  • When was the last time that you felt your world got turned upside down? the past month has not been kind. I wouldn't have necessarily pulled the phrase "my world has been turned upside down" out of the air, but things do feel pretty messed up overall.
    Should the United States do more to help its own citizens before helping people in other countries? "the United States" as an active body is one of those theoretical constructs that bogs me down in a spiral of meaninglessness. U.S. foreign aid is pretty extensive; it could be more productive. U.S. domestic programs are extraordinary, but could be far less bureaucratic while retaining (and improving) their methods. Individual states (and their component administrative units) have traditionally held primary responsibility for "helping their own citizens" and should continue to do so to the extent that they are able, including the fair distribution of federal funds. And we as individuals should be capable of training ourselves and each other to do more with less, in myriad ways.

Sorensen Part 1: What's Past is Prologue In 1800, the U.S. Congress established a library in the Capitol in Washington to serve the references needs of federal legislators. In 1839, the "People of the State of Illinois, represented in the General Assembly," met in Vandalia and created a "law and miscellaneous library, for the use of the Legislature and Supreme Court of this State." During the time between these two acts, the Library of Congress was destroyed and rebuilt and Illinois was settled, became a state, had four different state houses and began a wide range of internal improvement projects. Even after Illinois obtained statehood in 1818, the official creation of the Illinois State Library had to await 20 years of attempts to identify and fill the new state government's reference needs. Less that three months after declaring statehood, on March 2, 1819, while the state capital was still Kaskaskia, the General Assembly authorized the governor to exchange laws with the other states, which was the common practice at the time. During the following year, Vandalia became Illinois' second capital. Secretary of State Elias Kent Kane had the few books and records in his office loaded on a small ox-cart and moved through 100 miles of wilderness to the new capital. There, on Saturday, Feb. 3, 1821, Representative William Otwell from Edwardsville introduced a bill to the 2nd General Assembly "authorizing the purchase for the use of the state... [of] a library to consist of such books and maps as shall be designed by a committee of General Assembly." The bill was tabled a few days later and never acted upon.

    A History of Children's Services at the Champaign Public Library, 1899 -1999 Elizabeth Fathauer and Mike Rogalla
    At a time when only a handful of America's public libraries offered such services, and nearly eight years before Chicago would do the same, the Champaign Public Library opened a children's department in September 1899. Champaign was a pioneer in responding to the needs of children, and, a century later, is still committed to getting kids "reading and ready for tomorrow"—the theme for the Library's 1999 celebration of 100 years of service to children. A Place Just for Children Children's services are such a vital force in public libraries today that it is difficult to imagine a time when young people were not welcome within library doors. Early public libraries in the United States were intended for adults and children were admitted reluctantly, if at all. But with society's changing view of childhood, the expansion of libraries, and the increased availability of books and periodicals for young people in the mid-nineteenth century, the time was ripe for the development of a service designed uniquely for children. In 1895, the Champaign Public Library offered nearly 700 titles for children. By that time, the library profession was beginning to consider service to children one of its most important missions and a valid area of specialization. What was still missing in Champaign and most other communities was a special place for librarians to reach children. Without a children's room, the Champaign Public Library shelved juvenile books among the adult fiction titles, and children searched for books among the adults—some of whom regarded their youthful presence as an annoyance.
