Light Pollution Abatement Program Overview The goal of the RASC Light Pollution Abatement (LPA) Program is to reduce the levels of light pollution in urban and rural areas by advising Federal, Provincial and Municipal governments and departments along with business and concerned citizens to take action to reduce unnecessary glare uplight and light trespass Cinzano Canada Image, showing Light Polluted Areas. It is a constructive and advisory program that encourages meetings at the local l evel between concerned citizens and governments, business and the media to inform and advise these groups on the problems created by light pollution. JPEG GIF TIFF Experimental image The image is a plot of expected sky glow at the zenith. Light pollution from a city is assumed to be related linearly to the population and the inverse 2.5 power of the distance (as in Walker's law). The relation used here is I = 11300000 x population x r^-2.5, where I is in nanoLamberts and r is in meters. This is corrected for earth's curvature at large distances (this necessity was pointed out by Roy Garstang). This is currently done by calculating what fraction of the air molecules and other scatterers over the observer lie within the earth's shadow as seen from the city. The overall scale height for these scatterers (defined as the incremental height required to see a drop off by a factor of 2.718) is currently set to 4000m. This is less than the "clear air" value of 8000m to account for a modest amount of aerosols. A number of ideas and equations used come from publications by Roy Garstang The assumed radius of each city is a function of city population, ranging from 2.5 km to 24 km. Walker's law applies if we are outside the city radius. Inside the city radius, the sky glow increases linearly toward the center by another factor of 2.5. A value for the natural sky glow is added onto the light pollution contribution. The natural sky glow is assumed to be equal to 60 nanoLamberts (V = 21.9 mag / sq sec) at solar minimum. The last step in arriving at a pixel value is scaling the brightness with respect to the logarithm of the sky glow. The brightest city has pixel values of (255,255,255), and the darkest country site has pixel values of (42,52,67). The calibration bar is intended to linearly represent the sky brightness in terms of magnitudes per square arcsec.

The view almost all of us had from home only 25 - 50 years ago... and what the vast majority of Americans now see from their backyard. These photos show approximately the same area of the sky; one was taken from a dark sky site and one was taken from outside a small city (Springfield, MA). Which scene do you find more appealing? Would you be pleased to learn that you as a taxpayer are likely paying money to produce some of the scourge seen on the right?

Introduction
Light Pollution is a serious problem for most amateur astronomers today (see the pictures just above). The picture on the left was taken at a dark sky location (Colebrook, CT USA); the photo on the right was taken from Wilbraham MA USA looking towards Springfield, MA (A city of about 200,000 people). The light pollution in the Springfield MA area is very bad (and Springfield is considered a small city by most people). Unless you live way worse visibility because of the excessive glare they produce. Everyone can benefit from improved lighting; lower tax bills, less air pollution, improved visibility and more. It is in the best interest of everyone to reduce light pollution!

  • Some studies show: the effects of not sleeping in total darkness can degrade the immune system of animals and humans. Poor lighting and wasted energy is misuse of electricity and money. Misdirected light, 'Light Trespass' is a nuisance and architecturally unappealing. Studies show that various uses of lighting may actually increase crime, just exactly the opposite of what people try to achieve. The light pollution from inferior lighting design on highways creates a hazard to driving known as 'Road Glare.'

The contrasting feelings of wonderment and isolation evoked by the frozen Midwestern plains deeply pervade their sound.
    23-year-old songwriter James Michael Cicero grew up in the suburbs of Chicago, the son of Italian and Spanish Catholics. His grandfather was a first-generation Spanish immigrant trumpet player who moved to Chicago to lead a Big Band; aspirations that did not ensure financial stability. As a result, when Cicero bought his first guitar at the age of seventeen, his father took to locking it in the attic.
    Cicero left for college in Dekalb, IL, met drummer Matt Evert, obsessively wrote songs in class, and soon dropped out. Over the following years, the two honed their skills and sensibilities, eventually acquiring Nick Sherman and Jed Robertson; evolving into what is now Light Pollution.

