INTRODUCTION The UN declared 1993 as The International Year for the World's Indigenous Peoples . The decade from 1995 to 2004 was declared as the International Decade of the World's Indigenous Peoples. Recognizing the continuing need for attention to indigenous peoples' needs, the decade from 2006 through 2015 has been declared the Second International Decade of the World's Indigenous Peoples
BACKGROUND DEFINITIONS:
. To be indigenous or a people confers a psychological benefit over being merely a minority population. That this is recognized by the governing powers is illustrated by the debates in both the ILO and the Working Group on Indigenous Populations on the use of the words people or population. While the ILO decided to use both words, the Working Group uses populations. The debate makes clear that the reason to use population rather than people is to lessen the weight of any argument for self-determination and territorial independence by the indigenous peoples against the majority settler nation- states within which they have been submerged. In Europe, the following may be considered as indigenous populations: the Celtic peoples of the British Isles, Brittany in France and Galicia in Spain; the Basque peoples of France, Portugal and Spain; The Sami or Lapp people of Greenland, Norway, Sweden, Finland, and the former Soviet Union. In Asia, there are various tribal or hill peoples in India, Bangladesh, Pakistan and China and the Ainu people in Japan. In addition there are numerous indigenous groups in Siberia, some of whom are considered as part of the Inuit or Eskimo peoples also present in Alaska, Canada and western Greenland. In Africa, the Berbers and the San or Bushmen may be considered as indigenous peoples. Most Asian and African states deny that there are any indigenous peoples within their territories. Bangladesh was subjected to considerable pressure in the UN by the ILO before it would address the issue of the Chittagong Hill People.

T he UN General Assembly's adoption of the UN Declaration on the Rights of Indigenous Peoples on September 13, 2007 marked the end of a long journey, a milestone in the long and arduous march of what have come to be known as “indigenous peoples†through the major institution of organized intergovernmental society: the United Nations. It was a day of celebration for indigenous leaders and their rank and file scattered around the globe, united in a common fate of conquest, dispossession, marginalization and neglect, but also in the joy of rising again.
When the United Nations Working Group on Indigenous Populations was established in 1982, one of its key missions was the establishment of a declaration of rights of indigenous peoples. Indigenous peoples from around the world trekked to the Palais des Nations in Geneva each summer afterwards to articulate their claims to the members of the Working Group and state delegations. In 1993, under the inspirational leadership of long-time Chairperson Mrs. Erica-Irene Daes, agreement was reached by the Working Group on a “Draft Declaration on the Rights of Indigenous Peoples.†This draft became the basis for discussion within the UN Commission on Human Rights, which was replaced in 2006 by the Human Rights Council. In its first substantive decision, the Council on June 29, 2006, by a vote of 30 in favor, 2 against and 12 abstentions, adopted a revised text of the Declaration, and passed it on to the General Assembly for its final approval.

This was a follow-up of IDRAP initiative on family-based community reforestation in North Buton which was presented by its Director -Mr. Bahaludin- in Tokyo, Japan (June 2006). By this visit, GEA had a visible look on IDRAP activities. At the end part of their visit, they had also a look in some villages around Kendari in which IDRAP and ELPAS plan to carry out some projects. Basically they were satisfied of this visit. North Buton Wildlife Reserve is in danger North Buton Wildlife Reserve, an area of 82,000 ha, is the largest protected forest in South East Sulawesi of Indonesia. It is not only the house of tropical flora and fauna but also many indigenous sacred sites are therein. The condition of North Buton is now going worse day to day due to illegal logging activities. Let's save it, otherwise getting everything lost.
