Legislative bicameral national assembly, directly elected lower house (81 members), and upper house (56 members) chosen indirectly by municipal councilors. Judicial a supreme court and lower courts are nominally independent but subject to control of executive branch; judicial decisions are rendered mainly on the basis of Shari'a (Islamic law) for social/family matters and a western style legal code, applied in commercial and some criminal cases.
    Political parties: 11 (November 2003 presidential elections).

    Mauritania Table of Contents Prior to independence, Mauritania served as a bridge between the Maghrib and West Africa, with strong cultural links to the former and equally strong economic and administrative ties to the latter. Like Sudan and Chad, which also link Arab North Africa with black Africa, Mauritania suffered internal social and political problems as cultures collided. The potential for conflict was strengthened by the proliferation of particularist-regional political parties before independence. These parties, composed exclusively of either ArabBerbers (Maures) or one of several black ethnic groups and advocating union with Arab Morocco or with black Mali, tended to aggravate existing cleavages. To overcome the structural problems intrinsic to the Mauritanian polity, its first president, Moktar Ould Daddah, resorted to one-party rule with a strong executive branch. Although the Constitution of 1961 called for some power-sharing between the president and the legislature, the National Assembly, in practice, routinely supported presidential initiatives, and government remained highly centralized. Daddah's ill-fated participation in the Western Sahara conflict and the resulting ruin of the Mauritanian economy led to a military coup in July 1978. Daddah was detained and later exiled, and his government was replaced by the eighteen-member Military Committee for National Recovery (Comité Militaire de Redressement NationalCMRN) with Lieutenant Colonel Mustapha Salek as president.

    President is abroad during military coup By Ahmed Mohamed
    ASSOCIATED PRESS August 4, 2005 The junta promised to yield to democratic rule within two years, but African leaders and the United States were quick to condemn the coup, declaring that the days of authoritarianism and military rule must end across the continent. Vall, 55, was considered a confidant of Taya and developed a reputation of calmness and reserve while serving as chief since 1987. The junta statement identified Vall as "president" of the military council that seized power. It named 16 other army officers, nearly all colonels, who would rule the country. The U.S. State Department joined the African Union in calling for the restoration of the government. "We call for a peaceful return for order under the constitution and the established government of President Taya," State Department spokesman Tom Casey said in Washington. Casey added that the United States was reaching out and talking to officials from the government.

    In April 1994 an agreement was signed by Mauritania, Mali and UNHCR representatives regarding the voluntary repatriation of Malian refugees from Mauritania. The Tuareg refugee
    camp in Mauritania closed in mid-1997, following the repatriation of some 42,000 Malians.
    Meanwhile, in April 1994 Mauritania, Mali and Senegal agreed to strengthen military co-operation in order to improve joint border security.
    In January 1995 the Governments of the three countries issued a communique in which they pledged co-operation in resolving -joint border issues and in combating extremism, arms-smuggling and drugs-trafficking.
    In mid-1996, at the conclusion of a meeting in Mauritania (Nouakchott) of ministers responsible for the interior, the three established joint security measures on their common borders. (An investigation into drugs-trafficking in Mauritania resulted in July in the imprisonment of seven senior police-officers and four magistrates.)
    In February 1989 Mauritania was a founder member, with Algeria, Libya, Morocco and Tunisia, of the Union of the Arab Maghreb. The member states subsequently formulated 15 regional co-operation conventions.

    Mauritania government agrees July 18 presidential vote
    Mauritania's transitional government on Sunday endorsed the internationally-brokered pact to overcome the west African country's political crisis and set the presidential election for July 18. However, anti-putsch politicians, who have been seeking a longer delay to the vote, claimed the decree was not properly adopted. "The council of ministers examined and approved the Dakar agreement of June 4, 2009..." said a government statement, adding "the government also examined and adopted a decree convening the electorate to vote in the presidential election planned for July 18, 2009." Under the internationally-mediated pact signed in Dakar, Mauritanian political forces agreed to the delay until July 18 the presidential election, which the general who led last year's putsch was set to sweep. General Mohamed Ould Abdel Aziz, who toppled Mauritania's first democratically elected president last August, was expected to have easily won the presidential election set for June 6 as opposition parties had boycotted the vote.
