    MTEL Test
    The Massachusetts Tests for Educator Licensure (MTEL) were created by the Massachusetts Department of Education. The criterion-referenced assessments are part of the mandatory requirements for becoming a licensed teacher in the state, and are designed for pre-kindergarten through 12th grade teachers. Each MTEL test has a different standard for the score needed to pass. Once candidates pass the tests, the scores do not expire. Candidates may take tests over again if unsuccessful. Each MTEL test assessment has been created to get an account of the candidate's knowledge and skill in specific teaching areas. The four assessment categories are:
    • Communication and literacy skills test - Assesses both reading and writing. In reading, candidates will be assessed using multiple-choice and vocabulary questions. The writing assessment areas include synopsis, creating a written work, language and convention rules, and technical aspects of writing. Candidates must be able to read and understand passages, evaluate what is read, arrange writing material in an essay, outline and sum up, gather data from charts, and demonstrate understanding of words, language rules and conventional writing.
    • Academic (Pre-K - 12) subject matter tests - These assessments are in multiple-choice and written response format. Candidates will be tested on comprehension and knowledge about the subject in question. Tests are based on what a public school teacher in Massachusetts is expected to know. There are many different tests in this category; some examples are music, physical education, general curriculum or German.

What Does Reciprocity Really Mean? Reciprocity does not allow for an automatic transferal of licensure from one state to another state. Requirements for educators differ from state to state, thus there may be more tests, courses, fieldwork and/or workshops that you will have to complete to be fully licensed in another state. For the most part, after processing the initial paperwork states under an interstate agreement ( see interstate agreement section on NASDTEC website ) will issue you a "temporary" license for a period of one to two years, giving you this time to complete any requirements that you may be missing. It is very important to know what the licensure requirements are for the state to which you wish to transfer your license. Please see the following section to begin the investigatory process.

Alternate Routes to Teaching
General Certification Requirements Each state has unique requirements for teacher licensure or certification. For information about the requirements in your state, be sure to check with your state Department of Education. Even though most states have unique requirements, teachers are typically required to fulfill the following basic requirements:
  • A bachelor's degree, and in some states, a post-baccalaureate or master's degree. For elementary education, either a major or minor in education (for B.A.) or a Masters in Education will be required.
    For secondary subjects, a degree in the teaching area. An approved, accredited education program that fulfills student teaching and practicum requirements must be completed.
    In addition to the major, proof of a strong liberal arts foundation may be required. Most states require a passing grade on their state test or the PRAXIS exam. Some states require proof that you have taken a variety of college courses in basic subject areas (English, math, science, social studies, and language), particularly for obtaining licensure in elementary education.
  • Alternate Routes to Teaching To recruit more teachers, especially in areas with a shortage of teachers, a number of states have programs that offer nontraditional routes to teaching. Several have special licensing procedures for non-traditional applicants. The requirements for an alternative teaching licenses can differ by state.
