Oman - Government
In February 1980 Sultan Qaboos agreed, in principle, to the future use by US forces of Masirah Island, off the east coast of Oman, as an emergency military base.
Oman and Iran established an economic co-operation committee in March 1989, and in September 1992 the two signed an agreement to increase economic co-operation and trade, particularly in the transport and shipping sectors.
In response to the invasion of Kuwait by Iraq in August 1990, Oman, together with the other members of the GCC, gave its support to the deployment of a US-led defensive force in Saudi Arabia. The Omani Government expressed the view that the imposition of international economic sanctions would compel Iraq to withdraw from Kuwait.
In November there was evidence that Oman had attempted to mediate in the crisis, when the Iraqi Minister of Foreign Affairs, Tareq Aziz, visited Oman (the first official Iraqi visit to a GCC state, other than Kuwait, since the Gulf crisis began).
Oman was one of the last bastions of the Middle Ages under a reigning sultan, Said bin Taimur, who sought to isolate the country from contaminating modern influence. Muscat was still literally a walled city, its gates closed and locked at sundown.

Local Government Areas of Queensland
From Wikipedia, the free encyclopedia Jump to: navigation search Map of Local Government Areas in Queensland Local Government Areas in South East Queensland The Local Government Areas (LGAs) of Queensland Australia are the defined areas within which legally constituted Local Government authorities, known as Councils, have responsibilities to provide local services. Determining the size and shape of the Local Government Areas is the sole responsibility of the Queensland Government . In the past, many local government areas (especially in South East Queensland and the Darling Downs region) have been amalgamated or abolished, either voluntarily or involuntarily. The most significant of these processes took place in March 2008, when 97 local government areas and 20 indigenous councils were amalgamated under a statewide reform process — until this time, the majority of Queensland's local government areas had remained unchanged for decades and some even dated back to the establishment of local government for regional areas in 1879. There are four classifications of local government in Queensland:
  • Cities (predominantly urban or suburban areas) Regions (created following amalgamations in 2008) Shires (predominantly rural or outer suburban areas) Towns (smaller urban areas; presently not in use)

GOVERNMENT Sultan Qaboos bin Sa'id rules with the aid of his ministers. His dynasty, the Al Sa'id, was founded about 250 years ago by Imam Ahmed bin Sa'id Al Bu Said. Sultan Qaboos is a direct descendant of the 19th century ruler, Sa'id bin Sultan, who first opened relations with the United States in 1833. Since his accession in 1970, Sultan Qaboos has balanced tribal, regional, and ethnic interests in composing the national administration. The Council of Ministers, which functions as a cabinet, consists of 30 ministers (but only 28 ministries), all directly appointed by Qaboos. The Sultanate has neither political parties nor legislature, although the bicameral representative bodies provide the government with advice. The bicameral Majlis Oman's mandate is to review legislation pertaining to economic development and social services prior to its becoming law.
In November 1991, Sultan Qaboos established the Majlis al-Shura (Consultative Council), which replaced the 10-year-old State Consultative Council, in an effort to systematize and broaden public participation in government. Representatives were chosen in the following manner: Local caucuses in each of the 59 districts sent forward the names of three nominees, whose credentials were reviewed by a cabinet committee. These names were then forwarded to the Sultan, who made the final selection. Since then, reforms have permitted Omanis to freely run for office in contested elections featuring universal adult suffrage.
The elected Consultative Council serves as a conduit of information between the people and the government ministries. It is empowered to review drafts of and provide recommendations on economic and social legislation prepared by service ministries, such as communications and housing, and to approve state financial plans. Service ministers also may be summoned before the Majlis to respond to representatives' questions. It has no authority in the areas of foreign affairs, defense, security, and finance. In early 2003, Sultan Qaboos declared universal suffrage for the October 2003 Majlis al-Shura elections. Two women were elected to sit with 81 male colleagues in those elections, which were observed to be free and fair. Roughly 194,000 Omani men and women, or 74% of registered voters, participated in the elections. Elections were held again in 2007.
