LINKS GOVERNMENT he FSM Constitution, like that of the US, provides for three separate branches of government at the national level Executive, Legislative and Judicial . It contains a Declaration of Rights similar to the US Bill of Rights, specifying basic standards of human rights consistent with international norms. It also contains a provision protecting traditional rights. Unlike the US system, however, most major governmental functions other than the conduct of foreign affairs and defense are carried out by the State governments. The Congress of the FSM is unicameral with fourteen Senators - one from each state elected for a four-year term, and ten who serve two-year terms, whose seats are apportioned by population. Currently, Chuuk has six seats, Pohnpei four and two each are held by Yap and Kosrae. The President and Vice President are elected to four-year terms by the Congress, from among the four year Senators, and the vacant seats are then filled in special elections. Currently, the Honorable H.E. Leo A. Falcam is President of the FSM; the Honorable Redley Killion is Vice President; the Honorable Jack Fritz (of Chuuk) is Speaker of the FSM Congress. The Judicial Branch of the National Government is headed by the FSM Supreme Court, currently comprised of three Justices who sit in trial and appellate Divisions. At this time there are no other National courts. Justices are nominated by the President for a lifetime appointment and confirmed by the Congress. The Honorable Andon Amaraich (of Chuuk) is Chief Justice of the FSM Supreme Court.

Economy Of Micronesia
The economic activity of the Federated States of Micronesia consists primarily of subsistence agriculture and fishing. The islands have few mineral deposits worth exploiting, except for high-grade phosphate. The potential for a tourist industry exists, but the remoteness of the location and a lack of adequate facilities hinder development. Financial assistance from the US is the primary source of revenue, with the US pledged to spend $1.3 billion in the islands in 1986-2001. Geographical isolation and a poorly developed infrastructure are major impediments to long-term growth.
Under the terms of the Compact of Free Association, the United States provided FSM with around $2 billion in grants and services from 1986 to 2001. The Compact's financial terms are being renegotiated for an extension period. In 2001 the U.S. provided more than $84 million in Compact grantsan amount equivalent to over one-third of FSM's GDPplus more than $20 million through other federal programs. Total official development assistance from all sources was more than $100 million in 2001, with nearly 90% of that total coming from the U.S.

For as long as people have lived in these islands, there has been government. After all, government is simply the way in which power and authority are organized in a society. Any community must have its leaders, rules of conduct, and the authority to enforce those rules. They are as important for the well-being of the community as food cultivation and housing.
This textbook presents a look at the government in the Federated States of Micronesia, as it exists now and as it has developed over the years. That's why it is entitled "Micronesian Government: Yesterday, Today, and tomorrow." In this book students learn about the system of government in the islands today, and how the government came to be the way it is today.
Government did not begin with the arrival of the first foreigners. Government is as old as the Micronesian people themselves. Long before the first legislature was formed or the first governor was appointed island people had been governing themselves. Hence, this book begins with the traditional government in the different parts of the FSM and the way in which the traditional systems operated. Students see how leaders exercised their power, but also how ordinary people influenced the decisions that were made in their communities.

IN MY OPINION: The island of Kosrae is about a 45 min plane ride east of Pohnpei and on the "island hopper" route of Continental Micronesia. The island is small, the people of Kosrae are very hospitable, and because it's in the wet region of Micronesia, almost anything will grow there. If you like reefs that have huge coral pinnacles and formations, and all of the associated reef fish, you'll really enjoy diving here. However, Kosrae doesn't have the wide diversity of diving that you'll find in Pohnpei, Yap, Palau, and even here on Guam. For JUST a dive destination there are better choices. BUT for a combo land eco tours, total kick back vacation with a few days of diving, you'll absolutely love it here. This is a beautiful island.
