The National Diet Building (House of Councillors)
A plenary session of the Diet (House of Councillors) Japan's Constitution, which came into force in 1947, is based on three principles: sovereignty of the people, respect for fundamental human rights, and renunciation of war. The Constitution also stipulates the independence of the three branches of government - legislative (the Diet), executive (the cabinet), and judicial (the courts).
The Diet, Japan's national parliament, is the highest organ of state power and the sole law-making organ of the state. The Diet comprises the 480-seat House of Representatives (lower house) and the 242-seat House of Councillors (upper house). All Japanese citizens can vote in elections once they reach the age of 20.
Japan has a parliamentary system of government like Britain and Canada. Unlike the Americans or the French, the Japanese do not elect a president directly. Diet members elect a prime minister from among themselves. The prime minister forms and leads the cabinet of ministers of state. The cabinet, in the exercise of executive power, is responsible to the Diet.
Judicial power lies with the Supreme Court and lower courts, such as high courts, district courts, and summary courts. The Supreme Court consists of a chief justice and 14 other justices, all of whom are appointed by the cabinet. Most cases are handled by district courts. There are also summary courts, which deal with problems like traffic violations.

Atmospheric balloon experiment B10-03 completed
At 5:41 a.m. on August 27, 2010, JAXA released the second balloon of the second balloon experiment season in JFY 2010 from the Taiki Aerospace Research Field, the base of the collaborative work. The release was part of the B10-03 experiment which aims at flying a bale (or a straw rice bag) shaped balloon. The balloon that was expanded to its full capacity of 5,000 m ascended 250 meters per minute. details

Government: Constitutional monarchy with emperor as symbol of state. Parliamentary form of government. Elected bicameral legislature called National Diet, consisting of House of Councillors (upper house) and House of Representatives (lower house). General elections every four years or upon dissolution of lower house; general elections every three years for half of upper house. Administrative Divisions: Forty-seven administrative divisions: forty-three rural prefectures (ken), two urban prefectures (fuKyoto and Osaka), one metropolitan district (toTokyo), and one district (doHokkaido). Large cities (shi) separated into wards (ku), then into precincts (machi or cho) or subdistricts (shicho) and counties (gun). Justice: Civil law system heavily determined by British and American law. Independent judiciary consisting of Supreme Court, high courts, district courts, and family courts. Politics: Although in 1994 no party had a majority, Liberal Democratic Party (LDP) had a sizable plurality, followed by Social Democratic Party of Japan (SDPJ). Other parties included: Sakigake (Harbinger) Party, Shinseito (Renewal Party), Komeito (Clean Government Party), and Japan New Party. Foreign Affairs: Major aid donor to developing countries. Maintains diplomatic relations with virtually all countries of world. Closely aligned since World War II with United States policies but takes neutral and independent stand on some issues. Member of Asian Development Bank, Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific, International Whaling Commission, Organisation for Economic Cooperation and Development, and the United Nations and its affiliated agencies, and a number of other international organizations.

Japan has a government that is guided by the rules and principles of a Constitutional Monarchy and a Parliamentary Government. The government of Japan has the features and characteristic that a parliamentary government should possess. On the other had the constitutional monarchic system that Japan has as an integral part of its government, has added a unique characteristic to its administrative system The constitutional monarchy that Japan has as a part of its government, has some features to it. According to it the constitution has curtailed much of the previous power of the Japan emperor so that he has no direct power in the Japan Government system . But this emperor of Japan participate in the government related issues when it needs a diplomatic move. Otherwise, in the government of Japan, the emperor acts as an person of observance or as an ceremonial figure. He is defined by the state as a representative of the state and also of the unity of the people. Japan government is democratic and is ruled by the parliament.
