New Hampshire Judge Rules on Electronic Records Requests
Updated from, New Hampshire Lawsuit Highlights Problems with Record Requests for Electronic Documents Keene, New Hampshire This week, Vermont Judge John P. Arnold delivered his ruling in Nolen v. City of Keene, determining that Keene had complied with open records law by delivering the information Nolen had requested in paper copy. The judge stated that the city need only provide the records and was not required by New Hampshire law to comply with Nolen's request for digital copies of the records. This decision established the precedent that public agencies are not obligated to comply with records requests for a specific format, a topic that has recently been heavily debated in other states . It is unknown if an appeal will follow.
JUA ruling puts $110 million budget hole
The ruling blocked the state from balancing its budget with a medical malpractice fund of $110 million. Belknap County Superior Court Justice Kathleen McGuire said the state had no right to the funds because they belong to the Joint Underwriting Association. The state will probably appeal, however the $110 million may not be touched. The budget writers assumed the money would balance both the last budget and the current one. The state is not legally obligated to operate with a balanced budget, but they may hold a special session to make up the difference.

Project Integra
Project Integra is a partnership working to provide an integrated approach to the collection, treatment and disposal of municipal waste in Hampshire. This covers around 740,000 households and over 800,000 tonnes of waste a year. Our origins go back to the early 1990s when the need to move away from the landfilling of most waste was recognised.  The approach developed in Hampshire was one of partnership between the 14 local authorities in the area and plans for change were developed together.  This way of working continues to this day and the partnership is now joined by the private company that secured the long-term disposal contract. Our approach blazed a trail in the UK both for the planning and development of infrastructure and for partnership working in waste.  We now benefit from some of the best waste infrastructure in the UK which, combined with services on the ground and the enthusiastic participation of residents, has transformed the way waste is managed in Hampshire.

State of New Hampshire "government structure" 101 I know I've been in the state for about 1-1/2 years and should know these things, but things have been rather chaotic since we first moved and are finally calming down, so my mind is starting to work again.
Anybody know where the best place to start on learn how the government is structured either from the State level down to town level or town level up to the State level? I've checked the state website and the county website and the local website and maybe I'm looking for the impossible - a kind of flow chart maybe?
