STANDARD DISTANCE LEARNING: AGREEMENT
1. Purpose. This agreement is intended to standardize the fundamental terms for origination and receipt of academic instruction via ATM in
Maine K-12 schools. Signatories to this agreement may supplement it with additional terms in writing, signed by authorized
representatives of schools participating in the origination or receipt of instruction.
2. Originating School Responsibilities. The originating school shall, on a timely basis, supply a course description to all receiving schools
invited to participate in the course, and shall provide a qualified and properly certified instructor.
3. Receiving School Responsibilities. The receiving school shall provide for adequate on-site supervision of students and adequate
technical support. Student discipline and supervision is the responsibility of the school where the students are physically located.
4. Supervision of staff. The originating school is the sole employer and supervisor of the instructor. If there are any concerns about the
conduct of the course or the instructor, such concerns should be communicated by the Principal of the receiving school to the Principal

(all revenue sources) aine students usually score better than their peers on national and international assessments. But that isn't good enough, leaders there say. Even though Maine's students consistently finish among the top few states on the National Assessment of Educational Progress and have fared well in recent international evaluations, state leaders are pushing for even higher achievement. They want more students to reach the "distinguished" and "advanced" levels on the Maine Educational Assessment. On the state's 1998 reading exam, just 1 percent of 4th graders and even fewer 8th graders were rated as distinguished, the highest classification. Twenty-two percent of the 4th graders and 18 percent of the 8th graders scored at the advanced level. Maine is routinely recognized for student achievement, but the state believes it can do better. On the mathematics exam, 7 percent of 4th graders and 2 percent of 8th graders reached the distinguished level. Thirteen percent of the 4th graders and 9 percent of the 8th graders scored at the advanced level.

Profession Attorney Sean Faircloth delivering his address, "One Nation Under the Constitution" in Burbank, California. Sean Faircloth served five terms in the Maine Legislature. Faircloth served on the Judiciary and Appropriations Committees. In his last term Faircloth was elected Majority Whip. In 2009 Faircloth became executive director of the Secular Coalition for America , advocating for separation of church and state, and for greater acceptance of nontheistic viewpoints in American life. Faircloth had the idea for the Maine Discovery Museum in 1996 and led the project from concept to completion in 2001. Maine Discovery Museum was then the second largest children's museum outside Boston in New England. Faircloth successfully spearheaded over thirty laws, including the so-called Deadbeat Dad child support law which saved Maine taxpayers hundreds of millions of dollars and was later incorporated into federal law. Faircloth had numerous legislative successes in children's issues and justice system reform.

Made possible by the Howard Hughes Medical Institute (HHMI), the Bates Science Education Outreach Grant Program offers Maine K-12 schools support for equipment, curriculum development and other projects that will improve science teaching and learning. To be eligible for funding, proposals must involve direct collaboration between a K-12 teacher or administrator and Bates faculty or students. Grants of $100 to $10,000 are available for science education projects during the academic year or for summer curriculum development projects. Any project with a well-designed plan, a sound and well-articulated budget, and a clear K-12 school-Bates College collaboration will be considered. March 15 is the deadline for proposals to be implemented this summer or during the fall 2002 semester, with notification by May 1.

Cooperative Buying Consortium for Schools The Department of Education's Maine CITE Program , has partnered with ACTEM (Association of Computer Technology Educators of Maine to offer Maine K-12 schools reduced pricing on specialized software and specific assistive technology devices. Working in collaboration with MADSEC (Maine Administrators of Services for Children with Disabilities) this partnership has expanded the purchasing power of school districts to get assistive technology in to the hands of students who need it.

SPEED ED: SPEED Lab K-12 Outreach
The SPEED ED Lab group is the educational outreach component of the SPEED Lab. Student members of SPEED ED are undergraduates planning to teach at the K-12 level after they graduate. They receive training to help with the planned K-12 outreach efforts of the SPEED Lab, with the following goals in mind:
  • Seed Maine K-12 schools with teachers familiar with modeling and simulation in mathematical biology
  • Expose K-12 students to these concepts, demonstrating some applications of mathematics and computers not typically seen at that level
  • Provide training in mathematical and computer-simulation modeling to students interested in learning more, and the opportunity to participate in current research in mathematical biology
  • Help recruit more students into fields such as mathematics, computer science, and biology, hopefully including possibly recruiting more students to enroll at the University of Maine and join the SPEED Lab
Outreach activities so far include
  • Giving talks to K-12 students and teachers at Orono High School and in Tempe, AZ (Spring/Summer 2008).

The state of California guarantees an equal education to every student; this includes equal access to instructional materials, safe and decent school facilities, and qualified teachers. The School Facilities Needs Assessment Grant Program was established to provide a comprehensive assessment of school facilities needs. This grant program is administered by the State Allocation Board. As a condition of receiving funds, school districts shall use the funds to develop a comprehensive needs assessment of all school-sites eligible for grants.
