Oil spills in the marine environment
Fate and behavior of oil in the marine environment Complex processes of oil transformation in the marine environment start developing from the first seconds of oil's contact with seawater. The progression, duration, and result of these transformations depend on the properties and composition of the oil itself, parameters of the actual oil spill, and environmental conditions. The main characteristics of oil transformations are their dynamism, especially at the first stages, and the close interaction of physical, chemical, and biological mechanisms of dispersion and degradation of oil components up to their complete disappearance as original substances. Similar to an intoxicated living organism, a marine ecosystem destroys, metabolizes, and deposits the excessive amounts of hydrocarbons, transforming them into more common and safer substances.

October 27, 2010 WASHINGTON, Oct. 27, 2010 —Agriculture Secretary Tom Vilsack and Interior Secretary Ken Salazar today announced that a coordinated effort with landowners across eight states to protect and feed birds migrating toward the Deepwater Horizon/BP oil spill zone in the Gulf of Mexico had more than tripled expectations, enrolling more than 470,000 acres. Gulf Coast Recovery Act Project Halted by Oil Spill Resumes at Florida's Topsail Hill Preserve State Park October 7, 2010

Click to go to recovery.gov The U.S. Fish and Wildlife Service today marked the resumption of an important habitat restoration project at Topsail Hill Preserve State Park near Destin, FL funded by the American Recovery and Reinvestment Act (ARRA). The project, which was temporarily delayed by the response to the oil spill in the Gulf of Mexico, is a joint effort with the Florida Department of Environmental Protection (DEP), Division of Recreation and Parks, and Three Rivers Resource Conservation and Development Council.
“The continuation of the Topsail Hill Preserve project is creating environmental and economic benefits for Florida’s Gulf Coast region,” said Acting Fish and Wildlife Service Director Rowan Gould. “This Recovery Act project is part of a long-range plan to restore Topsail Hill Preserve State Park to its natural state, restore the proper flow of water, and encourage plants and animals to return and flourish,” said Gould. “Our partnerships with multiple agencies on projects such as this are helping the Service to make a tremendous difference in the health of local communities across the nation, while making important contributions to the future of America’s wildlife and wild places.”

The oil spill commission released a letter with an attached 38 page analysis this week indicating problems with Halliburton's cementing. This is a link to the letter from Mr. Bartlit to the Oil Spill Commission, dated October 28. It says, in part, We asked Halliburton to supply us samples of materials like those actually used at the Macondo well so that we could investigate issues surrounding the cement failure. Halliburton provided us off-the-shelf cement and additive materials used at the Macondo well from their stock. Although these materials did not come from the specific batches used at the Macondo well, they are in all other ways identical in composition to the slurry used there. . . We attach Chevron’s report of its laboratory tests, and we have invited one of its experts to discuss that report with you at the public hearing on November 9. Chevron’s report states, among other things, that its lab personnel were unable to generate stable foam cement in the laboratory using the materials provided by Halliburton and available design information regarding the slurry used at the Macondo well. Although laboratory foam stability tests cannot replicate field conditions perfectly, these data strongly suggest that the foam cement used at Macondo was unstable. This may have contributed to the blowout.
