However, most of us have contemplated similar views during airplane takeoffs or landings. The view is fantastic, thousands of city lights shining like stars on the ground, outlining the roads and neighborhoods. But one has to go a little bit further than that and think. Should you see those lights at all? Is there any use of the light that you see, light that obviously goes up, other than illuminating bird and airplane bellies?
Light stands for Lighting
We all know why we have light outside. Outdoor lighting is used to illuminate roadways, parking lots, yards, sidewalks, public meeting areas, signs, work sites, and buildings. It provides us with better visibility and a sense of security.
People sleep better when their property is properly lit, when their car outside is clearly visible through the window. However, light alone does not provide security, but a sense of security. Unless you're up all night, nothing guards you better than a barking dog, a fence/door/window security system or neighborhoog watch/police patrols in your neighborhood.
When well designed and properly installed, outdoor lighting can be and is very useful in improving visibility and safety and a sense of security, while at the same time minimizing energy use and operating costs.

It is an unfortunate fact of today's life that most people are growing up unable to see the stars that our grandparents knew so well. The prime night sky exists only in pictures or at a planetarium. This is true not only in cities but also in suburbs and in rural areas where street lamps and other sources of "light pollution" have obscured our view of constellations, meteor showers, and even the planets. Indeed, many children and adults say after viewing the night sky for the first time in a really dark area away from a city that "it looks just like this in the planetarium." We have lost our view of the stars, and we have mucked up our nighttime environment as well. Such a loss might be acceptable if light pollution were the inevitable price of progress, but it is not. Most sky glow is unnecessary. The light that obscures our view of the night sky comes mainly from inefficient lighting sources that do little to increase nighttime safety, security, or utility. They produce only glare and clutter, costing more than one billion dollars annually in the U.S. alone. The Earth at night For astronomy and science, the impact has been even more dramatic. Astronomers require observations of extremely faint objects that can be made only with large telescopes at sites free of air pollution and urban sky glow. For example, scientists interested in how the universe was formed may study the light of galaxies and quasars at enormous distances from Earth. These images offer information about faraway corners of the universe, helping us understand how our own world was formed. Yet, after traveling countless lightyears, the light from these objects can be lost at the very end of its journey in the glare of our own sky.

One of the negative effects of industrialization on human activity and the environment is the production of excessive light. It may seem strange, but excess light is a form of pollution, particularly at night. The negative effects of light pollution impact many fields of study, including economics, ecology and, of course, astronomy. Most people do not consider the surplus of artificial light as a form of pollution because it is not permanent; all we must do is collectively turn out our lights to make it disappear. In reality, however, such a solution is unrealistic because our society needs artificial light to function. Light pollution is mainly caused by lighting systems that are misdirected, excessive, inefficient or unnecessary. Most light pollution is found in urban settings where artificial light sources are numerous. In these areas, light sources may be partly directed towards the sky, or downward directed light may be reflected upward. Light is then dispersed by layers in the atmosphere and produces a glow that diminishes the darkness of the night sky. In large Canadian cities, more than 95% of stars that can normally be seen with the naked eye are no longer visible.

Wildlife and plants are also affected. For example, nighttime lighting can confuse animals that migrate (like moths and migratory birds), can modify predator-prey relationships, and can even alter competitiveness within the same species.

The New England Light Pollution Advisory Group
The New England Light Pollution Advisory Group (NELPAG) is a volunteer group founded during the autumn of 1993 for the purpose of educating the public on the virtues of efficient, glare-free outdoor night lighting and the tremendous benefits of low-lumen (low-light-output) lighting for many (if not most) outdoor applications. The NELPAG sponsors irregular meetings throughout the New England region that bring together lighting engineers, physicians, power utility representatives, government officials, astronomers, journalists, and the general public for discussion of improvement in outdoor night lighting. The goals of the NELPAG have been to provide resources to people involved in outdoor lighting issues, from state and city/town officials discussing the implementation of laws and bylaws, to utility companies who are concerned with street lighting, to ordinary people interested in lighting their store parking lot (or even their driveway or yard). Many outdoor lights are, in fact, completely unnecessary (such as most lights late at night, and streetlights along most limited-access highways, where 6-foot-high median barriers would provide much greater safety). The fight for dark skies rages on. The United States at night from space, where the amount of light radiating up into the sky is quite evident.. Although San Diego is blessed with good weather and good astronomy, our proximity to the population density of Southern California produces a sky glow that can overwhelm the night. Both the City of San Diego and County of San Diego have adopted laws to preserve our night skies. Light pollution has much further ranging effects than astronomy, however. In 1997, the City of San Diego began rewriting the San Diego Municipal Code. Effective January 1, 2000, Chapter 14, Article 2 Division 7 Outdoor Lighting Regulations Code section 142.0740 and 142.0560 H(2) for parking lot shielding, replaces the former section know as the "Light Pollution Law." Bright street lights shining onto your property is a legal nuisance. For neighbors with bothersome lights, San Diego Municipal Code provides: "(a) Outdoor lighting fixtures that are used to illuminate a premises or an architectural feature on private property shall be directed or shaded so that light does not fall onto surrounding properties or create glare hazards within public rights-of-way." If a violation of the Municipal Code is noted, such as unshielded outdoor lighting (142.0740(a)), call the Neighborhood Code Compliance Department at 619-236-5500 to lodge a complaint. Generally they will not release your name to the offender, but you will need to leave a name with the City. A Code Enforcement officer will then visit the site (at night).
