Operation Soberanía Papal Mediation Treaty of Peace and Friendship Signing of the agreement in Rome: Argentine Minister of Foreign Affairs Dante Caputo (left); Agostino Casaroli (middle); Chilean Minister of Foreign Affairs Jaime del Valle (right) The Papal mediation in the Beagle conflict followed the failure of negotiations with Chile , when, on 22 December 1978, the Argentinian Junta started Operation Soberanía , to invade Cape Horn and islands awarded to Chile by the Beagle Channel Arbitration . Soon after the event, Pope John Paul II , alarmed by the situation and on by his own initiative, offered a mediation and sent his personal envoy Cardinal Antonio Samoré to Buenos Aires . Argentina, in acceptance of the authority of the Pope over the overwhelmingly Catholic Argentine population, called off the military operation and accepted the mediation. On 9 January 1979 Chile and Argentina signed the Act of Montevideo formally requesting mediation by the Vatican and renouncing the use of force.

The Baffling Silence of the American Government Dr. Miguel Humberto Diaz is the American Ambassador to the the Holy See, the State of the Vatican City(1). As yet, there has been no official reaction from Dr. Diaz, on behalf of the United States Government, demanding official accountability by the State of the Holy See to the citizens of the United States of America for crimes committed by its officials against American citizens. The Sovereign State of the Vatican City Priests, Nuns, and Bishops around the world must declare their fealty to the Pope who is their spiritual leader, their employer, and the head of the Vatican government. The Diplomatic Corps of the Holy See has envoys lobbying and negotiating with virtually every government on the planet regarding their domestic policies as well as International issues and foreign policy. Although a long relationship had existed, formal diplomatic relations between the Holy See and the United States were established in 1984 (4).

    I. Commission Finding
    The Commission is deeply concerned that some Chinese government policies designed to address growing social unrest and bolster Communist Party authority are resulting in a period of declining human rights for China's citizens. The Commission identified limited improvements in the Chinese government's human rights practices in 2004, but backward-stepping government decisions in 2005 and 2006 are leading the Commission to reevaluate the Chinese leadership's commitment to additional human rights improvements in the near term. In its 2005 Annual Report, the Commission highlighted increased government restrictions on Chinese citizens who worship in state-controlled venues or write for state-controlled publications. These restrictions remain in place, and in some cases, the government has strengthened their enforcement.
