  • Ian Brownlie, CBE, QC's most recent appointment
    31 Jul 07 Ian Brownlie, CBE, QC has recently been elected Chairman of the International Law Commission of the United Nations by his fellow members of the Commission. The ILC is the United Nations body charged with the "codification and progressive development" of public international law. Since the foundation of the UN, the ILC has made a major contribution to the development of international law, in such areas as the law of the sea, treaties, diplomatic and consular relations, state responsibility and many other topics. The 34 members of the Commission are elected by the General Assembly from amongst those possessing a "recognized competence in international law" for five-year terms (renewable). They serve in an individual capacity, not as government representatives, meeting once a year for a session of about 10 weeks. Ian Brownlie was re-elected in 2006 for his third term which commenced on 1st January 2007.

    The General Assembly’s commemorative meeting to mark the end of the United Nations Decade of International Law (1990-1999) is under way. Two meetings are planned to hear 32 speakers. Among the participants are 18 Ministers of Justice, all of them women.
    Opening the special meeting, Assembly President Theo-Ben Gurirab said the Decade had significantly contributed to the promotion of and respect for international law worldwide. The United Nations continued to be a unique and indispensable universal instrument for survival of humankind and our common development and progress. Such a role was unattainable without proper international regulation and management by the established legal bodies. Solving global problems, or facing emerging challenges, was hardly possible without effective legal regulation on a global scale. That was why important legal bodies needed further strengthening. "As the world moves towards the twenty-first century, we also need system-wide expert analysis, modification and elaboration of appropriate legal concepts and principles, as well as their accompanying normative and institutional mechanisms". Copies of the statement are available in room 378.
    Tomorrow, the Assembly takes up two items: the situation in Central America, and the University for Peace.

      Law school competition, gala activities to mark half century of activity in support of public international law
      In the Jessup competition, students are required to present oral and written arguments on a hypothetical international law problem to a simulated International Court of Justice. The 2009 Jessup problem will be released in September 2008. ILSA is a non-profit association of students and lawyers who are dedicated to the promotion of international law. ILSA provides students with opportunities to study, research and network in the international legal arena. The organization’s activities include academic conferences, publications, the global coordination of student organizations and the administration of the Philip C. Jessup International Law Moot Court Competition. [The International Law Students Association is pleased to announce that Universidade Federal de Minas Gerais (UFMG) has been selected as the host of the very first annual ILSA Summer Conference.     Lisa Clarke is a Ph.D. researcher at the Amsterdam Center for International Law, University of Amsterdam , since 2008. She is working on the VICI Project on The emerging international constitutional order - The implications of hierarchy in international law for the coherence and legitimacy of international decision-making (2007-2012) and her focus is on the emergence of global health public-private partnerships, consisting of states, international organizations and private entities, within the international legal order. She is also a lecturer of International Human Rights Law at the University of Amsterdam and works as an Associate Editor for Oxford Law Reports on International Law in Domestic Courts (ILDC) which reports on domestic court considerations of international law worldwide. Her research interests include public international law, internatinal human rights law, law of international organizations, global health law and refugee law. She completed her LL.B. at Osgoode Hall Law School ( Canada ) and Monash University ( Australia ) and completed her LL.M. at the University of Helsinki ( Finland ) specializing in public international law.

    1 Garden Court He is the editor of the Private International Law Current Developments section of the International and Comparative Law Quarterly . He is the legal consultant to INCADAT , the Hague Conference on Private International Law Child Abduction Database containing the leading case law arising out of the 1980 Child Abduction Convention. Peter McEleavy is on the panel of experts of the TAIEX Office of the European Commission and regularly participates in training seminars in EU candidate countries, talking on civil cooperation in judicial matters. He has also acted as a consultant to the UK government on European family law developments, in particular during the negotiation of the Brussels II bis Regulation. In 2009/10 he was instructed to advise the Ministry of Justice on the implementation of the 1996 Hague Convention on the Protection of Children.

    Portugal becomes 22nd EU state to recognise Kosovo
    ELITSA VUCHEVA 08.10.2008 @ 09:12 CET Portugal on Tuesday (7 October) afternoon announced its official recognition of Kosovo as an independent state, becoming the 22nd EU country to make the move. "It is in the interests of the Portuguese state to proceed today to the formal recognition of Kosovo," the country's foreign minister Luis Amado told the national assembly's foreign affairs committee, AFP reports. Kosovo declared independence from Serbia on 17 February (Photo: European Parliament) "We are convinced that the independence of Kosovo has become irreversible," he added. An autonomous Serbian province within the former Yugoslavia, Kosovo fell under UN governance in 1999 when NATO troops intervened to stop a crackdown by the then president of Serbia Slobodan Milosevic's forces on the majority ethnic-Albanian population. Kosovo unilaterally declared independence from Serbia on 17 February this year, with 20 EU states recognising the move in a few days or weeks afterward. Malta followed suit in August, while five member states - Cyprus, Spain, Greece, Romania and Slovakia - remain opposed to the declaration of independence, saying that it goes against international law.
