Early in the 20th century, Namibia was a German colony (German South West Africa). After the 1st World War, it became a League of Nations-administered territory. Following the 2nd World War, the United Nations mandated control of the country to South Africa when as South-West Africa it was administered by a South African-appointed administrator-general. Namibia Government
The Namibian Constitution commits the Namibia government to the sustainable use of all the country’s natural resources for the benefit of its people. Namibia’s constitution, adopted on February 9 February 1990, established the country as a sovereign, secular, democratic and unitary State founded upon the principles of democracy, the rule of law and justice for all. The president is voted in directly by the electorate for a five year term and is supported by the prime minister and the cabinet. Namibia is ruled by a Multiparty Parliament and has a democratic constitution that is highly regarded by the international community. The government’s policy of national reconciliation and unity embraces the concepts of tolerance, respect for differing political views, racial and ethnic harmony. The constitution follows the principle of a separation of powers whereby, government is divided into three branches:
The Namibia Executive
The executive is responsible for law implementing. The executive powers are vested in the president and the Cabinet who initiate laws and ensure that they are implemented.
The Namibia Legislature
Legislative powers resides with parliament, that is the National Assembly and the National Council, with the former playing the dominant role. The Legislature is responsible for law making.

    Namibia : Government
After 80 days, the Constituent Assembly produced a constitution which accomplished a multi-party system and a bill of rights. It also limited the administrator president to two 5-year terms and provided for the private ownership of property. The three branches of government are subject to checks and balances, and a provision is made for judicial review. The constitution also states that Namibia should have a mixed economy, and foreign investment should be promoted. While the ethnic-based three-tier South African-imposed governing authorities have been broken, the current government pledged for the sake of national reconciliation to retain civil servants employed during the colonial time. The government is still organizing itself both on a national and regional level. The Constituent Assembly converted itself into the National Assembly on February 16, 1990, retaining all the members elected on a straight party ticket. The judicial structure in Namibia parallels that of South Africa. In 1919, Roman-Dutch law was declared the common law of the territory and remains so to the present.
