May 19, 2009 Dear PPS staff, families and friends, Monday afternoon, legislative leaders released their state budget proposal for 2009-11, outlining proposed funding levels for state-funded programs, including education. Unfortunately, it does not clear up the budget uncertainties Portland Public Schools faces. Here's what the legislature's budget proposal contains for Oregon schools:
  • $6.0 billion in K-12 education for the coming two years, approximately $550 million less than the amount it would take to keep Oregon K-12 schools whole. Although higher than some earlier numbers floated, the $6 billion is not enough to protect Oregon schools from deep cuts over the next two years. Of the $6 billion appropriation, $400 million is held back, and will only be made available to schools if current economic projections hold up. The budget proposal is balanced by including $800 million in new revenues. It would raise income taxes on the wealthy (those making $250,000 or more per year) and on corporations. That package is expected to be passed and enacted by the legislature, but could conceivably face an initiative-propelled challenge on the January 2010 ballot.
What this means for PPS In March, I proposed a budget to the Portland School Board based on state revenue projections available at the time. That budget included $14 million in reductions, which required significant sacrifices: our employees are being asked to forgo cost-of-living pay increases, $2 million was cut in administrative and central services, and school staffing ratios took a slight reduction.

DIVISION 21 SCHOOL GOVERNANCE AND STUDENT CONDUCT School Governance Interdistrict Transfer Agreement (1) Definitions. As used in this rule: (2)(a) A nonresident school district may enroll a student who is a resident of another district and receive State School Fund money for the student only if there is a signed Interdistrict Transfer Agreement between the resident school district, nonresident school district, and the parent/guardian(s) or person in parental relationship. (b) This section does not apply to qualified homeschooled children described in Section 4, Chapter 846, Oregon laws 2007. (c) The provisions of this rule do not affect the authority of a school district to enter into a contract with another district under ORS 339.125. (3) It is understood that upon approval by the district of the Interdistrict Transfer Agreement that: (a) The Resident District shall fully release the student to the Nonresident District. The Nonresident District shall claim the student as a resident student for the purposes of claiming basic school support under the State School Fund and shall report itself as the Resident District of record for ADM purposes. (b) The Nonresident District shall report the student as a resident student for ADM per ORS 339.133. The Resident District turns over to the Nonresident District all portions of the ADMr and the ADMw that is paid from the State School Fund. Funds may only be exchanged between the districts for the student based on the Interdistrict Transfer Agreement.
