Disadvantaged IFAD addresses Participatory process Supporting rural poor Areas of IFAD support Concluding remarks Livestock-keeping by the disadvantaged Livestock contributes to the livelihood security of poor households in many ways: as an important and reliable source of food, farm power, manure, income generation and savings for rural poor families. Small stock (small ruminants, pigs, poultry and rabbits) represent particularly important household possessions for the elderly, women and children. Livestock are also an important source of high-quality nutrition, especially for pregnant women and for the cognitive development of the young. Furthermore, livestock are reliable assets in poor countries suffering from the short-term impact of economic reform policies, and they are an effective mechanism for offsetting the currency devaluation and inflation, which deplete the cash reserve of poor families. How IFAD addresses the problems facing disadvantaged populations IFAD plays a leading catalytic role in globalizing the quest for rural poverty eradication. It supports the rural poor at the household level by addressing poverty problems from the perspective of rural communities. The overall strategy is to mainstream the interest and the needs of the poor into the national economy. IFAD's projects are developed through either of the following two approaches:

We are devising a proposal for the most effective way for government to announce the change in position at the national and international level.     Updated July 2008 Profile The majority of indigenous peoples in Guatemala are of Mayan descent. The Maya are essentially a regional group. In all an estimated 5 million Mayans live in the different Central American countries, The Mayans of Guatemala are the only indigenous culture that constitutes a majority of the population in a Central American republic. There are 21 different Maya groups in Guatemala making up an estimated 51 per cent of the national population. Maya are dispersed throughout Guatemala especially in the western highlands. The largest populations are in rural departments north and west of Guatemala City, most notably, Alta Verapaz, Sololс, Totonicapсn and Quichщ. Maya are also located on farms in Guatemala's southern area known as Boca Costa.

Combating Racism Against Indigenous Peoples in Guatemala
Date: 08/19/2004 The U.N. Rapporteur Against Racism, Dodou Diene, has requested stronger legislation to eradicate racial discrimination in Guatemala. This conclusion follows his visit in late June to investigate the causes of discrimination against indigenous peoples in Guatemala. "I am very happy because this is the first time that a vice president has recognized the existence of discrimination in this country," Diene said after his June 28 meeting with Guatemala's vice president, according to the Guatemala Human Rights Commission. Meeting with representatives of Guatemala's Permanent Commission and Congressional Commission on Indigenous Issues, Diene called upon Guatemala's congress to focus on the construction of a peaceful nation and legislate to end racial discrimination. Diene told officials he was concerned about the lack of indigenous representatives in the country's elected officesтАФonly 12 of 158 members of congress are indigenous. He also suggested that electoral procedures be remodeled in an effort to give greater participation to all communities.

STAR) By Artemio Dumlao - After more than 20 years in the pipeline, the Universal Declaration on the Rights of Indigenous Peoples was finally approved on June 29. With 30 states voting in favor and only Canada and Russia against it, the declaration marks a milestone in the recognition of the rights of indigenous peoples around the world and brings to an end indigenous peoplesТ long struggle for self-determination. Under the declaration indigenous peoples have the right to the full enjoyment, as a collective or as individuals, of all human rights and fundamental freedoms as recognized in the Charter of the United Nations, the Universal Declaration of Human Rights and international human rights law. It also says that indigenous peoples and individuals are free and equal to all other peoples and individuals and have the right to be free from any kind of discrimination, in the exercise of their rights, in particular that based on their indigenous origin or identity. The declaration recognizes and protects the right of indigenous peoples to self-determination and, by virtue of that right, they may freely determine their political status and pursue their economic, social and cultural development.
