    Contemporary Challenges and the Role of Japan
    Dr. Chiyuki Aoi Associate Professor, Aoyama Gakuin University The gpeace support operations (PSO) doctrineh has developed as a way to manage the complex operations that encompass conflict resolution, peacekeeping, peacemaking, peace enforcement, and peacebuilding, thereby enabling long-term solutions to armed conflict and regeneration of war-torn societies through a multi-actor engagement. As a doctrine, it reflects the way Western nations (primarily NATO member states) have responded, mainly within the framework of UN-mandated missions, to threats to security deriving from the civil wars and other internal disturbances that are now the dominant source of conflict around the world. Understanding the doctrinal perspective of peace support operations today is critical for Japan, particularly given that the country is at a crossroads regarding its future involvement in international peace support and reconstruction operations. After clarifying the strategic rationale and evolution of the doctrine of peace support operations, this paper will identify the key dilemmas observed in such operations today. I will then examine Japan's options, in light of the doctrinal discussion and conclude with some practical recommendations for action on the part of Japan in developing peace support mechanisms.

It almost brought a tear to my eye and a lump to my throat when it was reported that OPEC is concerned about the potential impact of near record oil prices on the world’s economy. Isn’t that just the sweetest thing? The cartel that helped bring the world $76 a barrel oil is now all of a sudden feeling a rush of concern that these prices are a danger. Not that they see any problems right now with the world's economy mind you, but they stand ready to pump more oil if needed. Never mind that some estimate that OPEC production fell last month. That was afterall, the old OPEC. This appears to be a new loving, caring cartel. Canada: Energy pussycat Stephen Harper likes to describe Canada as an "energy superpower." It's a catchy claim, but a ridiculous one.

2009 Algeria saw relatively peaceful Presidential elections in April, with a landslide victory for President Abdelaziz Bouteflika, accompanied by protests from opposition groups over the fairness and legitimacy of the elections. Al-Qaeda in the Islamist Maghreb (AQIM) militants continued to attack from their stronghold in the northeastern part of the country with President Bouteflika and the Algerian security forces waging an ongoing counter-offensive. The current attacks by the insurgents are seen as a sign of their decline in power in the area, but reports that returning Algerian fighters from Iraq are joining the ranks of AQIM have raised concerns among security officials. Conflict continued as the al-Qaeda in the Islamist Maghreb (AQIM) continued to launch attacks against the government throughout 2008, with conflict reaching its peak in August. Civilian casualties mounted as both car and human bombs were used throughout the year, supposedly targeting military, police, foreign and government units countrywide. In August 2008, in a series of attacks over the span of 2 days by AQIM, approximately 80 were killed, in what was the most violent week for Algerians in almost a year. Conflict intensified as the newly named al-Qaeda in the Islamist Maghreb (AQIM) (formerly the Salafist Group for Preaching and Combat - GSPC) launched a suicide bombing campaign throughout much of the year. Civilian casualties mounted as both car and human bombs were detonated in public places. In December 2007, at least 10 United Nations employees were killed when bombs exploded outside their Algiers office building. President Abdelaziz Bouteflika continues to attempt reconciliation but raids on insurgent camps have also been carried out in an attempt to end the violence.

Supposedly, because they are afraid that if they don't vote for it, they will lose the upcoming election. In other words, voters - a.k.a. The American People - want to torture foreigners and make them disappear into dungeons without recourse, and will punish any lawmaker that stands in their way:
Enemy Combatants: A dangerously broad definition of “illegal enemy combatant” in the bill could subject legal residents of the United States, as well as foreign citizens living in their own countries, to summary arrest and indefinite detention with no hope of appeal. The president could give the power to apply this label to anyone he wanted.
The Geneva Conventions: The bill would repudiate a half-century of international precedent by allowing Mr. Bush to decide on his own what abusive interrogation methods he considered permissible. And his decision could stay secret — there’s no requirement that this list be published.
Habeas Corpus: Detainees in U.S. military prisons would lose the basic right to challenge their imprisonment. These cases do not clog the courts, nor coddle terrorists. They simply give wrongly imprisoned people a chance to prove their innocence.

Not absolutely united one, like France or else, but as I said, some kind of confederation.
There could be a lot of positive facts in this way:
1)up than 6 million inhabitants, more than in Norway and Ireland and else, it means bigger respect against us, not like now when there is some mini countries with million people against giants,
2)bigger territory, like Czech Republic and else, which means bigger respect again,
3)higher competitiveness, cause six millions with resources of three countries can make up better and cheaper things than each other separately,
4)maybe funny, but fact, Lithuania basketball team with better players from Latvia and Estonia could take great places in championships, the same with football and other sports,
5)in the end, than us could see in map, our army will be stronger and other bonuses.

HONG KONG—Legislators in China's troubled northwestern region of Xinjiang have passed a new "ethnic unity" law banning pro-independence speech and writings, following last year's deadly ethnic violence between minority Uyghurs and Han Chinese. The "Law on Education for Ethnic Unity in Xinjiang" was voted into law by regional legislators last week, and will take effect from Feb. 1. "It rules that all people and organizations are banned from promulgating speech detrimental to ethnic unity, and from gathering, providing, producing, and spreading information to that effect," Eligen Imibakhi, chairman of the Standing Committee of the Xinjiang Regional People's Congress, was quoted by official media as saying. The law spells out that it is an obligation for all citizens to work towards national unity and against secession, the official Xinhua news agency reported. "Anyone who endangers ethnic unity or provokes secession will face penalties and prosecution," the agency said.

      The Cayman Islands are located in the western Caribbean Sea . They are the peaks of a massive underwater ridge, on the edge of the Cayman Trench, 8000 feet deep. The islands lie in the centre of the Caribbean south of Cuba and North West of Jamaica . But even Grand Cayman, the largest of the three islands, is not visible on many maps. The three islands are situated about 480 miles (770 km) south of Miami, 150 miles (240 km) south of Cuba, and 180 miles (290 km) northwest of Jamaica. Grand Cayman is by far the biggest, with an area of 76 square miles (197 km²). The two " Sister Islands " of Cayman Brac and Little Cayman are located about 90 miles (145 km) northeast of Grand Cayman and have areas of 14 square miles (36 km²) and 10 square miles (25.9 km²) respectively. All three islands were formed by large coral heads covering submerged ice age peaks of the western extension of the Cuban Sierra Maestra range. Grand Cayman and Little Cayman are mostly flat. Cayman Brac has The Bluff, which rises to 140 feet (42.6 m) above sea level, the highest point of all three islands.
