While Iraqi representatives wrangle over the drafting of a constitution in Baghdad, the militias, and the Shiite and Kurdish parties that control them, are creating their own institutions of authority, unaccountable to elected governments, the activists and officials said. In Basra in the south, dominated by the Shiites, and Mosul in the north, ruled by the Kurds, as well as cities and villages around them, many residents have said they are powerless before the growing sway of the militias, which instill a climate of fear that many see as redolent of the era of former president Saddam Hussein.

GOVERNMENT
Iraq's legislative branch consists of an elected Council of Representatives (COR). After the 2005 elections, the Council of Representatives consisted of 275 members, each of whom was elected to a 4-year term of service. Following the March 7, 2010 elections the COR consists of 325 members to reflect an increase in the population of Iraq. At least one-quarter of the members of the Council of Representatives must be female. The responsibilities of the Council of Representatives include enacting federal laws, monitoring the executive branch, and electing the president of the republic.
Iraq's judicial branch is independent, and is under no authority but that of the law. The federal judicial authority is comprised of the Higher Judicial Council, Federal Supreme Court, Court of Cassation, Public Prosecution Department, Judiciary Oversight Commission, and other federal courts. The Higher Judicial Council supervises the affairs of the federal judiciary. The Federal Supreme Court has limited jurisdiction related to intra-governmental disputes and constitutional issues. The appellate courts appeal up to the Court of Cassation, the highest court of appeal. The establishment of the federal courts, their types, and methods for judicial appointments are set forth by laws enacted by the Council of Representatives. A statement from al-Maliki’s office said an investigative committee was being formed to look into the Karbala bloodshed, which saw more than 50 people killed and hundreds injured.

Allerdings kann es durchaus sein, dass ein zweiter Blick, sozusagen hinter die Kulisse, nicht schadet. Nicht selten erlebt man dann einen Schock, denn Schäden in der Bausubstanz lassen oft die Nässe ins Haus. Besonders anfällige Stellen sind das Dach, alte, undichte Fenster, aber auch von außen aufgeschüttete Wände. Wurde hier die Sickerung vergessen oder nicht fachgerecht angelegt, kann die Feuchtigkeit aus der Erde ungehindert in die Wände dringen; Schimmel ist die Folge.

    Government: In accordance with Provisional Constitution of July 16, 1970, administrator and legislative powers exercised by Revolutionary Command Council (RCC), chairman of which is also president of nation. First parliamentary elections held in June 1980, resulting in First National Assembly. Second National Assembly elected in October 1984; National Assembly has generally met twice annually as provided in Constitution and exercises legislative functions together with RCC, which has ultimate decision- making authority. Politics: Political system was under firm control of Baath (Arab Socialist Resurrection) Party. Party's high command, called Regional Command, was headed in 1988 by President Saddam Husayn, who held title of secretary general of the Regional Command and was also chairman of the RCC; vice chairman of the RCC and presumably successor to Saddam was Izzat Ibrahim; vice president was Taha Muhy ad Din Maruf. Government and political leadership interchangeable because members of Regional Command also members of RCC. Political activities, where they existed, carried out within framework of Progressive National Front (PNF), of which Iraq Communist Party (ICP) was a participant. Some Kurdish and independent progressive groups also included in PNF. Politics of opposition outside PNF banned for all practical purposes. Administrative Divisions: In 1988 eighteen governorates or provinces, each separated into districts and subdistricts. Limited self-rule was granted to Kurds in three northern governorates officially known as Autonomous Region and popularly known as Kurdistan (land of the Kurds).
