Further Services Rendered by the Armed Forces UN Peacekeeping Missions : The Jordanian army has distinguished itself internationally by serving extensively in UN peacekeeping missions throughout the world. Human Resource Management : Armed forces hospitals, workshops and academies provide participants with practical skills needed in a demanding job market. Each year workshops train hundreds of engineers, mechanics and doctors, in addition to scores of pharmacists. Royal Endowment to Universities and Colleges : In 1996-97, the armed forces sponsored the education of 2102 university students and 1405 community and vocational college students. The vast majority of these were offspring of military servicemen.

In 1991 Jordan and the PLO had agreed on the principle of confederation between Jordan and whatever Palestinian entity ultimately emerged from the Middle East peace process.
In mid-July 1993 Jordan and the PLO had agreed to form six committees to discuss relations between Jordan and the Occupied Territories during a period of transitional Palestinian self-rule.
In addition to foreign arrivals, Jordan received large numbers of its own nationals fleeing from the Gulf region.
About 300,000 of these expatriates remained in Jordan after the liberation of Kuwait in February 1991, as the rulers of Kuwait had regarded most Jordanian and Palestinian residents as collaborators with the Iraqi occupation forces.
While Jordan welcomed the agreement concluded between Israel and the PLO as progress towards regional stability, it remained concerned by aspects of the Declaration of Principles which affected it directly and over which it had not been consulted.
In January 1994, after King Hussein had twice warned that Jordan might otherwise pursue its own agenda in the ongoing peace negotiations with Israel, the PLO agreed to sign a comprehensive economic co-operation agreement with Jordan, and to establish a joint committee to coordinate financial policy in the Occupied Territories.

Freedom of assembly restricted As for the Public Gathering Law, the government seems to have intended it to prevent demonstrations in support of the Palestinian Intifada. In fact, since September 11, 2001, virtually no demonstrations have been allowed in Jordan. Scores of people were arrested at the end of September and beginning of October 2001 for holding rallies in the Baqa refugee camp and on the university campuses to commemorate the first anniversary of the Palestinian Intifada and to protest the bombing of Afghanistan. They were held incommunicado without access to their families and lawyers, only to be released without charge several weeks later. The case of Toujan al-Faisal
All these laws raise serious concerns because they contain provisions which restrict freedom of expression and association, increase the likelihood of imprisonment for non-violent activities, and further reduce safeguards for detainees and the accused. Human rights defenders, civil society activists, and opposition parties also contest the manner and circumstances in which these temporary laws have been passed, arguing that they are unconstitutional. They base their arguments on the grounds that there has been no emergency to justify the enactment of some ten temporary laws between June and October 2001. On October 31, 2001 scores of civil society figures including the Jordan Society for Human Rights (JSHR) issued a call for the repeal of these temporary laws.

PRINCIPAL GOVERNMENT OFFICIALS Chief of State: King Abdullah II Head of Government: Prime Minister Samir al-Rifai Jordan is a constitutional monarchy based on the constitution promulgated on January 8, 1952. Executive authority is vested in the King and his Council of Ministers. The King signs and executes all laws. His veto power may be overridden by a two-thirds vote of both houses of the parliament. He appoints and may dismiss all judges by decree, approves amendments to the constitution, declares war, and commands the armed forces. Cabinet decisions, court judgments, and the national currency are issued in his name. The King, who may dismiss other cabinet members at the prime minister's request, appoints the council of ministers, led by a prime minister. The cabinet is responsible to the lower house of parliament on matters of general policy and can be forced to resign by a two-thirds vote of "no confidence" by that body. In December 2009, King Abdullah dismissed the cabinet as part of wider effort to strengthen governance and reform in the country.

Government: Constitution of 1952 grants king both administrator and legislative powers. Between 1967 and 1989, King Hussein has governed as almost absolute monarch. Bicameral legislature, National Assembly, consists of Senate appointed by king and popularly elected House of Representatives. In late 1989 first national election since 1967 held. National Assembly met in December 1989. In July 1988, government renounced claims to reassert sovereignty over West Bank, under Israeli military occupation since June 1967 War, and turned over responsibility for links with West Bank to Palestine Liberation Organization (PLO). consequently, Jordan recognized PLO's declaration of independent Palestinian state in West Bank and Gaza Strip. Politics: Political parties banned from 1957 to 1990; political groupings, in addition to existent Muslim Brotherhood, began to form for 1989 elections. Latent pressures for political participation, particularly among Palestinians, who were underdescribed in top layers of narrowly based, Transjordaniancontrolled power structure. Justice: Court system consisted of civil, religious, and special courts. Tribal law abolished in 1976. No jury system; judges decide matters of law and fact.