Light pollution is an increasing problem for observatories everywhere. One of the reasons Palomar Mountain was selected as the site for the 200-inch telescope was its dark skies that would allow observation of the faintest galaxies without the interference of city lights. Since 1934, rapid urbanization of southern California has resulted in a significant increase in the amount of sky glow. If such light pollution continues to increase, it will seriously reduce the effectiveness of the Palomar Observatory for many types of research. This simulation (3.6 mb) shows how the increase of light pollution over time makes the night sky harder and harder to see not only for astronomers working at Palomar, but for everyone all over the Southern California region.

Satellite monitoring of the artificial night sky brightness and the stellar visibility
The interest for the protection of the night sky from light pollution is growing every day. A global scale periodic monitoring of the situation is necessary. Nighttime images of the Earth at night have been obtained from the Defense Metereological Satellite Program (DMSP) of the US Air Force since early '70. The first global image was obtained by Woodruff Sullivan in late '80. These images only showed the geographic distribution of the sources on the Earth surface because the satellite detectors were saturated by the strong flux emitted by them and no quantitative measurements were possible. Since 1998 unsaturated data become available, allowing quantitative measurements of the upward light flux emitted by sources.

Can anything be done about light pollution? How can all of the misdirected and excessive lighting that causes so much sky glow be avoided? Most press coverage and magazine articles present light pollution mainly as an astronomy problem, emphasizing that sky glow prevents observing the starry night sky. Many amateur astronomers feel that the key to solving the problem is this kind of awareness - and that's how to get it fixed. As a member of the Eatontown Environmental Commission in the early 1990s, I originally presented the issue of Light Pollution (LP) to local members primarily emphasizing the impact of sky glow when observing the night sky. The reaction regarding the need for a local LP ordinance was meager, even though I also talked about glare, trespass and energy. At that time most of my information was taken from International Dark Sky literature, which I acknowledged when asked. Unfortunately, special interest organizations such as the IDA are sometimes looked upon by municipality people with some skepticism. They assume such lobby groups often exaggerate or say anything to push their agenda. I spent the next few months educating myself by studying Illuminating Engineering Society of North America (IES) literature and talking with various IES committee members. I approached my local Environmental Commission again, but this time I concentrated my discussion on how LP affects the general public, not astronomers. My reference to sky glow was that it is a kind of "smoking-gun-evidence" of misdirected, excessive and wasteful lighting. I conducted a tour to show actual examples of existing Eatontown lighting, both good and bad, to illustrate the need for an ordinance.

The main principle is simple,
  • don't use artificial lighting outdoors when and where it's not necessary
  • let the light go just the right direction: down (and steep enough) Lighting fixtures with no down-protruding belly (a flat glass instead) do the job, (if lighting is really needed) like these in central Europe:

    In response to this, some communities have set up light pollution ordinances. However the problem has not been solved and greater awareness of light pollution is needed (a few organizations are attempting to educate the public on this issue). The types of lights that interfere with astronomy are not necessary: they waste electricity, cause excess pollution, but can easily be replaced with more efficient lighting that still illuminates the ground without sending as much light into the sky.

    Ecological Consequences of Artificial Night Lighting: Conference
    In 2002, Catherine Rich and Travis Longcore of The Urban Wildlands Group co-chaired the first North American conference on the ecological consequences of artificial night lighting. The conference was co-hosted by the UCLA Institute of the Environment and attracted a diverse group of presenters and attendees. Rich and Longcore are currently editing a book on the topic to be published by Island Press. Astronomers world-wide are concerned with the disappearing stars in the night sky due to increasing skyglow from uncontrolled urban uplight. Light pollution is stray light emitted from poorly designed and aimed lighting installations for advertising, business, security and street lighting. While some light is unavoidably reflected upward from illuminated surfaces, much of it spills outside the area that it is meant to illuminate creating glare light-trespass and skyglow This stray light and the energy generated to produce it is wasted. It unnecessarily contributes to greenhouse emissions, and wastes money. Also, this wasted light does not necessarily contribute to safety nor enhance amenity. Very often it creates a nuisance. We do need outdoor lighting at night but there are better alternatives that save energy and improve the quality of nighttime lighting that also help to reduce skyglow and preserve the night sky. Light pollution is much easier and cheaper to remedy than most other kinds of pollution!
