Government of Malta Under its 1964 Constitution, Malta became a parliamentary democracy within the Commonwealth. Queen Elizabeth II was sovereign of Malta, and a governor general exercised executive authority on her behalf, while the actual direction and control of the government and the nation's affairs were in the hands of the cabinet under the leadership of a Maltese prime minister. On December 13, 1974, the Constitution was revised, and Malta became a republic within the Commonwealth, with executive authority vested in a Maltese president. The president appoints as prime minister the leader of the party with a majority of seats in the unicameral House of Representatives. The president also nominally appoints, upon recommendation of the prime minister, the individual ministers to head each of the government departments. The cabinet is selected from among the members of the House of Representatives. This body consists of between 65 and 69 members elected on the basis of proportional representation. Elections must be held at least every five years. Candidates for any vacancies are determined by the majority of votes obtained by a candidate during the previous elections.

The constitution provides for general elections to be held at least every five years. Candidates are elected by the Single Transferable Vote system, where the surplus votes of an elected candidate are transferred to the candidate receiving the second preference votes. The process of vote transfers continues until all five candidates for a district are elected.
    Malta's judiciary is independent. The chief justice and 19 judges, one of whom is currently serving in an international court, are appointed by the president on the advice of the prime minister after consultation with the leader of the opposition. Their mandatory retirement age is 65. The highest court, the Constitutional Court, hears appeals in cases involving violations of human rights, interpretation of the constitution, and invalidity of laws. It also has jurisdiction in cases concerning disputed parliamentary elections and electoral corrupt practices. The court of appeal hears appeals from the civil court and various boards and tribunals, including the Industrial, Small Claims, and Consumers' Tribunal, a court of criminal appeal and a criminal court, where a presiding judge sits with a jury of nine. The court of criminal appeal hears appeals from those convicted by the criminal court. There is also a juvenile court. There are also inferior courts presided over by a magistrate.

    About Malta Government
    Malta - a democratic state, evolved as an independent nation in 1964 and later in 1974, became a constitutional republic. The Head of State (President) is the authority to appoint the Head of Government (Prime Minister) as the leader of the party that gains a plurality of seats in the elections. The President is appointed by the Prime Minister in consultation with the cabinet members. The police are headed by a civilian commissioner under the effectual supervision of the Government. An independent judiciary sustains the Constitution's protections for individual rights and freedoms. Cultural and religious patterns strengthen the consistency of the Maltese society.
    The Political infrastructure in Malta comprises of a parliamentary representative democratic republic, whereby the Prime Minister of Malta is the head of government, and of a combined system. Executive power is exercised by the government. Legislative power is vested in both the government and parliament. Since Independence, the party system has been dominated by the Christian Democratic Nationalist Party (Partit Nazzjonalista) and the Social Democratic Malta Labour Party (Partit Laburista).
    Political developments since independence Two parties dominate Malta's polarized and evenly divided politics: the Nationalist Party - Partit Nazzjonalista - led by Prime Minister Lawrence Gonzi, and the Malta Labour Party - Partit Laburista - led by Alfred Sant. Elections invariably generate a widespread voter turnout exceeding 96%. Prior to the May 1987 election, the Maltese constitution was amended to ensure that the party that obtained more than 50% of the popular vote would have a majority of seats in parliament and would thereby form the government. The then Labour Party government proposed this constitutional amendment in exchange for Nationalist Party (in opposition at the time) agreeing to entrenching neutrality and non-alignment in the Constitution

    Malta Government Stocks - New Stock Issues
    On 20 July 2010, the Treasury announced the issue of 2 new Malta Government Stocks for a total aggregate amount of €100 million subject to an over-allotment option of up to a further €50 million. The 2 new stocks are:
    • (i) 3.75% MGS 2015 (VI) (Fungible Issue) at a price to be determined on Thursday 29 July (ii) 5.25% MGS 2030 (I) (Fungible Issue) at a price to be determined on Thursday 29 July
    The General Public has the possibility of applying for these stocks in multiples of a €100 and up to a maximum of €100,000 (nominal) per application. For applications in excess of €100,000 (nominal), a tendering process applies. Subscriptions open on Monday 2 August and close on Wednesday 4 August for the General Public while tenders in the form of sealed bids will be accepted until noon on Friday 6 August. The Treasury is also offering €30 million in a new fungible stock linked to the 6-month Eurobor. The Floating Rate MGS 2013 (VI) is only available for those investors subscribing for a minimum of €250,000 (nominal) and in multiples of €50,000 thereafter. Such applications must be in the form of sealed bids which must be lodged by noon on Friday 6 August. The floating rate is equal to the 6-month EURIBOR plus 45 basis points (0.45%). The actual rate payable will be determined 2 working days prior to the respective interest payment dates on 11 February and 11 August each year. The EURIBOR, or Euro Interbank Offered Rate, is the rate at which euro interbank term deposits are being offered by one prime bank to another within the European Monetary Union.

The IT agency made available it's consultation document "Open source vision; nurturing the proliferation of Open Source Software" last Friday at the 22nd National Information Society Advisory Council meeting that took place in the city of Valletta. In the document, MITA writes that it hopes that the consultation will result in a set of principles to speed-up the uptake of open source in Malta's public institutions. The agency is also looking for ways to innovate procurement of IT, to base it on openness and reusability.
