GOVERNMENT New Zealand has a parliamentary system of government closely patterned on that of the United Kingdom and is a fully independent member of the Commonwealth. It has no written constitution. Executive authority is vested in a cabinet led by the prime minister, who is the leader of the political party or coalition of parties holding the majority of seats in parliament. All cabinet ministers must be members of parliament and are collectively responsible to it.
The unicameral parliament (House of Representatives) usually has 120 seats, seven of which currently are reserved for Maori elected on a separate Maori roll. However, Maori also may run for, and have been elected to, non-reserved seats. Parliaments are elected for a maximum term of 3 years, although elections can be called sooner.
The judiciary consists of the Supreme Court, Court of Appeal, High Courts, and District Courts. New Zealand law has three principal sourcesEnglish common law, certain statutes of the U.K. Parliament enacted before 1947, and statutes of the New Zealand parliament. In interpreting common law, the courts have been concerned with preserving uniformity with common law as interpreted in the United Kingdom.
Local government in New Zealand has only the powers conferred upon it by parliament. The country's 12 regional councils are directly elected, set their own tax rates, and have a chairperson elected by their members. Regional council responsibilities include environmental management, regional aspects of civil defense, and transportation planning. The 74 "territorial authorities"15 city councils, 58 district councils in rural areas, and one county council for the Chatham Islandsare directly elected, raise local taxes at rates they themselves set, and are headed by popularly elected mayors. The territorial authorities may delegate powers to local community boards. These boards, instituted at the behest either local citizens or territorial authorities, advocate community views but cannot levy taxes, appoint staff, or own property.

Cisapride (Prepulsid™) causes QT-prolongation which may worsen to life-threatening torsade de pointes. The WHO database holds 159 reports of these events. Many patients were taking interacting medicines, most commonly erythromycin, fluconazole, clarithromycin and amiodarone. Excessive dose and electrolyte disturbances also featured in the cases.
Cisapride should be avoided with substances which inhibit cytochrome P450 3A4, with other agents which prolong the QT-interval, in patients with predisposing factors for arrhythmia or pre-existing QT-prolongation and in patients with hepatic failure.
Cisapride can cause QT-prolongation
An article published in Prescriber Update in February 1997 advised of the possibility of QT-prolongation with cisapride (Prepulsid™). At that time it was not possible to be confident of the causal association. Since that time further data, including clinical studies, have become available confirming the association.

At the end of July 1999, the WHO database held 159 reports of QT-prolongation and/or torsade de pointes with cisapride. 82 of these cases involved torsade de pointes. The Moscow branch employs eight staff and operates out of the Embassy of New Zealand in Moscow. We have been operating as an Immigration New Zealand branch since 2000. Our most experienced staff member has been processing applications for more than 15 years. All the visa officers employed at the Moscow branch are fluent in Russian and English.
We are responsible for processing all of the above types of visas for the following countries: Armenia, Tajikistan, Azerbaijan, Turkmenistan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Ukraine, Russia, and Uzbekistan. All applicants from the above countries will need a visa to go to New Zealand. This includes people who wish to transit New Zealand. For Lithuania, Latvia, and Estonia we process permanent residence visa (Family Category) applications only. The citizens of these countries are exempt from having to obtain a temporary visa for visits up to three months. Visa waiver does not apply to people travelling on alien's (non-citizen's) passports issued by these countries.

Insulation key factor in energy conservation New Zealand Government commitments to a range of policies advancing the concept of sustainability in the building sector is underpinning the role of insulation as a key factor in energy efficiency and conservation. Among these policies are programmes directed at the retrofitting of insulation to state-owned houses through Housing New Zealand and subsidies targeted at insulation retro-fit for low income family homes. A stock-take review by the Energy Efficiency and Conservation Authority (EECA) says that a redesigned and growing residential energy efficiency retrofit programme has to date improved insulation in about 17,000 of 100,000 targeted homes. EECA says New Zealand has about 835,000 homes that were built before insulation became compulsory, many of which are likely to remain well below current domestic and international standards. It says good quality research on energy use in buildings has been undertaken and a major study has shown significant social, environmental and economic benefits from residential energy efficiency retrofits. It adds that the health benefits of such retrofits have been substantiated by research. The EECA review as undertaken as a prelude to establishment of a fresh National Energy and Conservation Strategy to update a former strategy set in 2001. The new strategy is to be finalised by March, 2007. It is to be an integral part of a revamped National Energy Strategy for which terms of reference are currently being decided.
