Cooperation, partnership building, compromise and reconciliation are ideals that guide us each and every day.
Today is a new day for the people of Guam. We are certain that the work we do today will guide our people into the future, which we are certain, will be a bright one.
We firmly believe in transparency in government. The things we do should be done in plain view, and not behind closed doors. We want to encourage the people of Guam to stay informed about the issues and involve them in the process of government.

It is made up of five members elected at large to oversee the Guam Power Authority and the Guam Waterworks Authority. The CCU retains contracting authority for both utilities as well as the responsibility for selecting a qualified General Manager and Chief Financial Officer.
