Mongolia Government
Mongolia Government today is a democratic government under the new Constitution adopted in 1992. The fall of Berlin Wall and the collapse of communism in the Eastern Europe and in the Soviet Union triggered long awaited revolution but thankfully it was peaceful Democratic Revolution in 1990. Enjoy Mongolian National Anthem... I was just starting my two-year mandatory military service and I remember my first 48 hours of "freedom" was reduced to 12 hours in December 1989 due to democratic rallies in the Sukhebaatar square. Mongolia started to engage in economic and diplomatic relations with the Western world. Mongolia embraced the western ideology with wide open minds. English was highly promoted and we started to see English speaking Caucasians. Christian missionaries were the first ones to get in close contact with local young people. I happened to be one of them who was converted to Christianity and begin to learn English. There are also some problems in Mongolia.

    Type: Parliamentary form of government, president second in authority to the State Great Hural.
    Independence: 1921; democratic reform and shift from dependence on the former Soviet Union declared 1990.
    Constitutions: 1960 and February 12, 1992.
    Branches: Executive power is divided between a president (elected by a popular election in May 1997) and prime minister (current cabinet nominated by the prime minister was formed in August 2000 by the State Great Hural, which was elected in July 2000). Legislative State Great Hural (76 deputies). Judicial Constitutional Court is empowered to supervise the implementation of the constitution, makes judgment on the violation of its provisions, and solves disputes. Legal code based on Continental and Russian law is under revision. No provision for judicial review of legislative acts. Legal education at Mongolian State Univ. and private universities. Mongolia accepts ICJ jurisdiction.
    Political parties: 24 announced political parties (19 listed under "Government" section).

(Photo: Andrew Cullen) See also: Photos: Communities Suffer from Prolonged Harsh Winter Since January, temperatures have hovered around minus 30 degrees Celsius and snow has covered 90 percent of the landlocked nation. Known locally as a "dzud," the harsh winter weather has killed over 3.3 million head of livestock and has threatened food and fuel supplies in rural communities, aid agency representatives say. Tens of thousands of families have lost more than 50 percent of their animals and face a grim future. Now, as winter is slowly giving way to spring, the full effect of the devastation is coming into sharper focus. [ For background see the Eurasia Insight archive Some in the international donor community have criticized the government's handling of the crisis, suggesting that officials were faulty in addressing human factors related to the disaster. Unchecked animal populations, unregulated pasture use, and a lack of preparation by both herders and government officials contributed to the severity of this year's dzud, some foreign experts contend. Neglecting to implement policies like herd-size regulations - especially for goats - now leaves Mongolia more vulnerable to dzuds in the near future.
