    GOVERNMENT On January 15, 1966, a small group of army officers, mostly southeastern Igbos, overthrew the government and assassinated the federal prime minister and the premiers of the northern and western regions. The federal military government that assumed power was unable to quiet ethnic tensions or produce a constitution acceptable to all sections of the country. In fact, its efforts to abolish the federal structure greatly raised tensions and led to another coup in July. The coup related massacre of thousands of Igbo in the north prompted hundreds of thousands of them to return to the southeast, where increasingly strong Igbo secessionist sentiment emerged. In a move that gave greater autonomy to minority ethnic groups, the military divided the four regions into 12 states. The Igbo rejected attempts at constitutional revisions and insisted on full autonomy for the east. Finally, in May 1967, Lt. Col. Emeka Ojukwu, the military governor of the eastern region, who emerged as the leader of increasing Igbo secessionist sentiment, declared the independence of the eastern region as the "Republic of Biafra." The ensuing civil war was bitter and bloody, ending in the defeat of Biafra in 1970.

Thank God that at last, Ekiti State was delivered from the inglorious and epileptic governance exhibited through leadership style of the erstwhile governor of the state-Engineer Segun Oni.     Nigerias 1979 constitution laid out a government styled after that of the United Statesmade of separate executive, legislative, and judicial branches. A new constitution was promulgated in 1989 that introduced minor changes. After General Abacha's death in June 1998, his successor, Major General Abdulsalam Abubakar, promoted a transition to democratic, civilian rule and appointed a constitutional commission to draft a new constitution. Legislative and presidential elections based on the old constitution were held in February and March 1999, and the newly elected civilian government assumed control in May.
  • Executive

  • The president is elected to a four-year term by receiving a plurality of the total vote and at least one-fourth of the vote in at least two-thirds of the states. The presidents running mate becomes vice president for the same term. Cabinet appointments, made by the president and approved by the Senate, are constitutionally required to reflect Nigerias "federal character", that is, the countrys cultural diversity.
  • Legislature

  • The constitution calls for a two-chamber National Assembly with members elected to four-year terms. The upper chamber, or Senate, provides three seats for each of Nigerias 36 states and one seat for the Federal Capital Territory, Abuja. In the lower chamber, or House of Representatives, the number of seats representing each state is based on the states population. Legislative elections were held in February and March 1999 for 109 Senate seats and 360 seats in the House of Representatives.

    Government: Federal republic under strong presidential administration. Became parliamentary democracy at freedom; under military rule 1966 to 1979, 1983- . Constitution of 1979 amended February 1984. New constitution published 1989 and scheduled to take effect January 1993; provides for three independent branches of government: administrator, legislative, judicial. National Assembly broken in 1983, had not been reinstated as of mid-1991. Transition to civilian rule scheduled to be completed January 1993. Administrative Divisions: Thirty states separated into local councils; Federal Capital Territory of Abuja projected to become partially operational as national capital in 1991 as federal departments transfer from Lagos. Judicial System: Legal system based on English common law modified by Nigerian rulings, constitution of 1979, legislative enactments, and decrees of military government in effect. Draft constitution of 1989 to take effect at start of Third Republic. Customary and Muslim sharia law recognized in personal status matters. Federal system included Supreme Court, federal courts of appeal, and federal high courts. Supreme Court had original jurisdiction in constitutional disputes. Politics: In 1989 two political parties accomplished by government: National Republican Convention, slightly right of center, and Social Democratic Party, slightly left of center. Presidential elections scheduled for December 1992.
