United States Court of Appeals, Seventh Circuit. Argued April 21, 1977. Decided Sept. 21, 1977. R. W. Deffenbaugh, Springfield, Ill., for plaintiff-appellant. Wendell W. Wright, Danville, Ill., for defendants-appellees. Before CUMMINGS, PELL and BAUER, Circuit Judges. PELL, Circuit Judge. I. Background Verle Austin was first employed by Georgetown Community Unit School District No. 3 on January 28, 1975. Thereafter, he was re-employed by the school district by a written contract commencing on August 25, 1975, and ending on June 7, 1976. On April 2, 1976, the Board of Education, at a special meeting, passed a resolution authorizing the termination of Austin's employment. On that same date, the Board sent Austin a notice of dismissal, stating that this dismissal would take effect on June 7, 1976, and giving as the basis of the dismissal the charge that he had taken indecent liberties with two or more female students in the classroom. The "NOTICE OF CHARGES AND DISMISSAL" stated that a Bill of particulars or details of these charges will be provided if you request in writing and a Hearing will be granted to you by the Board of Education if you so request it; at which Hearing you may be represented by legal counsel and hear the charges against you with the right to present any defense which you may have.

Certification Rules Related to the Corey H. Litigation
Move to Next Phase
December 14 , 2001
The Illinois State Board of Education is obligated to present to the Court-appointed Monitor and the parties to the Corey H. litigation by January 1, 2002, a proposal for revising certification requirements for regular education teachers with regard to special education. To fulfill that obligation, the Board proposed an amendment to the rules for Certification (Part 25), as well as a new set of rules titled Standards for All Illinois Teachers (Part 24). The public comment period on those proposed rules included three public hearings and ended on October 31, 2001. At its November 15 meeting, the Board adopted a slightly revised version of new Part 24 and the revision to Section 25.805 as originally proposed. New Part 24 includes the Illinois Professional Teaching Standards as well as the language arts and technology standards for all teachers. Proposed special education standards for all teachers are a part of this material. These are not stated as separate standards because they are intended to be an integral part of the Professional Teaching Standards. They are therefore presented as additional knowledge and performance indicators related to those standards and are distinguished by bold type in the document for the reader's ease of reference. These standards will eventually apply to teacher preparation programs.

Austin-Foster Playlot Park (c/o Dunham Park)
History As early as 1960, residents of the growing northwest side Jefferson Park community expressed the need for a playground and softball field in their community. In 1965, the Chicago Park District began leasing four-and-a-half-acres of property in the neighborhood owned by the Board of Education. Playground equipment and a ball diamond were installed the following year. In early 1991, the Board of Education formally transferred the site to the park district, which promptly constructed a new soft surface playground. Installation of new trees and plantings followed in subsequent years. For nearly three decades, the site was known only as Park No. 285. In 1993, the park district officially designated the property Austin-Foster Park, a name commonly used by area residents. The name makes reference to the two adjacent streets, Austin Boulevard and Foster Avenue. Austin Boulevard recognizes Henry W. Austin (1828-1889), who purchased prairie land west of Chicago in 1865 and laid out the town of Austinville (later the city's Austin community) not long thereafter. Foster Avenue honors John H. Foster (1796-1874), a physician and landowner who arrived in Chicago around 1835. Foster served on both the Chicago and Illinois Boards of Education.

Interim superintendents can make things happen by Leonard D. Fitts Leonard D. Fitts is currently the interim superintendent for Glassboro Public Schools in Glassboro, New Jersey. Myths surrounding the interim superintendent often cloud the realities of the job, which has relevance for school districts preparing for new permanent leadership. The interim is often tasked with leading a district through tough decisions that impact district direction. It is an often-repeated myth that, although interim school superintendents sit in a superintendent's chair, they usually don't act or behave like school superintendents. The typical interim school superintendent, goes the myth, has a quiet year or so of minding the store until a new superintendent arrives. Interim school superintendents often lack the prestige, power and time to accomplish much. They act as "caretakers" to maintain business as usual.
