Audit: Praise for Minnesota charter schools' finances but pause on academics
Norman Draper: A report from the Minnesota legislative auditor's office says test scores are lower than average and the schools can use more oversight. It urged legislators to tighten the controls. Minnesota's charter schools need more oversight and post poorer test scores than their regular district school brethren, but have made big strides toward financial health, according to a report released Monday by the office of the legislative auditor. The report offered a mixed bag of pluses and minuses for Minnesota's 143 charter schools, which have higher turnover and much higher populations of minority and low-income students than regular schools. The report's authors termed oversight of charter school operations and finances "unclear and often quite complicated," and called for legislation to tighten controls. Minnesota Office of the Legislative Auditor We evaluated the performance, oversight, and accountability of charter schools. We found that, in general, charter schools do not perform as well as district schools; however, after accounting for relevant demographic factors and student mobility rates, the differences in student performance were minimal. Additionally, we found that charter school oversight responsibilities are not clear, leading to duplication and gaps in oversight. We recommend the Legislature clarify the roles of the Minnesota Department of Education (MDE) and sponsors (organizations that authorize, monitor, and evaluate charter schools) and that MDE implement standards for sponsors. We also recommend that the Legislature strengthen conflict of interest laws for charter school boards.

    Education Minnesota Let me set the record straight: Education Minnesota is not "against" charter schools. We support anything that is proven to help kids learn. If the teachers, principals and staff at any school come up with an innovation that increases student achievement, we want to know about it, and we want to figure out how other Minnesota schools can adapt it to help their own students. Innovation, accountability for results and dissemination of the best teaching ideas statewide that was the intent when the Legislature created charter schools in 1991. But it's not what most charter schools are doing today. Before Minnesota embarks on further charter expansion, we think it's time for a closer look at how well the charter school movement is living up to its founding principles. Charter schools today operate as an expensive parallel public school system in Minnesota, attracting pupils and resources that might otherwise have gone to traditional public schools but without returning statewide benefits in the form of higher student achievement or successful new ways of teaching and learning.

Most of the information about currently operating schools presented in these Profiles came directly from each school's 2001-2002 annual report, but some charter schools did not have reports on file. Please note that in some cases, schools reported data in different ways (i.e., raw numbers versus percentages), and in other cases, schools chose not to respond at all. Accordingly, with respect to certain categories in these Profiles, data is presented in each school's own language, and is therefore not presented consistently across schools. We hope that you will find these Profiles useful nonetheless. This document represents a first attempt to compile a huge amount of information. We know there will be some inaccuracies, and we ask that you bear with us as we identify and correct them. The following categories require further explanation: Grades Served: Each school is designated as "Elementary," "Secondary," or "Both." "Elementary" is considered to serve grades K-6, and "Secondary" to serve grades 7-12. If a school serves students at both levels, we used the designation of "Both."

The Math and Science Academy (MSA) is a Charter School that is located in the City Center neighborhood of Woodbury, Minnesota. MSA is a tuition free public school open to any student in the state of Minnesota. MSA offers a challenging curriculum presented by licensed educators that includes intense math and science experiences, balanced with strong humanities and arts programs.
To meet this challenge, MSA students are expected to value and seek out their education.
