The preamble states*: We, the People of India, having solemnly resolved to constitute India into a Sovereign Socialist Secular Democratic Republic and to secure to all its citizens:
  • Justice, social, economic and political; Liberty of thought, expression, belief, faith and worship; Equality of status and of opportunity; and to promote among them all Fraternity assuring the dignity of the individual and the unity and integrity of the Nation
in our Constituent Assembly this twenty-sixth day of November 1949, do hereby Adopt, Enact and Give to ourselves this Constitution. * The words "Socialist Secular" and "the unity and the integrity of the Nation", were added by the 42nd Amendment. As the world's largest democracy, Indian government rests on: the central parliament and state legislatures, the judiciary and the executive. Each one functions independently, however, all of them are interlinked and operate under the parameters defined by the Constitution. India's government consists of a central government and state governments. The central government has exclusive authority, which include foreign policy, defense, communications, currency, taxation on corporations and nonagricultural income, and railroads. State governments have the sole power to legislate on such subjects as law and order, public health and sanitation, local government, betting and gambling, and taxation on agricultural income, entertainment, and alcoholic beverages. On some issues both the union government and state governments may legislate, though a union law generally takes precedence. Among these areas are criminal law, marriage and divorce, contracts, economic and social planning, population control and family planning, trade unions, social security, and education. Matters requiring legislation that are not specifically covered in the listed powers lie within the exclusive domain of the central government.

Government Even though the Indus River Valley civilization's government is somewhat of a mystery, we do know that they had some what of a central government, because of the lay out of the city that was so much the same between all of the cities. We know very little about India's government. Perhaps the undeciphered seals that have been found in many places will be the key to this.
They did have Rajahs which were the rulers of the cities. Perhaps they could have combined their systems to have one central government. Also religion was a big part of how things operated. The Indus Valley people were not that big on schooling. Every Hindu village had an schoolmaster that would teach the boy children from when they were about five years old to when they were eight years old. To them, discipline was the essence of schooling. Yet, a Guru (which was a type of teacher) would live with his student until the student was twenty. Until then the student was required to do chores and services for the Guru. All the subjects were of a religious nature. Schooling has to do with government, because in school they learned a lot about religion, and religion was a big part of government.

The country is a Sovereign Socialist Secular Democratic Republic with a Parliamentary system of government. The Republic is governed in terms of the Constitution adopted by the Constituent Assembly. India was a dominion under the British colonial rule for a period of over 200 years till 1947. In August 15, 1947 India became independent after years of struggle, under the leadership of the Non- violent revolutionary advocate Mohandas Karam Chand (Mahatma) Gandhi, popularly referred to as the father of the Nation. The Indian constitution, the world's lengthiest constitution (with 395 articles and 8 schedules) was passed by the Constituent Assembly on 26 November 1949 and came into force on 26 th January 1950. The Constitution created a Sovereign Democratic Republic which was officially named 'Bharat' (in National language Hindi, after the legendary king of the Epic Mahabharata) or India, a Union of different states.

      INDIA - GOVERNMENT
      India works on a parliamentary system and is a "Sovereign, Socialist, Secular, Democratic Republic". As a Union of States, it is ruled by the laws set out in a Constitution, which was adopted on 26 November 1949 and implemented on 26 January 1950. The Parliament of India is generally federal, although it displays some unitary features. It is headed by the President, who acts as the Executive of the Union of States, the Council of States (known as Rajya Sabha) and the House of the People (called Lok Sabha). The Lok Sabha is elected by eligible voters, while the Rajya Sabha is elected by those in the State Legislative Assemblies based on proportional representation. The Lok Sabha is changed approximately every five years, while the Rajya Sabha is permanent. The President is advised by the Council of Ministers, which is, in itself, headed by the Chief Minister, or Prime Minister.

India Table of Contents The structure of India's federalor unionsystem not only creates a strong central government but also has facilitated the concentration of power in the central government in general and in particular in the Office of the Prime Minister. This centralization of power has been a source of considerable controversy and political tension. It is likely to further exacerbate political conflict because of the increasing pluralism of the country's party system and the growing diversity of interest-group representation. Few analysts would deny the gravity of India's problems, but some contend they have occurred amidst the maturation of civil society and the emergence of new, more democratic political practices. Backward Classes, the Dalits, and tribal peoples increasingly have refused to rest content with the patronage and populism characteristic of the "Congress system." Mobilization of these groups has provided a viable base for the political opposition and unraveled the fabric of the Congress. Since the late 1970s, there has been a proliferation of nongovernmental organizations. These groups made new demands on the political system that required a substantial redistribution of political power, economic resources, and social status. The Constitution

Ancient India Government
In the beginning of the Vedic age people did not have a settled life and were nomads but with development in agriculture people started to settle down in groups. The organization was mainly tribal and the head of the tribe was supposed to be the raja or the King, though the concept of King had yet not developed. With the passage of time large kingdoms started to grow and by the 6th century BC there were 16 Mahajanapadas (Kingdoms).
There were many small republics also in ancient India. These republics had some elements of democracy in their administration. The king (raja) was the supreme head of the legislative, executive and judiciary branches. He was assisted in administration by a number of officials. The members of the council of minister could give advice to the king, but final decisions were left to the king. The ministers and other officials were directly appointed by the king.
During the Mauryan period there existed both civil and military officials. They were paid a salary in cash. The highest official was paid the salary of 48000 panas (Unit of money) per year. The soldiers were paid 500 panas per year. There were officials who maintained the records of population, income and expenditure of government. We find reference to officials and clerks who collected income tax and custom duties. Spy system was an important feature of Mauryan administration.
