The report comes nearly three weeks after Hurricane Katrina devastated the Gulf Coast, and reflects the fact that the Coast Guard and other agencies are able to only now tackle environmental problems since the search and rescue effort is winding down.

    Oil Spills
Home Library Health Public Health Encyclopedia Oil is one of the world's main sources of energy, but because it is unevenly distributed it must be transported by ship across oceans and by pipelines across land. This results in accidents when transferring oil to vessels, when transporting oil, and when pipelines break, as well as when drilling for oil. While massive and catastrophic oil spills receive most of the attention, smaller and chronic oil spills and seeps occur regularly. These spills contaminate coasts and estuaries, and they can cause human health problems. Oil is a mixture of hydrocarbon compounds, which are the decayed remains of marine animals and plants that lived in shallow inland seas, died, and drifted to the bottom. For the past 600 million years, under intense pressure and temperatures, these remains changed into the complicated hydrocarbons called petroleum. Crude oil is a mixture of gas, naphtha, kerosene, light gas, and residuals, which have different health effects. Overall production of petroleum products rose from about 500 million tons in 1950 to over 2,500 million tons by the mid-1990s, resulting in massive transport and associated oil spills. By far the greatest oil reserves are in the Middle East, and major transportation routes emanate from there. The number of oil spills, both major and minor, has been increasing with the increasing rate of oil transport and the aging of oil tankers, as well as an increase in the size of oil tankers. Oil accounts for over half the tonnage of all sea cargo.

Any person or organization responsible for a release or spill is required to notify the federal government when the amount reaches a federally-determined limit. Separate reporting requirements exist for: States also may have separate reporting requirements. Sponsors and organisers of all three conferences believe this alignment enhances regional and global knowledge sharing capabilities and provides greater resources for addressing global oil spill issues facing the industry. These conferences provide a venue for experts from around the world in spill prevention, preparedness, response and restoration to share information in a common forum. These conferences will continue to provide a unique opportunity for members of industry, government and the service sector to keep abreast of all major developments in the field and interact with subject matter experts. The next conference in this series is the International Oil Spill Conference (IOSC) to be held in Portland, Oregon in the United States from 23-26 May 2011.

Oil Spills Overview The Ocean Studies Board and Marine Board of the National Academy of Sciences has published Oil in the Sea (2003) which summarizes sources of oil pollution: Nearly 85 percent of the 29 million gallons of petroleum that enter North American ocean waters each year as a result of human activities comes from land-based runoff, polluted rivers, airplanes, and small boats and jet skis, while less than 8 percent comes from tanker or pipeline spills.
Average annual contribution to oil in the ocean (1990-1999) from major sources of petroleum in kilotonnes.
From Oil In The Sea , Ocean Studies Board and Marine Board of the National Academy of Sciences (2003). The major sources of petroleum in the sea, in order of importance, include:
  • Natural seeps from rocks below the sea floor. Oil seeps are common in many areas, including the Gulf of Mexico and offshore of Southern California, and in other areas where oil is found beneath the continental shelf.

How do you clean up an oil spill?
Peggy gets a progress report on the clean up of one of the most well-known oil spills, the Exxon Valdez.
Segment length: 9:30 Insights When an oil spill occurs, often due to a ruptured oil tanker or leaking oil rig, people around the world are awed by the damage to the environment. Many oil spills are caused by human error, but there are also naturally-occurring oil spills, such as seepages from oil deposits beneath the ocean floor. Regardless of their origins, oil spills have an impact on the environment. The initial impact of an oil spill on the environment is familiar to those who hear about the event and see its effects on the evening news: a film of oil spreading across the surface of the body of water; oil-stained beaches and shorelines; waterfowl and marine mammals coated with oil, struggling to survive; and the carcasses of wildlife littering the shoreline. The environment sustains some of its most visible damage within the first few days or months of the spill. But what are the long-term effects of a large spill? Some evidence suggests that the oil from the Exxon Valdez spill may have entered the food chain, and that the crude oil itself could continue to wreck havoc with the environment. Since oil floats and crude sinks, both the surface and the bottom of the ocean ecosystem could be affected for a long time.

On land, oil spills are usually localized and thus their impact can be eliminated relatively easily. In contrast, marine oil spills may result in oil pollution over large areas and present serious environmental hazards. The primary source of accidental oil input into seas is associated with oil transportation by tankers and pipelines (about 70%), whereas the contribution of offshore drilling and production activities is minimal (less than 1%). Large and catastrophic spills releasing more than 30,000 tons of oil are relatively rare events and their frequency in recent decades has decreased perceptibly. Yet, such episodes have the potential to cause the most serious ecological risk (primarily for sea birds and mammals) and result in long-term environmental disturbances (mainly in
