Washington Bureau Chief [Editor'snote: Colonel Muammar Qadhafi, the leader of the Libyan Jamahariya, recentlywas interviewed by a delegation of Black newspaper publishers from America.The Black publishers were in the North African country to investigate the affects of UN-imposed sanctions on Libya. The Honorable Minister Louis Farrakhan, publisher of The Final Call, was part of the delegation, during a stop on his World Friendship Tour. The following is a transcript of the interview with Col. Qadhafi.]
Question (Q): How has the imposition of economic and political sanctionsaffected the people and development of Libya? Colonel Muammar Qadhafi (MQ): I guess the answer now lies with the representativeof the Secretary General of the United Nations, who I believe just leftthe (Libyan Arab) Jamahariya and who acquainted himself with the injusticeand the damages that were inflicted upon the Libyan Arab people, whichare unfair and unjust because of the sanctions which were unfairly andunjustly imposed on Libya. He will submit a report to the Secretary General,and you will be able to acquaint yourself with this report.

Form: Jamahiriya (newly coined Arabic word, roughly translated as "state of the masses," "people's power," or "people's authority"). Nearest English equivalent is "republic." In late 1987, de facto head of state and government and commander in chief of armed forces was Colonel Muammar al Qadhafi, who led 1969 Revolution against Sanusi monarchy. Application of his innovative and revolutionary Arab-socialist philosophy to Libyan nation has resulted in fundamental changes in political representation, property ownership, legal system, and commercial transactions. administrator and Legislature: General People's Congress (GPC), both an administrator and legislative body that convenes several times annually, primary formal instrument of government; membership of more than 1,000 delegates drawn from subnational-level people's committees, people's congresses, and revolutionary committees. Leadership of GPC unconditional in General Secretariat headed by secretary general, official chief of state. Cabinet functions performed by national-level General People's Committee. Subnational Governmental Divisions: After Governorates abolished in 1975, Libya separated into between seven and ten military districts (number varies with frequent reorganizations). Each military district separated into several municipalities, subseparated into villages or urban wards.

In today's program which I present to you from Libya, my guest tonight is Mu'ammar al-Qadhafi, leader of the revolution, to whom I express my gratitude for honoring me with this meeting on the occasion of the anniversary celebrations of al Fateh Revolution. [Passage omitted Al- Qadhafi talking about his life, upbringing, and preparations for 1 September revolution] Qandil: We were talking in the previous part about those who were confronting you and the means they used to confront you during the weeks preceding the revolution. You are now facing a different kind of conspiracy from, at least, groups which call themselves Islamic groups, these are Islamic extremist groups, which have been active, from what we have learned from press sources, and have carried out sabotage actions and conspiracy against the government. That coincided with repeated statements against terrorism by officials in Libya. You have cooperated with other security quarters with regard to fighting terrorism. I will mention among these a high-ranking Libyan security official who went to Egypt to strengthen security cooperation between the two countries. What is the reason behind these security moves, i.e. cooperation in anti- terrorism? Is it because of the activity of Islamic extremist groups in the country or is to deny the [allegation], which was spread by Western sources themselves, that you are the one who encourages international terrorism?

Colonel Gadhafi: Playboy, mischief maker or shrewd politician?
Colonel Muammar Gaddafi, the maverick Libyan leader with a taste for haute couture, is regarded as a pariah by most governments in the Western world. However, he sees himself as a revolutionary in the mould of his hero, the late Egyptian leader Gamal Abd al-Nasser, destined to unify the Arab world and help oppressed peoples everywhere. An army captain, the young Muammar Gaddafi came to power in 1969, when he toppled King Idris in a coup.
Muammar Gadhafi came to power in a bloodless coup Once in the driving seat, Libya's relations with the West started to crumble. When he sent his army into Chad - although with characteristic nerve he has never admitted to it - the US condemned the move in what became the first step to severing all economic and commercial relations with Libya in January 1986. The UK severed diplomatic relations with Libya in 1984, following a shooting incident at the Libyan People's Bureau in London in which a policewoman was killed. US air raids The Libyan leader has been accused of sponsoring international terrorism, which led to American air-raids on Tripoli.

The young revolutionary Muammar al-Qaddafi has become a wise elder statesman. He has renounced terrorism—which, in his interviews with the American press, he consistently denies having ever countenanced: “It was liberation movements that I supported,” he says. Al-Qaddafi stresses, too, that he became aware of the danger from Islamic fundamentalism long before Washington did. As early as 1986, he closed down about 50 Islamic institutions in Libya, accusing them of being fronts for extremist subversion. And he was one of the first Arab leaders to publicly denounce the attacks on the World Trade Center and the Pentagon on Sept. 11, 2001. But in Washington, George W. Bush’s most hard-line advisers are reluctant to forget al-Qaddafi’s past. In their eyes, Libya remains a “rogue state.” So al-Qaddafi is cautious. Wearing a tunic reminiscent of a Roman emperor’s, his expression lofty, he remains an attractive figure. But today, the former warlord speaks diplomatically.

    Major changes have happened in Libya over recent years - ones that not even the closest observer of the ruling circle in Tripoli could have predicted. Looking and sounding increasingly weary, Colonel Muammar Gaddafi, 64, seems to have come to terms with his own mortality.
