Mongolia : History
From the late seventeenth century to the early twentieth century, Mongolia was a major focus of Russian and Manchu-Chinese rivalry for predominant determine in all of Northeast Asia. In the process, Russia absorbed those portions of historical Mongolia to the west and north of the present Mongolian People's Republic. The heart of Mongolia, which became known as Outer Mongolia, was claimed by the Chinese. The area was distinct from Inner Mongolia, along the southern rim of the Gobi, which China absorbedthose regions to the southwest, south, and east that now are included in the People's Republic of China. Continuing Russian interest in Mongolia was discouraged by the Manchus. As Chinese power waned in the nineteenth and the early twentieth centuries, Russian determine in Mongolia grew. Thus Russia supported Outer Mongolian declarations of freedom in the time immediately after the Chinese Revolution of 1911. Russian interest in the area did not diminish, even after the Russian Revolution of 1917, and the Russian civil war spilled over into Mongolia in the time 1919 to 1921. Chinese efforts to take advantage of internal Russian disorders by trying to reestablish their claims over Outer Mongolia were thwarted in part by China's instability and in part by the vigor of the Russian reaction once the Bolshevik Revolution had succeeded. Russian predominance in Outer Mongolia was unquestioned after 1921, and when the Mongolian People's Republic was accomplished in 1924, it was as a communist controlled satellite of Moscow.

In the early 15th century, Mongol unity gave way to internal quarrels and dissension. Tibetan Buddhism gained ascendancy in the 16th century, and in 1650 the son of the Mongol khan of Urga (now Ulaanbaatar) was named a Living Buddha. An alliance of Buddhist theocracy and secular Mongol aristocracy ruled the country from 1696 until the 20th century, under the suzerainty of the Qing (Manchu) dynasty of China. Yumzhagiyen Tsedenbal led Mongolia from 1952 until 1984, followed by Jambyn Batmonh. When Batmonh resigned in March 1990, former foreign trade minister Punsalmaagiyn Ochirbat became president. Ochirbat inaugurated a period of political and economic liberalization in Mongolia. A new constitution was adopted in January 1992, and the reconstituted Mongolian Peoples Revolutionary Party (MPRP) swept the parliamentary elections in June of that year. In January 1993 President Ochirbat and Russian president Boris Yeltsin signed another treaty of friendship and cooperation, to replace the treaty of 1986. In June 1993 President Ochirbat was reelected. A coalition of opposition parties presented a platform of continued economic reform in Mongolias 1996 parliamentary elections. The Democratic Alliance, as the coalition was called, took 50 of the 76 seats in the Great Hural. However, the pace of Mongolias transition to a free-market system generated mixed support among the countrys voters. Despite a three-year, $57-million loan from the International Monetary Fund (IMF), the economic reforms caused increased inflation and unemployment. In presidential elections held in 1997, voters replaced President Ochirbat with the MPRP candidate, Natsagiin Bagabandi, who campaigned on promises of slowing the pace of reform and increasing social services. In the 2000 parliamentary elections, the MPRP won a landslide victory, securing 72 seats in the Great Hural. The new MPRP government also indicated it would pursue economic reform at a more cautious pace. In another show of public support for the MPRP, President Bagabandi was reelected in the May 2001 presidential elections.

Inner Mongolia Autonomous Region (aka Inner Mongolia), which lies south of present-day Mongolia (aka Outer Mongolia), got its name because of the presence of large numbers of Monan ("Southern") Mongols in the area at the time the region became a part of the People's Republic of China. Before that, the territory corresponding to present-day Inner Mongolia became a part of the Republic of China after the fall of the Qing (CE 1644-1911) Dynasty (all of Mongolia had become a part of China by the close of the Qing Dynasty). But Inner Mongolia had not always been "Mongolian". It was first during the Song (CE 960-1279) Dynasty that a large Mongol tribe appeared in the area. Earlier, i.e., from the Tang (CE 618-907) Dynasty down to the arrival of Genghis Khan (see a short profile of Genghis Khan below) and his Mongol hordes, the territory called Inner Mongolia was inhabited primarily by Turkic tribes. With the rise of the Yuan (CE 1279-1368) Dynasty, the area came under strong central government rule, which in fact was Mongolian rule (the first emperor of the Yuan Dynasty, it will be remembered, was Kublia Khan, the grandson of Genghis Khan), and the numbers of Mongols in present-day Inner Mongolia increased.

    Genghis Khan's conquests The next centuries were marked by violent power struggles between various factions. In the mid-16th century, Altan Khan of the Tümed, a grandson of Batumöngke - but no legitimate Khan himself - became powerful. Abtai Khan of the Khalkha converted to buddhism in 1585 and founded the Erdene Zuu monastery in 1586. His grandson Zanabazar became the first Jebtsundamba Khutughtu in 1640.
    The last Mongol Khan was Ligden Khan in the early 17th century. He got into conflicts with the Manchu over the looting of Chinese cities, and managed to alienate most Mongol tribes. He died in 1634 on his way to Tibet, in an attempt to evade the Manchu and destroy the Yellow Hat sect of Buddhism. By 1636, most Inner Mongolian tribes had submitted to the Manchu. The Khalkha eventually submitted to the Qing in 1691, thus bringing all but the west of today's Mongolia under Beijing's rule.
    During the collapse of the Qing Dynasty in 1911, Mongolia declared independence, but had to struggle until 1921 to firmly establish de-facto independence, and until 1945 to gain international recognition. As a consequence, it came under strong Russian and Soviet influence: In 1924, the Mongolian People's Republic was declared, and Mongolian politics began to follow the same patterns as Soviet politics of the time.

In 1206 AD, a single Mongolian state was formed based on nomadic tribal groupings under the leadership of Chinggis ("Genghis") Khan. He and his immediate successors conquered nearly all of Asia and European Russia and sent armies as far as central Europe and Southeast Asia. Chinggis Khan's grandson Kublai Khan, who conquered China and established the Yuan dynasty (1279-1368 AD), gained fame in Europe through the writings of Marco Polo. Although Mongol-led confederations sometimes exercised wide political power over their conquered territories, their strength declined rapidly after the Mongol dynasty in China was overthrown in 1368. The Manchus, a tribal group which conquered China in 1644 and formed the Qing dynasty, were able to bring Mongolia under Manchu control in 1691 as Outer Mongolia when the Khalkha Mongol nobles swore an oath of allegiance to the Manchu emperor. The Mongol rulers of Outer Mongolia enjoyed considerable autonomy under the Manchus, and all Chinese claims to Outer Mongolia following the establishment of the republic have rested on this oath. In 1727, Russia and Manchu China concluded the Treaty of Khiakta, delimiting the border between China and Mongolia that exists in large part today.
