doomed by economic problems and the inherent weakness of the Weimar state. The inflation of the early 1920s the world depression of the 1930s and the social unrest stemming from the draconian conditions of the Versailles Treaty worked to destroy the Weimar government from inside and out. The National Socialist (Nazi) Party led by Adolf Hitler stressed nationalist themes and promised to put the unemployed back to work. The party blamed many of Germany's ills on alleged Jewish conspiracies. Nazi support expanded rapidly in the early 1930s. Hitler was asked to form a government as Reich Chancellor in January 1933. After President Paul von Hindenburg died in 1934 Hitler assumed that office as well. Once in power Hitler and his party first undermined then abolished democratic institutions and opposition parties. The Nazi leadership attempted to remove or subjugate the Jewish population in Germany and later on in the occupied countries forced emigration and ultimately genocide. Hitler restored Germany's economic and military strength but his ambitions led Germany into World War II. For Germany World War II resulted in the destruction of its political and economic infrastructures led to its division and left a humiliating legacy.

The area was controlled by the Franks from the 6th Century who went on to Christianize the region. The empire was divided in 843, the Eastern part becoming the Frankish Kingdom and centre of Germany.
Medieval Germany was ruled by a series of hereditary dynasties. The first of these was the Saxons and the Holy Roman Emperor, Otto the Great in 963.
The 11th, 12th and 13th centuries were dominated by struggles and conflicts between the emperors and popes over the investiture controversy (a dispute concerning the right of secular rulers to appoint Bishops).
In the 13th century the first Hapsburg emperor was elected and from the 15th century the imperial title remained almost continually in the family.
In 1701 Prussia became a German state under Fredrick the great and became a dominant force within Europe.

That's when the Roman historian Tacitus wrote about Germany. He wrote that inhabitants of Germany at the time came from Scandinavia about 100 BC to avoid overpopulation. These people spread across much of central Europe, into modern-day Germany, France, and Italy. The Franks, one of the largest Germanic tribes, came to control most of this territory. The Catholic pope crowned their ruler, Charlemagne, as emperor of all this territory in 800 AD. But the region was too big for one man to rule, so the region broke into three territories. In 911, the inhabitants of the Western Frankish Kingdom (who spoke an early form of French) elected their own ruler. This left the Eastern and Middle kingdoms to German rule.

Two of Germany's most famous writers, Goethe and Schiller, identified the central aspect of most of Germany's history with their poetic lament, "Germany? But where is it? I cannot find that country." Until 1871, there was no "Germany." Instead, Europe's German-speaking territories were divided into several hundred kingdoms, principalities, duchies, bishoprics, fiefdoms and independent cities and towns. Finding the answer to "the German question"what form of statehood for the German speaking lands would arise, and which form could provide central Europe with peace and stabilityhas defined most of German history. This history of many independent polities has found continuity in the F.R.G.'s federal structure. It is also the basis for the decentralized nature of German political, economic, and cultural life that lasts to this day. The Holy Roman Empire
Between 962 and the beginning of the 19th Century, the German territories were loosely organized into the Holy Roman Empire of the German Nation. The initially non-hereditary Emperor, elected by the many princes, dukes, and bishops of the constituent lands and confirmed by the Pope, nominally governed over a vast territory, but had very limited ability to intervene in the affairs of the hundreds of entities that made up the Empire, many of which would often wage war against each other. The Empire was never able to develop into a centralized state.

People have dwelled for thousands of years in the territory now occupied by the Federal Republic of Germany. The first remarkable written account of this area's inhabitants is Germania, written about A.D. 98 by the Roman historian Tacitus. The Germanic tribes he describes are believed to have come from Scandinavia to Germany about 100 B.C., perhaps induced to migrate by overpopulation. The Germanic tribes living to the west of the Rhine River and south of the Main River were soon subdued by the Romans and incorporated into the Roman Empire. Tribes living to the east and north of these rivers remained free but had more or less friendly relations with the Romans for several centuries. Beginning in the fourth century A.D., new westward migrations of eastern peoples caused the Germanic tribes to move into the Roman Empire, which by the late fifth century ceased to exist. One of the largest Germanic tribes, the Franks, came to control the territory that was to become France and much of what is now western Germany and Italy. In A.D. 800 their ruler, Charlemagne, was crowned in Rome by the pope as emperor of all of this territory. Because of its vastness, Charlemagne's empire split into three kingdoms within two generations, the inhabitants of the West Frankish Kingdom speaking an early form of French and those in the East Frankish Kingdom speaking an early form of German. The tribes of the eastern kingdomFranconians, Saxons, Bavarians, Swabians, and several otherswere governed by descendants of Charlemagne until 911, when they elected a Franconian, Conrad I, to be their king. Some historians regard Conrad's election as the beginning of what can properly be considered German history.

    Back to Germany Economy Medieval Germany, lying on the open Central European Plain, was divided into hundreds of contending kingdoms, principalities, dukedoms, bishoprics, and free cities. Economic survival in that environment, like political or even physical survival, did not mean expanding across unlimited terrain, as in the United States. It meant a constant struggle that required collaboration with some, competition with others, and an intimate understanding among government, commerce, and production. A desire to save was also born in the German experience of political, military, and economic uncertainty. Even under these difficult conditions, Germany had already developed a strong economy during the Middle Ages. It was based on guild and craft production, but with elements of merchant capitalism and mercantilism. The trade conducted by its cities ranged far and wide throughout Europe in all directions, and Germany as a whole often had trade surpluses with neighboring states. One reason for these exports was the sheer necessity for the small states to sell abroad in order to buy the many things they could not produce at home. The German guilds of the Middle Ages established the German tradition of creating products known for quality and durability. A craftsman was not permitted to pursue a trade until he could demonstrate the ability to make high-quality products. Out of that same tradition came an equally strong passion for education and vocational training, for no craftsman was recognized until he had thoroughly learned a trade, passed a test, and been certified.
