Image. Sky glow over Cowra a country town in NSW. The purpose of outdoor light should be to light up the ground to assist us see as we go about our business, and for our safety and security. Bright lights spilling beyond the intended property is a public nuisance and detracts from the amenity of the night environment. Worse still, is the unacceptable glare that causes a safety hazard to passing pedestrians and motorists. Glare could temporarely blind us because our eyes are always attracted to bright glare spots. Such light pollution robs us of right to privasy on our land when glaring spill light illuminate our property and light up our windows at night.
"In Australia, CSIRO has projected that demand for electricity will double by 2020 and that roughly 50% of the base load electricity usage should not be there. Base load electricity refers to the amount of electricity used overall by an economy 14 hours a day. In Australia base load electricity is as high as 70% of Australia's peak load, yet in the UK it is as low as 40%. This shows that in Australia, throughout the night, every night of the year, Australian business, commercial buildings and homes collectively are still using 70% of the peak load used during the day"
Outdoor lighting unnecessarely left on all night play a small but important part in reducing base load electricity usage over night and would help eliminate the need for new base load power stations.

Even at night, we are still in presence of light. Street lights, lights from buildings and even moonlight sneaks into our eyes. In modern days, with the aide of cheap light bulbs, it is easy to access light at anytime, anywhere. While this is a great convenience of modern technology, it also creates a lesser known from of pollution called light pollution. Light pollution may appear to cause no direct harm to the environment like other forms of pollution. However, it does have consequences we may not be aware of. One of the most obvious troubles belongs to the astronomers. While air pollution does contribute to the diminishing star visibility, light pollution also does its job preventing us from being able to see stars. Why? Let’s imagine you are in a large, completely dark room with a candle. How far do you think the candle needs to be before you can’t see it? Now how about in a well lit room? This is called absolute visual threshold. Looking at stars from the sky is like looking at the candle. With increasingly unnecessary lights at night, dim objects like nebula or galaxies are hard to observe. As a result, telescopes had to move away to remote areas.

This is what Earth looks like at night. Where are YOU located? Human-made lights are concentrated on developed or populated areas of the Earth's surface. Notice the "lit up" seaboards of Europe, the eastern United States, and Japan. Also notice that many large cities are located near rivers or oceans, which facilitates trade. Particularly dark areas include the central parts of South America, Africa, Asia, and Australia.
This image is a composite of hundreds of pictures made by orbiting satellites. Sure, it's beautiful. But most people do not realize that lighted buildings cause special trouble for night-flying migrants.
Marc Imhoff, a biologist at NASA's Goddard Space Flight Center, is one of many concerned scientists. For the past six years, he and a team of researchers have been looking for ways to measure the effects of urbanization on the biological productivity in the U.S. and other countries around the world. They made maps using satellite images of the world's lit-up cities at night. With these city light maps, researchers are zeroing in on the impacts of urban growth on the food we eat, the air we breathe, and the ecosystem within which we live.

Q. What is light pollution?
A. Simply put, light pollution is light that is allowed to go where it is not wanted. Light pollution is often referred to as "skyglow" and "light trespass". A common misconception and often quoted urban myth is that the only thing that humans have created which is visible from space is the Great Wall of China: It is in fact the light we send upwards from our planet at night! Satellite images of Earth show a tremendous variety of features, but one might think that images showing parts of Earth during the hours of darkness would be unrecognisable. The sad fact is that they are all too easy to recognise because of the artificial light that is poorly used and allowed to 'leak' upwards. Major cities, towns, motorways, roads and many other man-made features are all clearly visible from space nowadays due to wasted light. And the problem appears to be getting worse. A recent satellite survey revealed that in just seven years (from 1993 to 2000) the levels of light escaping upward have increased by 17% in the UK alone. Q. What causes light pollution?

Image 1. The night sky at the Black Forest Star Party in Cherry Springs, PA. This is a true dark-sky site with no light pollution. The Milky Way, star clouds, and dark nebulae can all be seen easily. Single 55 second exposure at ISO 3200 at f/2.8. Image 1 shows the Sagittarius, Scutum, Scorpius and the setting Milky Way. It was taken at one of the darkest observing sites on the east coast of North America in Cherry Springs State Park, Pennsylvania. This observing site has no light pollution. In 2000, the Pennsylvania Department of Conservation and Natural Resources declared Cherry Springs State Park the first Dark Sky Park in the state. All of these photos were taken looking in the same direction at the same time of night. They were all taken after the end of astronomical twilight, so any light in the sky is not from sunlight, or twilight. The Teapot asterism in Sagittarius can be seen in the center of the left-hand side of the photograph. Star clouds and dark nebulae in the Milky Way were easily visible to the unaided eye observing visually at this site. The "Dark Horse" dark nebula and Pipe dark nebula can easily be seen in the center of the photo. Color in the sky and star clouds that can be seen in this photo is not visible to the eye because human vision cannot perceive color under these low levels of illumination.

Existing Light Pollution Ordinances
Many communities have created ordinances to control lighting in response to increased public awareness of light pollution. Not only does this reduce light pollution, it reduces costs and is better for the environment. The following is a list of existing light pollution ordinances from communities in Southeast Michigan.
Proposed Light Pollution Ordinances
Lake Hudson Dark Sky Preserve
This part is repealed on June 10, 2003. So the Dark Sky Preserve will no longer be protected after 2003. There are two bills in the Michigan congress to extend the law. First, Senate Bill 430 was introduced April 26, 2001 by Senator Hammerstrom and referred to the Committee on Natural Resources and Environmental Affairs. If the bill passes, section 75106 would be amended to read:
