Ghana Government Government type: constitutional democracy Definition: This entry gives the basic form of government. Definitions of the major governmental terms are as follows. (Note that for some countries more than one definition applies.):
Absolute monarchy - a form of government where the monarch rules unhindered, i.e., without any laws, constitution, or legally organized oposition.
Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
Authoritarian - a form of government in which state authority is imposed onto many aspects of citizens' lives.
Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
Communist - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.

The Trust The Social Security and National Insurance Trust (SSNIT) is a statutory public Trust charged with the administration of Ghana's National Pension Scheme. The Trust is currently the largest non-bank financial institution in the country.
The primary responsibility is to replace part of lost income due to Superannuation or Invalidity. Moreover, in the event of the death of the member his/her nominated beneficiaries receive lump sum payment.
The Pension Scheme administered by SSNIT has a registered membership of approximately one million with over 106,109 pensioners who currently collect their monthly pension from SSNIT.
The Trust was established in 1972 under NRCD 127 to administer the National Social Security Scheme. Prior to 1972, the Scheme was administered jointly by the then Department of Pensions and the State Insurance Corporation.

GOVERNMENT The 1993 constitution that established the Fourth Republic provided a basic charter for the republican democratic government. It declares Ghana to be a unitary republic with sovereignty residing in the Ghanaian people. Intended to prevent future coups, dictatorial government, and one-party states, it is designed to establish the concept of power sharing. The document reflects lessons learned from the abrogated constitutions of 1957, 1960, 1969, and 1979, and incorporates provisions and institutions drawn from British and American constitutional models. One controversial provision of the constitution indemnifies members and appointees of the PNDC from liability for any official act or omission during the years of PNDC rule. The constitution calls for a system of checks and balances, with power shared between a president, a unicameral parliament, an advisory Council of State, and an independent judiciary.
Executive authority is established in the Office of the Presidency, together with his Council of State. The president is head of state, head of government, and commander in chief of the armed forces. He also appoints the vice president. According to the constitution, more than half of the presidential-appointed ministers of state must be appointed from among members of Parliament.
Legislative functions are vested in Parliament, which consists of a unicameral 230-member body plus the Speaker. In practice, legislative powers are highly constrained by Article 108 of the constitution, which prohibits Parliament from initiating any bill that has financial implications. To become law, legislation must have the assent of the president, who has a qualified veto over all bills except those to which a vote of urgency is attached. Members of Parliament are popularly elected by universal adult suffrage for terms of 4 years, except in wartime, when terms may be extended for not more than 12 months at a time beyond the 4 years.

Government: A parliamentary democracy at freedom in 1957, followed by alternating military and civilian governments. In January 1993, military government gave way to Fourth Republic after presidential and parliamentary elections in late 1992. The 1992 constitution divides powers among a president, parliament, cabinet, Council of State, and an independent judiciary. Government elected by universal vote. Administrative Divisions: Ten administrative regions separated into 110 districts, each with its own District Assembly. Below districts are various types of councils, including fiftyeight town or area councils, 108 zonal councils, and 626 area councils. 16,000 unit committees on lowest level. Judicial System: Legal system based on Ghanaian common law, customary (orthodox) law, and the 1992 constitution. Court hierarchy consists of Supreme Court of Ghana (highest court), Court of Appeal, and High Court of Justice. Beneath these bodies are district, orthodox, and local courts. Extrajudicial institutions include public tribunals, vigilante groups, and asafo companies. Since freedom, courts comparatively independent; this freedom continues under Fourth Republic. Lower courts being redefined and reorganized under Fourth Republic. Politics: Since mid-1992 political parties legal after ten-year hiatus. Under Fourth Republic, major parties are National Democratic Congress, led by Jerry John Rawlings, which won presidential and parliamentary elections in 1992; New Patriotic Party, major opposition party; People's National Convention, led by former president Hilla Limann; and (new) People's Convention Party, successor to Kwame Nkrumah's original party of same name.

The Government white paper on the Reforms to the Tertiary Education System that was published in 1991 made several proposals for the restructuring and reorganization of Tertiary Education and Tertiary Educational Institutions. The proposals included, among others, the establishment of a Board of Accreditation to contribute to the “furtherance of better management of tertiary education” as the Quality Assurance body at the tertiary education level.
Ghana has earned much international acclaim for its quality education. The birth of the National Accreditation Board as a regulatory agency of the Ministry of Education therefore is to ensure that the country’s tertiary education system continues to be responsive to a fast changing world and to make its graduates progressively competitive in the world of work.
The Board has over these few years dedicated itself to facilitating the establishment of both public and private tertiary institutions and ensuring that standards are set and maintained. Today, the Board has accredited several institutions that are offering a variety of quality academic programmes for the benefit of students in Ghana.
Tertiary education is emerging as an international commodity and Ghana needs to keep abreast with world trends. As a Quality Assurance body therefore, the Board engages in international collaboration and information exchange that have informed its operations.
