    Libya’s political system is theoretically based on the political philosophy in Qadhafi’s Green Book, which combines socialist and Islamic theories and rejects parliamentary democracy and political parties. In reality, Qadhafi exercises near total control over the government.
    For the first 7 years following the revolution, Colonel Qadhafi and 12 fellow army officers, the Revolutionary Command Council, began a complete overhaul of Libya’s political system, society and economy. On March 3, 1977, Qadhafi convened a General People's Congress (GPC) to proclaim the establishment of "people's power," change the country's name to the Socialist People's Libyan Arab Jamahiriya, and to vest, theoretically, primary authority in the GPC.
    Qadhafi remained the de facto chief of state and secretary general of the GPC until 1980, when he gave up his office. He continues to control all aspects of the Libyan Government through direct appeals to the masses, a pervasive security apparatus, and powerful revolutionary committees. Although he holds no formal office, Qadhafi exercises absolute power with the assistance of a small group of trusted advisers, who include relatives from his home base in the Surt region, which lies between the rival provinces of Tripolitania and Cyrenaica.

    GOVERNMENT AND POLITICAL CONDITIONS
    Libya?s political system is in theory based on the political philosophy in Qadhafi?s Green Book, which combines socialist and Islamic theories and rejects parliamentary democracy and political parties. In reality, Qadhafi exercises near total control over major government decisions. For the first seven years following the revolution, Colonel Qadhafi and 12 fellow army officers, the Revolutionary Command Council, began a complete overhaul of Libya?s political system, society and economy. In 1973, he announced the start of a 'cultural revolution' in schools, businesses, industries, and public institutions to oversee administration of those organizations in the public interest. On March 2, 1977, Qadhafi convened a General People's Congress (GPC) to proclaim the establishment of 'people's power,' change the country's name to the Socialist People's Libyan Arab Jamahiriya, and to vest, theoretically, primary authority in the GPC.
    The GPC is the legislative forum that interacts with the General People's Committee, whose members are secretaries of Libyan ministries. It serves as the intermediary between the masses and the leadership and is composed of the secretariats of some 600 local 'basic popular congresses.' The GPC secretariat and the cabinet secretaries are appointed by the GPC secretary general and confirmed by the annual GPC congress. These cabinet secretaries are responsible for the routine operation of their ministries, but Qadhafi exercises real authority directly or through manipulation of the peoples and revolutionary committees.

        • Secretary-General ... edit Politics of Libya takes place in a framework of a dual government structure in Libya . The "revolutionary sector" comprises Revolutionary Leader Muammar al-Qadhafi , the Revolutionary Committees, and the remaining members of the 12-person Revolutionary Command Council, which was established in 1969. The historical revolutionary leadership is not elected and cannot be voted out of office, as they are in power by virtue of their involvement in the revolution. The revolutionary sector dictates the decision-making power of the second sector, the "Jamahiriya Sector". Making up the legislative branch of government, this sector comprises Local People's Congresses in each of the 1,500 urban wards, 32 Sha’biyat People’s Congresses for the regions, and the National General People's Congress. These legislative bodies are represented by corresponding executive bodies (Local People's Committees, Sha'biyat People's Committees and the National General People’s Committee/Cabinet).

    At one time some observers classified Libya among the most dangerous countries from the standpoint of the proliferation of weapons of mass destruction, including nuclear weapons. But in recent years concerns about Libyan nuclear ambitions have faded, though apprehensions about Libyan chemical weapons efforts remained very much alive. Libya was no position to obtain access to nuclear weapons in the foreseeable future, given the extremely limited domestic technical base of the country. In 1975 Libya had ratified the United Nations (UN) Nuclear NonProliferation Treaty signed by the Idris regime in 1969. In 1980 an agreement was reached with the International Atomic Energy Agency placing all of Libya's nuclear installations under international inspection. Despite these steps, in the mid- and late 1970s, Qadhafi repeatedly proclaimed his country's determination to acquire nuclear weapons, primarily because he was convinced that his archenemy, Israel, had achieved such a military capability. Qadhafi sought help in obtaining nuclear technology from a number of countries, including the People's Republic of China. Among these efforts, the cooperation with Pakistan launched in 1977 seemed for a time to be producing material results. Libya appeared to be providing financial assistance and, later, deliveries of uranium "yellow cake" originating in Niger in the hope of eventually being compensated by weapons from Pakistan. However, in an interview with an Indian newspaper in March 1986, Qadhafi declared that Libya would never help Pakistan acquire an atomic bomb. He said: "We consider nuclear weapons production a great mistake against humanity."

    Few leaders of the Arab world experience such confusion regarding the writing of their names. These are the good alternatives: Gadhafi (best), Gadafi, Gaddafi; or the same but with "Q" or "K" instead of "G." An alternative which is often used, but not acceptable is using "Kh" in front, like in Khadafi or Khaddafi. His name is written in Arabic with a "Q" but pronounced as a "G", which is the styles with his native Arab-speaking Bedouins.
    Instead of an official title, Gadhafi is in Libya named "Guide of the First of September Great Revolution of the Socialist People's Libyan Arab Jamahiriya" or "Brotherly Leader and Guide of the Revolution."
