Tulsa, OK An Oklahoma lawmaker plans to introduce legislation within the next year that would make the video recordings taken from state trooper cars open to records requests. Senate Bill 1252 , sponsored by Senator Jim Wilson would override previous legislation that had specifically exempted the cameras.
Oklahomans for Responsible Government call for improved transparency website
When Oklahoma Open Books launched two years ago, it was one of the first websites devoted to state government transparency. The website tracks the overall spending of state agencies as well as their specific expenditures. In addition, the website lists the state payroll, state grants, and state contracts. Since Open Books launched, many other states have followed suit with their own government transparency websites. A critic from the OFRP, Peter Rudy, says that Oklahoma's website has fallen behind other states. Rudy notes that the website fails to disclose the travel expenses of individual employees, does not contain a check register, and does not track the reception of federal stimulus money.

The Oklahoma State Auditor and Inspector audits state and local agencies in the state, publishing its audit reports online. The Oklahoma State Auditor and Inspector is a statewide elected position serving a 4-year term. The office of Examiner and Inspector and the State Auditor was consolidated in a special election on July 22, 1975. Steve Burrage was appointed to the position by Gov. Henry on July 10, 2008 after the June 16, 2008 resignation of Jeff A. McMahan under indictment for accepting improper cash and gifts from an Oklahoma businessman. The Institute for Truth in Accounting (IFTA) rates Oklahoma “Tardy” in filing the state’s Comprehensive Annual Financial Report (CAFR) – The annual report of state and local governmental entities. IFTA rated 22 states timely, 22 states tardy, and 6 states as worst. IFTA does not consider Oklahoma's CAFRs, and those of the other states, to be accurate representations of the state’s financial condition because the Generally Accepted Accounting Principles (GAAP) basis does not include significant liabilities for the pension plans and for other post employment benefits, such as health care. Oklahoma's CAFRs are annual publications of the Oklahoma Office of State Finance and prepared by the Division of Central Accounting and Reporting.

Programs and Services: Children with Special Health Care Needs
The Children with Special Health Care Needs program is part of the federal Maternal and Child Health Block Grant. It provides medical services to special needs children who are not eligible for Medicaid. These services may include food supplements, genetics testing and counseling and grants to local programs serving community health needs. DHS operates two residential facilities, the Southern Oklahoma Resource Center in Pauls Valley and the Northern Oklahoma Resource Center in Enid, for persons with developmental disabilities who require full-time residential services. SoonerStart
Families eligible for SoonerStart have infants and toddlers through 36 months of age who have developmental delays or have a physical or mental condition such as Down's Syndrome or cerebral palsy which will most likely cause a developmental delay. SoonerStart offers diagnostic and evaluation services; case management; family training; nursing and nutrition services; occupation, physical and speech-language therapy, and special instruction services.
